    Regional Transport Committee Approved Organisation Update June 2019 ORGANISATION NAME: Horowhenua District Council RTC REPRESENTATIVE: Mayor Michael Feyen 1. MAINTENANCE, OPERATIONS AND RENEWALS Pavement repairs and drainage work for next season’s reseals have begun around the district. This year’s reseals, which were undertaken by JJ Walters as subcontractors to Higgins, had all but one site completed by mid-December with the final site completed in April following completion of a minor safety improvement project. The road past the Gladstone Road slip has continued to be open full time. Geotechnical investigations have been carried out along the corridor of a possible realignment. The development of a business case has begun and a variation to the RLTP will be forthcoming. Work on this financial year’s rehabilitations progressed well except on Waitarere Beach Road where the discovery of a midden has held work up. The project has now been delayed until the new financial year. 2. WALKING AND CYCLING Council officers have met with the NZ Transport Agency and KiwiRail regarding a proposed shared pathway in the rail reserve in Levin from Tararua Road to Roslyn Road. This pathway would become the north/south spine for the shared pathway network through the town. KiwiRail have issues with trespassers illegally crossing the railway line all along the rail corridor in Levin and a fence could be installed at the same time to alleviate this concern. 3. ROAD SAFETY RURAL SPEED LIMIT REVIEW HDC have been undergoing a Rural Speed Limit Review with the aim to implement any new rural speed limits by the end of the financial year.

Grey Teal (Tete moroiti), Anas gracilis Buller 1869, Native 1866 Oroua River, Manawatu March 2002 Norfolk I The Grey Teal was first collected by Buller (1869) on the Oroua River, near its junction with the Manawatu River, in 1866. This site is near Rangiotu, between Himatangi and Palmerston North. “I obtained my first specimens of this somewhat rare Duck (in 1866) on the Oroua stream, near its junction with the Manawatu, in the Province of Wellington. I observed that on being disturbed from the marsh where they were apparently feeding they rose high in the air, and came down suddenly into the creek with a rapid, oblique, and rather awkward flight. On the water they kept near to each other, and I killed both at one shot. They proved, on dissection, to be male and female; I found the skin very tender, and the flesh extremely deli- cate, with fat of a bright yellow colour. I afterwards saw a pair on the wing, passing over one of the freshwater lagoons of the Upper Manawatu, the white alar bar being very conspicuous; and, subsequently, I obtained a fine specimen in the flesh from Napier. It is comparatively plentiful in some of the sulphur-springs at Ohinemutu, and was so formerly at Rotomahana, where, as Captain Mair informs me, he once killed as many as eleven at a single shot on the water.

    Catchment Operations Committee 10 June 2020 Report No. 20-76 Information Only - No Decision Required LOWER MANAWATŪ SCHEME RURAL UPGRADE PROJECT UPDATE 1. PURPOSE 1.1. The purpose of this item is to update Committee members on progress with implementing the Lower Manawatū Scheme (LMS) Rural Upgrade Project (RUP). 2. EXECUTIVE SUMMARY 2.1. The RUP represents the single largest direct investment in flood protection by Horizons, spanning 15 years with a total value in excess of $50M. It’s a direct response to the devastating February 2004 floods, with a focus on providing a consistent 100 year Return Period flood protection standard outside of Palmerston North. 2.2. The components of the project include modifications to Kopane Bridge and the construction of the Burkes pump station but the primary focus has been on stopbank raising, with the scope of work driven by freeboard deficiency; upgrading those sections more than 100mm lower than the 100 year Return Period flood level. 2.3. The integrity of the network is greatly improved with the upgrade work, particularly along the Oroua River where virtually the entire length from Feilding to Rangiotu has been raised / rebuilt. However around half the network has not been touched and there remain significant lengths where (notwithstanding the fact that those sections have seen a few floods) cross-sectional profile is not consistent with best practise for an engineered embankment; to height but with a less than desirable shape. 2.4. The RUP has, not surprisingly given the size, duration, diversity and complexity of the different components, faced a range of challenges that have ultimately seen the original budget and timeline exceeded.
