Removal of disabled civilians from planned castes and the administration of Bihar Kharijan (Civil Repeal Act), Bihar Kharijan (The Law on the Elimination of Delays) and other acts related to planned castes. The formation of cooperative societies of planned castes, voluntary organizations, NGOs, etc. 18. Grant-assistance to educational and cultural institutions working for the benefit of planned castes. 19. Implementation of programmes to raise planned castes. 20. Specific housing scheme for planned castes. Monitoring and coordinating the Special Component Plan with all departments. 22. Administrative control of the Corpus Joint Development Corporation of Cast in Bihar State.     Draft list of Denotified Tribes, Nomadic Tribes and Semi-Nomadic Tribes of India FOREWORD Government of India has constituted a National Commission for Denotifed, Nomadic and Semi-Nomadic Tribes with a mandate to identify and prepare state-wise lists of DNT/NT, their inclusion status is SC/ST/OBC and habitats where they are densely populated, apart from eval- uating the progress of the progress of the development for recommending welfare policies. 2. The first task in this regard is to prepare a draft list of DNT/NT/SNT which will be final- ised after necessary consultations at various levels. In the absence of this basic information, decision makers will find it difficult to formulate policies/programmes for the upliftment of these downtrodden communities. 3. To that end, this draft list of DNS/NT communities state-wise, will fulfil a great need in our welfare objectives and determination to bring the DNT/NT/SNT into the path of development. 4. I solicit the comments of state governments and all concerned. Vol. 56, Issue No. 36, 04 Sep, 2021 This article aims to historicise the experiences of nomadic and denotified communities with respect to their encounter with colonialism, and maps their attempt at gaining political visibility and representation in Uttar Pradesh. Based on archival material and ethnographic accounts from various districts of UP, the article delineates the ways in which DNT communities have been stigmatised and excluded historically. The politics of appropriation is at work and they are being lured by the Hindutva and welfare politics of the Bharatiya Janata Party. “But unfortunately there are ten million people in India who, without any fault on their part, are described as criminal tribes from their very birth. Hundreds of thousands of men and women in India were declared as criminal tribes according to the current law. To deprive them of their rights they are declared so. No matter whether they are criminals or not, from their very birth, they are made criminals. Some provision to abolish this law must be embodied in this Resolution. I hope the mover will realize it and provide some safeguards for this Class in the Resolution” (Constituent Assembly Debates 1947).
