For Better or for Worse: The Impact of Sponsorship on the Equality Rights of Immigrant Women (2001) (246 pages) Funded by the Status of Women Canada’s Policy Research Fund and the Joint Centre of Excellence for Research on Immigration and Settlement (CERIS) in Toronto. The report criticizes the detrimental effects of the “sponsorship regime,” defined as the constellation of various laws, regulations and guidelines from the federal and provincial governments defining sponsorship, the obligations of sponsored persons and their sponsors.” It discusses misunderstandings of sponsorship, integration barriers, and spousal maltreatment, and concludes that sponsorship “poses the question of the responsibility of the family to ensure the well-being and the socio-economic security of its members in relation to the state.” The report finds that given “the fact that sponsorship involves the undertaking of responsibility for women by the spouse, the fact that the application for permanent residence may be refused if the spouse withdraws his sponsorship and the fact that the access of sponsored women to social assistance is limited by provincial regulations (and remains so for the entire duration of the sponsorship, even after citizenship has been obtained), mean that the equality rights of women immigrants are being violated. It evaluates the architecture and site layout of the secondary sites of Sacalaca and San Felipe, and tertiary and quaternary sites surrounding them in order to test political models. Our understanding of the ancient Maya political organization largely comes from Classic Period hieroglyphic texts recorded by Maya kings on public monuments. This reliance on only these kinds of data creates a limitation on the interpretation of political organization, and does not address the local scale of political institution within Maya polities. It also creates the illusion of a centralization of political organization and biases towards primary sites where hieroglyphic monuments are located. The alternative data available for the evaluation of political organization are the regional settlement pattern, individual site layouts and site architecture. Certain types of architecture such as acropoli, mortuary temples, formal plazas and ballcourts, are representative of the institutions of rulership permitting to determine the type of political organization. -

Are We Legend? Reconsidering Clan in Tibet Jonathan Samuels (University of Heidelberg) 1. Introduction ibetan Studies is relatively familiar with the theme of clan. The so-called “Tibetan ancestral clans” regularly feature in T works of Tibetan historiography, and have been the subject of several studies.1 Dynastic records and genealogies, often labelled “clan histories,” have been examined, and attempts have been made to identify ancient Tibetan clan territories.2 Various ethnographic and anthropological studies have also dealt both with the concept of clan membership amongst contemporary populations and a supposed Tibetan principle of descent, according to which the “bone”- substance (rus pa), the metonym for clan, is transmitted from father to progeny.3 Can it be said, however, that we have a coherent picture of clan in Tibet, particularly from a historical perspective? The present article has two aims. Firstly, by probing the current state of our understanding, it draws attention to key unanswered questions pertaining to clans and descent, and attempts to sharpen the discussion surrounding them. Secondly, exploring new avenues of research, it considers the extent to which we may distinguish between idealised representation and social reality within relevant sections of traditional hagiographical literature. 2. The evolution of the conception in a colonial context and its sociological and anthropological roots In the first year of the Second World War Meyer Fortes and Edward Evans-Pritchard published a reader on African Political Systems (APS) as an attempt to bring into focus one of the major problems of “African sociology” (1940: VII): This epistemic designation appears to be remark- able. The editors could have named it as well: African ethnology. The deviation from academic routine corresponded on the one hand to the epistemological orientation of the “British School” of social anthropology. On the other hand, it ostentatively elevated African societies on the same cognitive level as “advanced” industrial societies paying tribute to rising sensitivity among African intellectuals. And thirdly, the title reflects acute political concerns of colonial policy, particularly in the field of indirect rule. The authors drew attention to the contradictory results of British interventions in the domain of indirect rule in different types of societies. Whereas non-centralised societies were exposed to a process of centralisa- tion by the introduction of chieftainship, in the centralised ones the power of traditional chiefs was diminished. -

Robinson*§ University of Chicago, NBER, and BREAD 31 July 2019 Abstract: We test the long-standing hypothesis that ethnic groups that are organized around ‘segmentary lineages’ are more prone to conflict. Ethnographic accounts suggest that in segmentary lineage societies, which are characterized by strong allegiances to distant rel- atives, individuals are obligated to come to the aid of fellow lineage members when they become involved in conflicts. As a consequence, small disagreements often escalate to larger-scale conflicts involving many individuals. We test for this link between segmentary lineage and conflict across 145 African ethnic groups in sub-Saharan Africa. Using a number of estimation strategies, including an RD design at ethnic boundaries, we find that segmentary lineage societies experi- ence more conflicts and particularly ones that are retaliatory, long in duration, and large in scale. chapter x Blood and bone Recognition of kinship rests upon notions of shared substance, which are differently formulated from society to society. In this chapter, I show how Toraja conceptions of inherited substance are articulated with house mem- bership, rights of inheritance, and the ceremonial obligations which both of these involve. The images used to speak of these things are revealing of how relationships and responsibilities are thought of, and hence of ‘kinship’ as an ideology shaping the social world within which people act. Anthropological analyses of kinship have traditionally taken the system of terminology as a starting point. But the terminology of a cognatic system like that of the Toraja appears to be so simple that it can at best give only a very hazy impression of how kinship actually functions in everyday life. In practice, we find that how terms are actually used often bears little relation to genealogi- cal reality. Rather than constructing formal models derived from terminology, then, I am concerned with what Bourdieu (1977:37) has called ‘practical’ as opposed to ‘official’ kinship. Kinship provides a set of ideas that carry moral force and which are put to tactical use in daily life (Bloch 1971b). Pursuing a similarly processual line of analysis, Benjamin (2004) proposes that kinship systems be thought of as providing distinctive modes of consciousness, which mediate people’s actions in the world and shape group strategies and identities in subtle yet far-reaching ways. It has been repeatedly pointed out, too, that ‘kinship’, often essentialised in anthropology as the foundation of social organ- ization, is often difficult to separate from other forms of relatedness, an argu- ment recently re-explored by Carsten (2000). -

Using a number of estimation strategies, including an RD design at ethnic boundaries, we find evidence that segmentary lineage societies experience significantly more conflict today. In addition, we also find that for segmentary lineage societies, adverse weather shocks are more likely to result in conflict than for non-segmentary lineage societies. LASKAR JIHAD ISLAM, MILITANCY AND THE QUEST FOR IDENTITY IN POST-NEW ORDER INDONESIA Noorhaidi Cover page design: Noorhaidi Photo: Gatra 24:7 (5 May 2001) v ABSTRACT This study analyses the intellectual and political history of Laskar Jihad, the most spectacular Muslim paramilitary group that emerged in Indonesia in the aftermath of the collapse of the New Order regime in May 1998. Using an interpretive framework derived from social movement theory and identity politics, this study exposes the roots of the group and its transformation into a militant, jihadist movement. Based on extensive fieldwork, numerous interviews and a study of the movement’s literature, this study demonstrates that the very existence of Laskar Jihad cannot be dissociated from Saudi Arabia’s immensely ambitious global campaign for the Wahhabization of the Muslim umma.
