Printed in the United States of America Marianne Kamp PILGRIMAGE AND PERFORMANCE: UZBEK WOMEN AND THE IMAGINING OF UZBEKISTAN IN THE 1920s In August 1924, Anabibi Safaeva set off from her home city of Khiva, which was then the capital of the Xorezm People’s Republic, to study in Tashkent, which was the administrative center of the Turkistan Autonomous Soviet Socialist Republic. Safaeva traveled with some 160 students in a convoy of three boats down the Amu River toward the Aral Sea. However, misfortune befell Safaeva: her boat was attacked by basmachis, a bandit or rebel gang.1 The basmachis killed all twenty-two of the men in Safaeva’s group and carried off the women as captives. By the time that Safaeva was rescued, more than two months later, there was no longer a Xorezm People’s Republic or a Turkistan Republic; instead, Safaeva’s Khivan home was now in Uzbek- istan, and Tashkent, the goal of her academic pilgrimage, had become the capital of Uzbekistan. Safaeva waited for several years after her abduction before attempting to travel to Tashkent again, finally going there in 1927 to study at the Central Asian Communist University.2 She worked for the Communist Party of Uzbekistan as an activist in the Tashkent regional Women’s Division while she was studying, and in 1931 she was sent by the party to Uzbekistan’s Bukhara province to participate in the collectivization of agriculture. There she was poisoned, presumably by someone who opposed the state’s appropriation of land.3 Anabibi Safaeva was one of thousands of young women who joined in what Bene- dict Anderson refers to as the pilgrimage of modern education. -

Short Form: Tajikistan. Term for Citizen(s): Tajikistani(s). Capital: Dushanbe. Other Major Cities: Istravshan, Khujand, Kulob, and Qurghonteppa. Independence: The official date of independence is September 9, 1991, the date on which Tajikistan withdrew from the Soviet Union. Public Holidays: New Year’s Day (January 1), International Women’s Day (March 8), Navruz (Persian New Year, March 20, 21, or 22), International Labor Day (May 1), Victory Day (May 9), Independence Day (September 9), Constitution Day (November 6), and National Reconciliation Day (November 9). Flag: The flag features three horizontal stripes: a wide middle white stripe with narrower red (top) and green stripes. Centered in the white stripe is a golden crown topped by seven gold, five-pointed stars. The red is taken from the flag of the Soviet Union; the green represents agriculture and the white, cotton. HISTORICAL BACKGROUND Early History: Iranian peoples such as the Soghdians and the Bactrians are the ethnic forbears of the modern Tajiks. They have inhabited parts of Central Asia for at least 2,500 years, assimilating with Turkic and Mongol groups. Between the sixth and fourth centuries B.C., present-day Tajikistan was part of the Persian Achaemenian Empire, which was conquered by Alexander the Great in the fourth century B.C. After that conquest, Tajikistan was part of the Greco-Bactrian Kingdom, a successor state to Alexander’s empire. -

The issues of identity of the population of Afghanistan, which is viewed as a complex self- developing system with the dissipative structure are studied in the article. The factors influencing the development of the structure of the identity of the society of Afghanistan, including natural and geographical environment, social structure of the society, political factors, as well as the features of the historically established economic and cultural types of the population of Afghanistan, i.e. the Pashtuns and Tajiks are described. The author of the article compares the mental characteristics of the bearers of agriculture and the culture of pastoralists and nomads on the basis of description of cultivated values and behavior stereotypes. The study of the factors that influence the formation of the identity of the Afghan society made it possible to justify the argument about the prevalence of local forms of identity within the Afghan society. It is shown that the prevalence of local forms of identity results in the political instability. Besides, it constrains the process of development of national identity and articulation of national idea which may ensure the society consolidation. The relevance of such studies lies in the fact that today one of the threats of Afghanistan is the separatist sentiments coming from the ethnic political elites, which, in turn, negatively affects the entire political situation in the region and can lead to the implementation of centrifugal scenarios in the Central Asian states. -

Muslim Women of the Fergana Valley: a 19Th-Century Ethnography from Central Asia
Book Reviews 127 Muslim Women of the Fergana Valley: A 19th-Century Ethnography from Central Asia. Vladimir Nalivkin and Maria Nalivkina. Indiana University Press. 2016. 242 pp. (ISBN-13: 9780253021496) This work offers readers a nineteenth-century ethnography focused on women in an Islamic society. Originally titled A Sketch of the Everyday Life of Women of the Sedentary Native Population of the Fergana Valley, it was first published in Russian in 1886 by the Russian couple Vladimir and Maria Nalivkin, who lived in a “Sart” (Uzbek) village in a territory new to the Russian Empire. Vladimir Nalivkin, a Russian military man, and his wife were among the first group of Russians who provided precious detailed re- ports on Central Asia for the Russian Empire. Unlike other Russian scholars, Vladi- mir and his wife were not specialists in Oriental studies; therefore, their work provides a new perspective on Central Asian Studies. The book includes one introduction and ten chapters. The introduction by the ed- itor, Marianne Kamp, provides a comprehensive introduction to the book. It provides brief biographies of Vladimir and Maria, focusing on their intellectual formation, the milieu within which they worked, and their scholarly production. Comparisons are drawn between their ethnographic work and those of several of their contemporaries in Russian Central Asia. The first chapter, “A Short Sketch of the Fergana Valley,” deals with a physical description of the Fergana Valley, from the plants, mountains, and valley to the streets, mosques, and shops. It describes how Islamic religious ideas shaped the attitudes and livelihoods of the people. The second chapter, entitled “Religion and Clergy,” starts with a translation of passages from the Qur’an, followed by a description of some beliefs and practices. -

Tajik-Uzbek relations – development dynamics and prospects “Historical contradictions caused by the “Big Turkestan” project, unrealized in the 1920s, lie at the heart of today’s strained relations between Tajikistan and Uzbekistan”, wrote Parviz Mullojanov, a political analyst (Tajikistan, Dushanbe), in his article, written exclusively for cabar.asia. Follow us on LinkedIn! The relations between Tajikistan and Uzbekistan are not so good today. Many observers and experts in this regard use the term “Cold War”, “Rail war”, “Transport blockade” and so on. At the same time, relations between Tajiks and Uzbeks at the household and interpersonal level are still quite far from mutual intolerance and rejection, which is not surprising. Tajiks and a significant part of Uzbeks trace their origin from the ancient Iranian-speaking population of Central Asia, and therefore, they have a lot of similarities in customs, traditions, culture, national psychology and character. Accordingly, many researchers are wondering why, despite the obvious historical closeness and the immediate neighborhood of both peoples, the relationship between the two countries remain difficult for such a long period of time? Some experts explain this phenomenon by complex relationships between the two countries’ Presidents – Islam Karimov and Emomali Rahmon. However, in fact, during the Soviet period, the relations between the neighboring republics were also quite difficult and complex. Does this mean that there are a number of other objective of long-term factors, which adversely affect the Tajik-Uzbek relations? And if so, how will the relations between the two countries develop in the next decade, especially in light of deepening social and economic crisis and geopolitical shifts in the region? In order to answer at least some of these questions, we should consider the dynamics of the relations between the two nations, since the period of the national territorial demarcation of Central Asia in the 1920s. -

10 De-Persifying Court Culture The Khanate of Khiva’s Translation Program Marc Toutant Despite the expansion of Turkish-speaking populations and the efforts of several Turko-Mongol dynasties to promote the use of Chaghatai Turkish after the thir- teenth-century era of the Mongol Empire, Persian remained a favored language all over Central Asia in chanceries and belles-lettres till as late as the nineteenth century.1 Only a small proportion of the literature created in Central Asia was in Chaghatai Turkish (hereafter simply called Turkish), and Persian was the ma- jor medium of learned expression in all parts of the region, as Devin DeWeese’s chapter 4 in this volume reminds us. And as Alfrid Bustanov’s chapter 7 shows, even in distant Tatar villages of the Russian Empire, where there were no native speakers of Persian, the classics of Persian ethical literature were widely copied in local madrasas, where some students even tried to compose their own literary works in Persian. Nevertheless, the status of Persian as lingua franca did not remain unchal- lenged in Central Asia. Over the course of the fifteenth century, cultural patronage under the Timurid rulers brought about the composition of numerous Turkish texts in diverse fields of learning. At the court of the last great Timurid ruler, Husayn Bayqara (r. 1469–70, 1470–1506), one of the most important corpora of Central Asian Turkish literature was written by Mir ‘Ali Shir Nawa’i (1441–1501). Albeit largely based on Persian models, the works of Nawa’i can be regarded as an attempt to forge a culture that was specific to his Turkophone audience. -

Ethnicity, Space, and Politics in Afghanistan Abstract The 2004 election was a disaster. For all the unity that could have come from 2001, the election results shattered any hope that the country had overcome its fractures. The winner needed to find a way to unite a country that could not be more divided. In Afghanistan’s Panjshir Province, runner-up Yunis Qanooni received 95.0% of the vote. In Paktia Province, incumbent Hamid Karzai received 95.9%. Those were only two of the seven provinces where more than 90% or more of the vote went to a single candidate. Two minor candidates who received less than a tenth of the total won 83% and 78% of the vote in their home provinces. For comparison, the most lopsided state in the 2004 United States was Wyoming, with 69% of the vote going to Bush. This means Wyoming voters were 1.8 times as likely to vote for Bush as were Massachusetts voters. Paktia voters were 120 times as likely to vote for Karzai as were Panjshir voters.
