Working Plan Officer Special Forest Division Kulgam Prepared By OF By: Syed Altaf Gillani (DCF-SG) Working Plan Officer Special Forest Division Kulgam Prepared by: Working Plan and Research Circle Srinagar / Jammu J&K Forest Department Introduction The Special Forest Division Kulgam is a newly created Forest Division, carved out of the Anantnag Forest Division and the Shopian Forest Division in the year 2010. This is the first working plan of the Division. The writer is privileged to write this plan. The Plan was started in June 2013. While framing this working plan, the necessary help has been taken from the previous Working Plans of Kashmir Forest Division and the Pir Panjal Forest Division. In the present plan an attempt has been made to take the modern and recent approach in assessment of the growing stock and other calculations of this Forest Division. The technique of point sampling has been employed in the inventory for evaluating the growing stock. The GPS (Global Positioning System) has been fully utilised for the first time. The compartment boundaries were digitized for the first time with the help of Photo Interpretation Division Srinagar. Other relevant informations have been obtained from local sources to finalize the plan. The Deodar - Kail Conversion Working Circle which was so far managed under shelterwood compartment system in the previous plans, is proposed to be managed under Indian Selection System due to excessive grazing pressure. It is feared that the gap created under shelterwood system may not regenerate and may create permanent blanks in the prevailing situation. The Fir Selection Working Circle shall continue to be managed under Indian Selection System. The Protection Working Circle of the previous Working Plan is renamed as Ecological Conservation Working Circle and is almost identical to it. The Reboisement Working Circle has been retained as such. Further, some other working circles (overlapping) like Wildlife Working Circle, NTFP Working Circle, JFM Working Circle and Eco Tourism Working Circle have been recommended for the involvement and benefit of local people in the scientific management of the forests of this Division. The Protection Working Circle (overlapping) has been constituted to protect the forests of the division which are under high biotic pressure like grazing, illicit felling, encroachment, fire etc. While drafting this plan ‘Kulu Volume Table’ has been used in the assessment of the growing stock. Different appendices are given showing the data about the volume, the number of trees, the growing stock and other features of the Division. During the last 10 to 15 years, the forest policy and management have undergone many changes. The emphasis has been considerably shifted towards environmental conservation rather than revenue realization. The State Forest Policy of Jammu & Kashmir, 2010 was framed to ensure environmental stability by advocating management to conservation oriented rather than use oriented. It is under these changed circumstances that the revision of the working plan for Kulgam Forest Division was taken up in hand. The present working plan gives top priority to secure regeneration, augment vigour, life, etc. to existing forests. (i) The plan would be incomplete if due thanks were not given to all the officers who directly or indirectly helped in compilation of this plan. The report shows that at least 229 people were killed following different incidents of violence, including 32 civilians who lost their life due to extrajudicial executions, only within a six months period, from January 1, 2020, until 30 June 2020. Women and children who should be protected and kept safe, suffer the hardest from the effects of the conflict, three children and two women have been killed over this period alone. On an almost daily basis, unlawful killings of one or two individuals are reported in Jammu and Kashmir. As you may be aware, impunity for human rights abuses is a long-standing issue in Jammu and Kashmir. Abuses by security force personnel, including unlawful killings, rape, and disappearances, have often go ne uninvestigated and unpunished. India authorities in Jammu and Kashmir also frequently violate other rights. Prolonged curfews restrict people’s movement, mobile and internet service shutdowns curb free expression, and protestors often face excessive force and the use of abusive weapons such as pellet-firing shotguns. While the region seemed to have slowly emerging out of the complete crackdown imposed on 5 August 2019, with the spread of the COVID-19 pandemic, the lockdown was reimposed and so the conditions for civilians remain dire.
