    OFFICE OF THE PRIME MINISTER MINISTRY FOR KARAMOJA AFFAIRS Karamoja Integrated Development Plan 2 (KIDP 2) 2015 – 2020 FOREWORD The Karamoja Integrated Development Plan (KIDP 2) is a deliberate strategy by Government to enhance coordination efforts in addressing development gaps after peace was restored in KIDP 2 Karamoja. This will be achieved through the intensification of development interventions in the sub-region; specifically, in the provision of potable water and water for production, enhancing the production of sufficient food for households and incomes, improving access to quality health and education services, improving livestock production and productivity, markets, promoting and augmenting the mineral sector, infrastructure development, and harnessing the tourism potential in the sub-region. In the past Karamoja was too insecure for development interventions to take place, however the successful voluntary disarmament programme enforced by Government is gradually changing the region and has drastically improved security. Peace is now being enjoyed in all parts of Karamoja making it a better place to live in and develop. The improved security is a result of the concerted efforts of my office in collaboration with security forces, especially the Ministry of Defence, Ministry of Internal Affairs, Ministry of Justice and Constitutional Affairs. This has been in collaboration and partnership with development partners and civil society actors who successfully engaged in the mobilisation and sensitization of the communities. Most of the people in Karamoja are now in favour of peace building, food production, and improved cattle keeping among other interventions. Indeed, the conflict analysis pattern in the region has changed considerably for the better.

Uganda is bordered to the east by Kenya, to the north by South Sudan, to the west by the Democratic Republic of the Congo, to the southwest Uby Rwanda, and to the south by Tanzania. Uganda is the world’s second most populous landlocked country after Ethiopia. The southern part of the country includes a substantial portion of Lake Victoria, shared with Kenya and Tanzania. Uganda is in the African Great Lakes region. Uganda also lies within the Nile basin, and has a varied but generally a modified equatorial type of climate. Uganda takes its name from the Buganda kingdom, which encompasses a large portion of the south of the country, including the capital Kampala. The people of Uganda were hunter-gatherers until 1,700 to 2,300 years ago, when Bantu- speaking populations migrated to the southern parts of the country. Environment and conservation The Crested crane is the national bird. Conservation in Uganda Uganda has 60 protected areas, including ten national parks: Bwindi Impenetrable National Park and Rwenzori Mountains National Park (both UNESCO World Heritage Sites[43]), Kibale National Park, Kidepo Valley National Park, Lake Mburo National Park, Mgahinga Gorilla National Park, Mount Elgon National Park, Murchison Falls National Park, Queen Elizabeth National Park, and Semuliki National Park. Economy and infrastructure The Bank of Uganda is the central bank of Uganda and handles monetary policy along with the printing of the Ugandan shilling.

Uganda Human Development Report 2015: Unlocking the Development Potential of Northern Uganda Foreword, Prime Minister Northern Uganda has come a long way since September 2006 when Joseph Kony’s Lord’s Resistance Army (LRA) rebels succumbed to defeat by the Uganda People’s Defence Force (UPDF) and ceased armed hostilities. With the return to sustained peace in Northern Uganda, the Government has moved towards expanding health, education, water services as well as initiating peace building, resettlement and reintegration programmes of conflict affected communities. Today, the region has made progress in the enhancement of capacities of local governments and improved human development outcomes. The economy of the region has recovered and is vibrant and rapidly growing; and the reconstruction of social infrastructure is progressing well. Since 2006, we have seen a surge in primary school enrolment— reaching 8.5 million by 2012/13—as well as numerous undertakings in the health sector, especially targeting maternal health.
