THE COUNTY COUNCIL Amendments to Waiting, Loading and Unloading And Parking Restrictions in the Surrey County Council propose to make, under Sections 1, 2, 4, 32, 35, 36, 45, 46, 49, 51 and 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, the following Orders: - 1. The Surrey County Council (Various Roads in Waverley) (Revocation and Consolidation of Waiting Loading and Unloading Prohibitions and Restrictions) Order 2007 (Amendment No. 11) Order 202-, which will (a) Prohibit the waiting by vehicles in certain lengths of the roads specified in the First Schedule to this Notice, during the times and on the days indicated therein; (b) Provide that the usual exceptions for loading and unloading vehicles, boarding and alighting from vehicles, for works on or adjoining the lengths of roads referred to in the said schedule, the maintenance of those roads and the services in them and for disabled persons vehicles in accordance with the Blue Badge Scheme, would apply to all the aforementioned lengths of roads; (c) Revoke such waiting restrictions (at any time) in part of Stoke Hills, and Lower Street, , without replacement. 2. The Surrey County Council (Various Roads in Waverley) (Consolidation of Free Street Parking Places) Order 2007 (Amendment No. 11) Order 202-, which will provide (a) Such free on-street parking places in Nightingale Road, , to operate Monday-Saturday 8.30am-6.30pm limited to 1 hour no return within 1 hour and in Lynch Road, Farnham, operational Monday-Friday 8am-6pm, limited to 4 hours no return within 1 hour; (b) The vehicles which may be left in the free on-street parking place shall be passenger vehicles (8 seats or less), motor cycles, invalid carriages and goods vehicles under 5 tonnes maximum gross weight; (c) Vehicles left by specified disabled persons may wait in the free on-street parking places at all times without time limit and that certain other vehicles may wait in the free on-street parking places in certain circumstances e.g. to allow persons to board or alight (maximum 2 minutes) to load or unload (maximum 20 minutes), etc.; (d) Outside the hours of operation indicated, any vehicle may be left in the free on-street parking places for any period, without time limit; (e) Revoke a free parking place (Monday-Sunday 8.30am-6.30pm limited to 1 hour no return within 1 hour), in Beacon Hill Road, . 3. The Surrey County Council (Various Roads in Waverley) (Prohibition of Stopping Outside Schools) (No. 1) Order 2008 (Amendment No. 10) Order 202-, which will (a) Prohibit the stopping by vehicles, in part of St. Nicholas Avenue, , between 8.15am and 9.15am and between 2.30pm and 4pm every day, as indicated by zigzag markings on site, this will replace a similar restriction which will be revoked in another length of the said road; (b) The exemptions provided by the Principal Order shall still apply, namely any person causing a vehicle to stop in order to avoid an accident or if required to do so by law; anything done with the permission of a police constable in uniform or in accordance with a sign placed by Surrey Police in accordance with Section 66 or 67 of the Act; or any vehicle which is displaying a valid waiver certificate issued by the Council. 4. The Surrey County Council Farnham Railway Station Controlled Parking Zone (Consolidation of Waiting Restrictions and On-Street Parking Places) Order 2007 (Amendment No. 11) Order 202-, which will extend the length of a residents’ only parking place in St. George’s Road, Farnham, operational Monday-Saturday 8am-6pm, for use by holders of valid permits for the Farnham Railway Controlled Parking Zone, subject to the exemptions specified in paragraphs 2 (c) and (d) above. 5. The Surrey County Council Farnham Town Centre Controlled Parking Zone (Consolidation of Waiting Loading and Unloading Prohibitions and Restrictions and On-Street Parking Places) Order 2007 (Amendment No. 11) Order 202-, which will (a) Prohibit the waiting by vehicles in part of Long Garden Walk West and Falkner Road, Farnham, at any time, subject to the exemptions specified in paragraph 1 (b) above; and (b) Provide residents’ parking places in part of Thorold Road and Long Garden Walk West, Farnham, operational Monday-Saturday 8am-6pm, for use by holders of valid permits for the Farnham Town Controlled Parking Zone, subject to the exemptions specified in paragraphs 2 (c) and (d) above. 6. The Surrey County Council (Various Roads in Waverley) (Residents’ Only On-Street Parking Places) (No.1) Order 2013 (Amendment No. 6) Order 202-, which will (a) Introduce an on-street residents’ only parking place (permit parking zone) in Red Lion Lane, Farnham, to operate Monday-Saturday 8am-6pm (the existing prohibition of traffic will be revoked); (b) The residents that may apply for parking permits for such residents’ parking place will be all residential addresses in the said Red Lion Lane; (c) Provide residents’ parking permits for residents of the properties indicated above, which will allow them to park in the parking place during the hours of operation. Such permits, which will be issued by Waverley Borough Council, will cost £50, for the first permit and £75 for any subsequent permit and will be valid for a period of twelve months. The charge for a duplicate permit or a change of permit due to the change of vehicle, will be £15; (d) Provide that such permits be allocated on the following basis: a maximum of 2 permits for residents with no off-street parking; 1 permit for residents with 1 off-street parking space and no permits for residents with 2 or more off-street parking spaces; (e) Provide for (1) residents to purchase permits for use by their visitors at a cost of £2 each, which will be valid for one day, subject to a limit of 120 per year; and (2) Operational Permits, for use by doctors, nurses and community care personnel, who are required to make visits to residents, which will be free of charge; and (3) carer’s permits, for carers and community care personnel, who are required to make visits to residents, which will cost £10; which will allow them to park in the said parking place; (f) Convert a residents’ parking place in Tanners Lane, Haslemere into a shared use parking place, operational Monday-Saturday 8.30am-5.30pm, free parking for 1 hour no return within 1 hour or permit holders displaying a valid permit for area R or J; (g) reduce in length a residents’ parking place (Monday-Friday 8.30am-5.30pm) in Kings Road, Haslemere (Resident Area E). 7. The Surrey County Council (Various Roads in Godalming and in the Borough of Waverley) (Residents’ Only On-Street Parking Places) (No. 1) Order 2014 (Amendment No. 4) 202-, which will (a) Provide a residents’ parking place (permit parking zone) in part of South Hill, Godalming between No. 63 and the end of the cul-de sac by No. 49, for use by permit holders displaying a valid permit, operational Monday- Saturday 8am-6pm. (b) The residents that may apply for parking permits for such residents’ parking place will be all residential addresses between Nos. 42 and 63 South Hill, inclusive; (c) The conditions that apply in paragraph 6 (c) (d) and (e) above shall apply; (d) Allow for residents of No. 32 Holloway Hill to apply for a parking permit for permit parking area “N”. (e) Introduce such electric vehicle on-street parking places in Croft Road, Godalming, to be used Monday-Saturday 8am-6pm, limited to 4 hours, by electric vehicles or hybrid vehicles for the purpose of charging the said vehicle by use of the electric charging post installed in respect of that parking place, by vehicles displaying a valid parking permit for Area “N” or blue badge holders; (f) Certain other vehicles may wait in such parking place in certain circumstances e.g. to allow persons to board or alight (maximum 2 minutes) to load or unload (maximum 20 minutes), etc. 8. The Surrey County Council (Various Roads in Waverley) Electric Vehicle Parking Places Order 202-, which will (a) Introduce such electric vehicle on-street parking places in certain lengths of the roads specified in the Second Schedule to this Notice, to be used at the times and on the days specified therein by electric vehicles or hybrid vehicles for the purpose of charging the said vehicle by use of the electric charging post installed in respect of that parking place; (b) Certain other vehicles may wait in such parking places in certain circumstances e.g. to allow persons to board or alight (maximum 2 minutes) to load or unload (maximum 20 minutes), etc. but no exemption shall apply to blue badge holders. 9. The Surrey County Council (Amendment and Roads in Farnham) (Prohibition of Waiting and Driving) Order 1976 (Amendment No. 1) 202-, which will revoke the prohibition of driving in that length of Red Lion Lane, Farnham as extends from a point 119m south-west of its junction with Firgrove Hill to the south western extent, imposed by The Surrey County Council (Amendment and Roads in Farnham) (Prohibition of Waiting and Driving) Order 1976. 10. The Council also proposes to make:- (1) The Surrey County Council (Various Roads in Waverley) (Residents’ Only On-Street Parking Places) (No. 2) Order 2012 (Amendment No.6) Order 202-; (2) The Surrey County Council (Various Roads in Waverley) (Free On-Street Loading Bays) (No. 1) Order 2013 (Amendment No. 5) Order 202-; (3) The Surrey County Council (Various Roads in Waverley) (Consolidation of Free Street Parking Places) (Disabled Persons) (No. 1) Order 2007 (Amendment No. 11) Order 202-; which will make drafting amendments to the original Orders which will not affect the operation of the restrictions therein. Where a new restriction in this Notice is proposed, any existing restriction on the same length of road shall be revoked.
