    Universal Postal Service in Major Economies By Don Soifer Updated June 2015 Executive Summary “We’re operating in a dynamic, digital world where community expectations and customer behavior are changing rapidly,” Australia Post’s CEO Ahmed Fahour observed in a noteworthy speech in August 2014. “Simply continuing to do what we have done in the past will not allow us to be a community service in the future.” Such sweeping determinations would have seemed somewhat fantastical within postal or mailing communities fifty years ago, but today they represent sentiments that are quite common among the leadership of national postal operators around the world. Faced with a changing global marketplace with new technologies and enhanced world-wide connectivity, postal operators are adapting their business models. Where this often uneven evolution has been successful, it is characterized by three primary strategies: 1) liberalization, 2) diversification of revenue sources and 3) rethinking universal service requirements. These three best practices have allowed the world’s largest national posts to remain both relevant and fiscally solvent despite declining service demands and global economic recession. Declining mail volume, independent of economic growth, has driven changes in business models. Mail volumes have dropped at an annual rate of 5 percent since achieving their peak in 2007.1 The United States Postal Service has observed a 38 percent reduction in single-piece first class mail, its highest-profit offering, over the past five years2, forcing lawmakers and the Service’s management to reconsider its business plans and look at universal service obligations from a different perspective. This report outlines major dynamics and strategies characterizing universal service across the world’s largest postal markets, comprising 96 percent of global postal revenues, and 70 percent of domestic mail volume, with an emphasis on how they can be expected to impact consumers.

This edition of the Program Statement incorporates changes that have occurred since the last publication of this policy and initiatives as a result of the Reduction and Elimination of Duties Management Assessment Project (REDMAP) initiatives. Policy Rescinded P5800.10 Mail Management Manual (11/3/95) ■ Procedures contained in Operations Memorandum 004-2008 (5800), Inmate Certified Mail Procedures, were included in this Program Statement in Section 4.9. These procedures require mail room staff, and unit staff if applicable, at each institution to maintain an incoming inmate certified mail log documenting all incoming inmate certified mail. It also establishes the minimum required information that will be documented in the log. ■ Section 5.6 gives information on filing claims with United Parcel Service (UPS). ■ Inmate funds received through the mail will be rejected. The sender is required to mail funds intended for an inmate commissary account directly to the National Lockbox. ■ Pre-Sentence Investigation Reports and Statement of Reason received through the mail will be rejected. ■ Eliminated outgoing special/legal mail drop-boxes.

Introducción El régimen de envíos postales es uno de los regímenes especiales de importación o exportación regulados por el Código Aduanero en la Sección VI, Capítulo octavo. Por el mismo, se ha pretendido facilitar y simplificar la introducción y extracción de mercaderías que se remiten como envíos postales, tengan o no finalidad comercial. Las razones que justifican este tratamiento, originariamente, se motivaban en las dimensiones reducidas de los envíos, su gran cantidad y el hecho de que las administraciones del servicio postal estaban a cargo de una administración o autoridad pública (1) que monopolizaba la prestación del servicio de correos; por lo tanto, los envíos se realizaban con la intervención de las administraciones de correos en el país remitente y en el país receptor.     March 25, 2020 DMM Advisory Keeping you informed about classification and mailing standards of the United States Postal Service UPDATE 8: International Mail Service Disruptions Due to COVID-19 On March 25, 2020, the Department of Defense notified the Postal Service™ that effective March 25, 2020 through April 15, 2020 military mail will be temporarily suspend to the following ZIP codes, due to the loss of transportation to/from Norway: City State ZIP Code FPO AE 09204 FPO AE 09216 APO AE 09706 Additionally, the Postal Service received notifications from various postal operators regarding changes in international mail services due to the novel coronavirus (COVID-19). The following countries have suspended certain mail services: Cayman Islands UPDATE: the Cayman Islands Postal Service has advised that it is now required to suspend all postal operations, owing to measures taken to reduce the spread of the COVID-19 pandemic. From March 25, 2020 to April 6, 2020, the Cayman Islands Postal Service is closing all operations to comply with a government direction that all but essential workers remain at home during this period. Chad: Société Tchadienne des Postes et de l'Epargne (STPE) has advised that the government of Chad has decided to close its land borders and suspend all flights, except for cargo, from March 19, 2020 until further notice. Consequently, STPE is no longer able to send postal items to other designated operators or receive postal items from them. Madagascar: Paositra Malagasy has advised that the Government of Madagascar has declared a state of sanitary emergency for a period of 15 days, with effect from March 21, 2020.

    Be Careful Before Using Certified Mail to Send a Legal Notice The Minnesota Supreme Court has ruled that “in the absence of custom, statute or estoppel, when notice is allowed to be served by mail, service is not effective until the notice comes into the hands of the one to be served but where a statute specifies that a person shall be notified by particular means, such as certified or registered mail, notice is effective when deposited in the mails.”1 “Into the hands” of the recipient means actually in his palm or in his possession, such as in his own mailbox. Certified mail must be signed for. If the recipient is home when the mail carrier comes, he signs for the mail and gets it into his hands right then. However, if he is not home, then the mailpiece goes back to the post office and the recipient doesn't receive it until he makes an effort to go to the post office or arranges for redelivery at home. This can take several days. In contrast, non-certified mail goes into the mailbox whether or not the recipient is home. In short, unless the statute or rule in question requires certified mail, do not use certified mail unless you are willing to accept the risk that its receipt will be delayed. If the statute or rule in question does require certified mail, then use it and service will be good when it is mailed.
