ABSTRACT Lasting from 1933-1934, the Turkic-Islamic Republic of Eastern Turkestan (TIRET) was the culmination of various rebellions in Xinjiang, China. Founders of this republic, influenced by Pan-Islamism and Pan-Turkism used it to promote a Turkic- Muslim identity independent from Chinese and Soviet control and unique to the sedentary, oasis-dwellers of Xinjiang. The qualities of this political identity were formalized and given the label Uyghur in 1934. The significance of the TIRET, despite its troubled and short existence, was that its message transcended localized identities to create a Uyghur political consciousness. Though Uyghur identity has continued to shift and adapt since then, the TIRET remains the starting point from which Uyghurs today trace their present relationship and contention with the Chinese state. This study examines the military and political actions surrounding the formation and dissolution of the TIRET in the early 1930s, the republic’s ideological origins in Pan- Islamism and Pan-Turkism, and finally the social and political conditions in Xinjiang that facilitated the creation of Uyghur identity as a result of rebellions from 1931 to 1934. I argue that modern Uyghur identity emerged from the events surrounding the TIRET was a combination of a nascent Uyghur nationalism combined with interests of the Chinese Nationalist to create ethnic categories for the people of Xinjiang. My purpose is to show that the formation of Uyghur identity in Xinjiang was a result of the same process that led to the creation of Turkic Muslim ethnic nationalities in the Soviet Union. In this respect, I will show how ideologies of Pan-Islam, Pan-Turkism and the reforms carried out through the Jadid movement supported identity formation and affected Central Asia including Xinjiang. Special acknowledgement should go to my father whose boundless interest in my research yielded hours of conversation on any topic I ever wanted an added insight or opinion. v INTRODUCTION – Conceptualizing Ethnic Identity Currently, the Uyghurs make up the majority of the population in Xinjiang. With their own set of ethnic characteristics including language, culture, religion and territory, they Uyghurs are one of fifty-six ethnic nationalities in the Peoples’ Republic of China. Unlike other ethnicities that live in Xinjiang such as Kyrgyz, Kazaks and Mongols who have a majority of their populations elsewhere, 99.8% of the Uyghurs live in Xinjiang. From this basis, Uyghur separatists today use issues of the Chinese government’s oppression of their religion, language and culture to justify the right for their people to have an independent Eastern Turkestan. Throughout the history of the People’s Republic of China, Uyghur separatism has been related to the PRC’s policies toward allowing ethnic minorities to practice religion and other elements of their culture. Since 1949, the PRC’s policies towards developing regions, such as Xinjiang, that have a high percentage of minority populations have increasingly become interconnected with China’s general economic and political ambitions. June Dreyer’s China’s Forty Millions1 and Colin Mackerras’s Ethnic Minorities and Globlaisation2 are two studies that discuss how major events in PRC history have affected the Chinese government’s treatment of culture among ethnic minorities. Particularly concerning the relationship of Uyghur identity and the Chinese state, Gardner Bovingdon’s Autonomy in Xinjiang3 traces Uyghur identity along a trajectory that faces increasingly hostile policies of the PRC government. The purpose of the following discussion on the formation of Uyghur identity is to provide a starting point for when and how the Uyghur ethnicity became part of China. Therefore, it is the principal objective of this study to examine why rebellions in Xinjiang from 1931 to 1934 led to the formation of Uyghur identity thereafter. The existing body of historical

Printed in the United States of America Marianne Kamp PILGRIMAGE AND PERFORMANCE: UZBEK WOMEN AND THE IMAGINING OF UZBEKISTAN IN THE 1920s In August 1924, Anabibi Safaeva set off from her home city of Khiva, which was then the capital of the Xorezm People’s Republic, to study in Tashkent, which was the administrative center of the Turkistan Autonomous Soviet Socialist Republic. Safaeva traveled with some 160 students in a convoy of three boats down the Amu River toward the Aral Sea. However, misfortune befell Safaeva: her boat was attacked by basmachis, a bandit or rebel gang.1 The basmachis killed all twenty-two of the men in Safaeva’s group and carried off the women as captives. By the time that Safaeva was rescued, more than two months later, there was no longer a Xorezm People’s Republic or a Turkistan Republic; instead, Safaeva’s Khivan home was now in Uzbek- istan, and Tashkent, the goal of her academic pilgrimage, had become the capital of Uzbekistan. Safaeva waited for several years after her abduction before attempting to travel to Tashkent again, finally going there in 1927 to study at the Central Asian Communist University.2 She worked for the Communist Party of Uzbekistan as an activist in the Tashkent regional Women’s Division while she was studying, and in 1931 she was sent by the party to Uzbekistan’s Bukhara province to participate in the collectivization of agriculture. There she was poisoned, presumably by someone who opposed the state’s appropriation of land.3 Anabibi Safaeva was one of thousands of young women who joined in what Bene- dict Anderson refers to as the pilgrimage of modern education.

He was first to be engaged in science among new Uzbek educated men despite his career in editorial, publication and journalism. In his articles devoted to languages Behbudi paid attention to the pressing issues of modern linguistics and he put forward his ideas worth considering in this field of science. Byler Chair of the Supervisory Committee: Sasha Su-Ling Welland, Department of Gender, Women, and Sexuality Studies This study argues that Uyghurs, a Turkic-Muslim group in contemporary Northwest China, and the city of Ürümchi have become the object of what the study names “terror capitalism.” This argument is supported by evidence of both the way state-directed economic investment and security infrastructures (pass-book systems, webs of technological surveillance, urban cleansing processes and mass internment camps) have shaped self-representation among Uyghur migrants and Han settlers in the city. It analyzes these human engineering and urban planning projects and the way their effects are contested in new media, film, television, photography and literature. It finds that this form of capitalist production utilizes the discourse of terror to justify state investment in a wide array of policing and social engineering systems that employs millions of state security workers. The project also presents a theoretical model for understanding how Uyghurs use cultural production to both build and refuse the development of this new economic formation and accompanying forms of gendered, ethno-racial violence.

This volume is a first-rate product of academic insight into the re-evaluation of modernity in Central Eurasia. The theme of the work is Jadidism, which K. Hitchins defines broadly in the Encyclopaedia Iranica as “a movement of reform among Muslim intellectuals in Central Asia … from the first years of the 20th century to the 1920s,” though others use the term more broadly to include its clear antecedents in the intellectual Muslim elites of the urban cen- ters of late-nineteenth-century Islam in Beirut, Cairo, Istanbul, and the regional capital of the CrimeanTatars in the Russian Empire, Bakhchisaray.The contrib- utors do not simply challenge Jadidism, but satisfyingly dissect, deconstruct, and then repurpose it for use outside the hallowed sphere of intellectual his- tory. The contributors generally succeed in their efforts to speak cogently and directly to the problems of studying modernity in a field so often labeled Euro- centric. The CCP's strategy is to comprehensively encircle Xinjiang with Han people and institutions, a Han­ dominated economy, and supporting infrastructure emanatingfrom inner China A successful program of Sinicisation would transform Xinjiang from a Turkic-language-speaking, largely Muslim, physically remote, economically under-developed region- one that is vulnerable to separation from the PRC - into one that will be substantially more culturally similar to, and physically connected with, the traditional Han-dominated heartland of inner China. Once achieved, complete Sinicisation would mean Xinjiang would be extremely difficult to separate from China. In Xinjiang, the CCP enacts policies in support of Sinication across all areas of statecraft. This thesis categorises these activities across three dimensions: the economic and demographic dimension, the political and cultural dimension, and the security and international cooperationdimension.

This paper deals with the history of the four Santa immigration waves and the present situation of their ethnic, religious, and local identities. A deeper study of the cultural changes they have experienced follows, focusing on changes in language, traditional diets, marriages and religious beliefs. Finally, an analysis of the social transformations Santa communities have experienced is included, including views on the critical catalyst for Santa’s migrating to Xinjiang, the influence of the weakening of ethnic and cultural identities of them, ideas for the cultural changes in Santa communities of Xinjiang, and the further development of Santas in the future. According to scholars, the main body of Santa the Huihui Semuren2 group from central Asia and the Middle East are the ancestors of the modern-day Santa, and Santa migration to China is directly connected to the conquest of central Asia by Genghis Khan in the 13th century.
