Background & policy context:

Zagreb as the largest and the most important traffic junction in the country is both an origin and destination of many travels that take place over six (, , , , A6 and the future ) motorway routes. They all finish or start on the lateral south road – the existing Zagreb bypass. This is the place where European corridors X, Xa and Vb intersect.

With the traffic load from transit traffic the bypass today takes over a great part of inner and origin- destination traffic of Zagreb. Some parts of the bypass have already become the town road on which about 70% of traffic is generated by the town traffic (especially the section between and Lučko and at Lučko interchange). According to the traffic count data on the existing Zagreb bypass in 2009 the AADT (average annual daily traffic) was recorded of 54,542. Considering the accelerated development of the broader area of the town of Zagreb and we can expect a persisting traffic load rate in the forthcoming period too which leads to traffic conditions inadequate for the roads of high category. On the existing bypass there is a constant increase of AADT which means a significant drop in the serviceability level.

Objectives:

The preparation of the preliminary design engineering documents has been contracted as well as the implementation of the administrative procedure till the issuance of the location permit and the performance of surveying works and geotechnical investigations for the new Zagreb bypass all at the preliminary design level. The preparation of the preliminary design and the inclusion of the route in the master plan of the Zagreb County are in progress.

Methodology:

Considering that the subject road can be financed by the European funds it is necessary to issue the location permit so that the application for that type of financing can be submitted. Therefore, within this public procurement all that is required for the issuance of the location permit has been included – development of the design engineering documents at the preliminary design level, environmental impact assessment study and compliance with the physical planning documents as well as all preliminary activities that are necessary for the completion of these works (surveying, geological works etc.)

For the LUKA (Pojatno) – HORVATI Section an agreement has been signed with the design consulting company INŽENJERSKI PROJEKTNI ZAVOD d.d. and the completion of works is scheduled for June 2012. For HORVATI - IVANIĆ GRAD section and the reconstruction of LUČKO INTERCHANGE an agreement has been signed with the company INSTITUT IGH d.d. (Civil Engineering Institute of Croatia). The works on the HORVATI - IVANIĆ Section shall be completed by October 2012 and on LUČKO INTERCHANGE within 15 months as of the date of agreement execution. For IVANIĆ GRAD – ZELINA Section an agreement has been signed with the design consulting company INŽENJERSKI PROJEKTNI ZAVOD d.d. and the time of completion of works is scheduled by October 2012.
