The Party of the European Left Expresses Its Deep Sorrow at the Death of the Extraordinary Italian Politician and Intellectual Pietro Ingrao ENGLISH “Forse nei momenti difficili si accende la fantasia” The Party of the European Left expresses its deep sorrow at the death of the extraordinary Italian politician and intellectual Pietro Ingrao For a century, Italy had the privilege to host the comrade Pietro Ingrao, the Writer, intellectual and poet, the prominent figure of the history of communist movement in Italy, who left this world yesterday. Pietro Ingrao joined the Italian communist Party in 1940 and took part in the anti-fascist resistance during World War II. After the war, Ingrao was a Member of Parliament continuously from 1948 to 1994. In 1947-1957, he was editor-in-chief of the party newspaper, L'Unità. He was the first Communist to become President of the Italian Chamber of Deputies, a position he held from 1976 to 1979. He was the speaker of the PCI fraction in the Italian Parliament since 1968. Since the demonstration at Porta Venezia in Milan the 25 July 1943 to celebrate the fall of Benito Mussolini where he had the first long speech, through the peace demonstration against the war in Iraq in 2003 and a lot more, he always took the streets and has been partisan in each step of his life. Besides the active political militancy, Pietro was an authentic and precious intellectual. Together with political essays, he wrote wonderful poems on the single life, on the collective action and the endless nature. The Party of the European Left joins the Italian comrades in this deep sorrow for the loss of this extraordinary example of leftist integrity and sharp intelligence. The EL echoes a phrase from Pietro that summarizes his view of the man: "I have learned in this century the unspeakable human, of each of us and of the relationship with each other that we can never grasp the deep way. My fear is that I'll be taken not so much the bread, nor the Constitution, but this idea of humanity. FRANÇAIS "Forse nei momenti difficili si accende la fantasia" Le Parti de la Gauche Européenne exprime sa profonde tristesse pour la mort de l'homme politique et intellectuelle italien extraordinaire Pietro Ingrao Pendant un siècle, l'Italie a eu le privilège d'accueillir le camarade Pietro Ingrao, l'écrivain, intellectuel et poète, une figure marquante de l'histoire du mouvement communiste en Italie, qui a quitté hier ce monde. Pietro Ingrao rejoint le Parti communiste italien en 1940 et prend part à la résistance anti-fasciste pendant la Seconde Guerre mondiale. Après la guerre, Ingrao est membre du Parlement en continu de 1948 à 1994. En 1947-1957, il est rédacteur en chef du journal du parti, L'Unità. Il était le premier communiste à devenir président de la Chambre des députés italienne, un poste qu'il a occupé de 1976 à 1979. Il a été le président de la fraction du PCI dans le Parlement italien depuis 1968. A partir de la manifestation de Porta Venezia à Milan le 25 Juillet 1943 pour célébrer la chute de Benito Mussolini, où il a fait son premier long discours, par la démonstration de la paix contre la guerre en Irak en 2003 et beaucoup plus, il est toujours descendu dans les rues et a été partisan à chaque étape de sa vie. Le Parti de la Gauche européenne rejoint les camarades italiens dans cette profonde tristesse pour la perte de cet exemple extraordinaire d’intégrité de gauche et d’intelligence vive. Le PGE fait écho à une phrase de Pietro qui résume sa vision de l'homme: "Je l'ai appris dans ce siècle l'humanité indicible, de chacun de nous et de la relation avec l'autre que nous ne pouvons jamais saisir de manière profonde. Ma crainte est qu’on va me prendre non pas tellement le pain, ni la Constitution, mais cette idée de l'humanité. S'il vous plaît, ne laissez pas la question sur l'être humain être annulée ". ESPAÑOL "Forse nei momenti difficili si accende la fantasia" El Partido de la Izquierda Europea expresa su profunda tristeza por la muerte del político italiano extraordinario intelectual Pietro Ingrao Durante un siglo, Italia tuvo el privilegio de acoger al camarada Pietro Ingrao, escritor, intelectual y poeta, una figura prominente de la historia del movimiento comunista en Italia, que dejó este mundo ayer. Pietro Ingrao se afilió al partido comunista italiano en 1940 y participó en la resistencia antifascista durante la Segunda Guerra Mundial. Después de la guerra, Ingrao fue miembro del Parlamento ininterrumpidamente desde 1948 a 1994. Entre 1947 y 1957, fue redactor jefe del periódico del partido, L'Unità. Fue el primer comunista en convertirse en Presidente de la cámara italiana de diputados, cargo que desempeñó desde 1976 a 1979. También fue el portavoz de la fracción PCI en el Parlamento italiano desde 1968. Desde la manifestación en Porta Venezia en Milán el 25 de julio de 1943 para celebrar la caída de Benito Mussolini, donde realizó su primer gran discurso, a las manifestaciones por la paz contra la guerra en Iraq en 2003, entre otras muchas, él siempre tomó las calles y fue partidista en cada paso de su vida. Además de la activa militancia política, Pietro fue un auténtico y valioso intelectual. Además de ensayos políticos, escribió maravillosos poemas sobre la vida, la acción colectiva y la inmensidad de la naturaleza. El Partido de la Izquierda Europea se une a los camaradas italianos en este profundo dolor por la pérdida de este extraordinario ejemplo de integridad izquierdista y aguda inteligencia. Mi temor es que me van a coger no tanto el pan, ni la Constitución, sino esta idea de la humanidad. In both cases, the interpretation of anti-Semitism was crushed onto that of anti-fascism: concerned with presenting themselves to the public and the world, as the protagonists of the anti-fascist struggle and the rebirth of democracy, socialists and communists, and above all the latter, did not deal with the reasons for, causes, or the outcomes of the persecution of Jews in the 1930s and 1940s or the anti-Semitic demonstrations in the USSR of the 1950s. In some cases, the theme fell under the ax of silence, in others it was presented in an ambiguous way, as one of the many forms of Nazi-fascist violence.

    When I was a boy, unrest was common but in 1960 five people were murdered in Reggio Emilia. The song È morto Tondelli is a reminder of this. Consequently, in Rome there were riots near the Basilica of St. Paul and cavalry charges against demonstrators. This marked the beginning of the political confrontation. The Tambroni Cabinet fell. What drove us at that time was socialist change within our society; the Italian road to Socialism. The young people of Rome maintained that this Italian road to Socialism was bound to have a violent character while we were fighting this kind of thing because we were used to confrontation. In 1990, like Pietro Ingrao and Sergio Garavini, I was against Achille Occhetto's political line; I was against the motion which called for the re-establishment of communism. Thus, when the party was formed I distanced myself. I wanted unity, not a party which would be competing with the Democratic Party of the Left (Partito Democratico della Sinistra; PDS). The baby had been thrown out with the bath water and yet there were many positive things which should have been maintained and reflected upon. At the end of the '70s, Enrico Berlinguer initiated discussions but those who had done away with the name and practice of the Communist Party had already held back discussions on the crisis of global communism. Demands resulting from Berlinguer's views were undervalued and unaccepted both by meliorists, such as Giorgio Napolitano, and by supporters of Armando Cossutta. Instead, a hotbed of ideas was needed in order to see what would come after the fall of the Berlin Wall, ideas around which the Left could establish another movement.

    la rivista del manifesto We publish below the article with which Lucio Magri, the editor of La Rivista del Manifesto, announced the suspension of the journal in December 2004. Magri, who joined the Italian Communist Party in the mid 1950s, soon revealed himself as its most original younger thinker, with critical essays on the Popular Front, the revolutionary party (see nlr i/60, 1970), and a striking book on ’68 in France, Considerazione sui fatti di Maggio. In 1969, he was expelled from the pci along with the group of dissidents—Rossana Rossanda, Luigi Pintor, Luciana Castellina, Aldo Natoli and others—who had founded the journal Il Manifesto, judged a dangerous threat by the leadership. Active in the independ- ent Left and the peace movement over the next two decades (see his articles ‘The Peace Movement and European Socialism’, nlr i/131, 1982, and ‘The European Left between Crisis and Refoundation’, nlr i/189, 1991), Magri became for a number of years one of the leaders of Rifondazione Comunista when the pci split, after jettisoning its name, in 1991. Four years later, he withdrew from the rc when it refused to support the formation of the Dini cabinet, created after the Northern League’s defection from Berlusconi’s first government. In 1996, after a narrow electoral victory, the Centre Left came to power. It was under the Prodi government, initially reliant on the rc’s parliamen- tary support, that the veterans of Il Manifesto, in collaboration with the rc leader Fausto Bertinotti and the former-pci intellectuals Pietro Ingrao and Aldo Tortorella, re-created the monthly journal of the 1960s, now (to distinguish it from the daily) as La Rivista del Manifesto, under Magri’s editorship.

    Osservazioni di carattere storico-politico sulla prima parte del documento congressuale del Csp-Partito Comunista che si tiene a Roma dal 17 al 19 gennaio 2014 Compagne e compagni, ora come mai l'affermazione “comunismo o barbarie” ha un senso compiuto. La crisi di sovrapproduzione ha dimostrato a tutti i proletari e alle classi subalterne a cui è rimasto un po' di spirito critico, nonostante il massiccio bombardamento mediatico, come sia ingiusto e pericoloso il sistema capitalistico. La crisi ha anche smascherato e continuerà a farlo, il ruolo dei partiti da quelli reazionari a quelli liberali a quelli socialdemocratici ed essi saranno costretti a dotarsi di sistemi elettorali che facilitino la nascita di governi di coalizione, tutti uniti appassionatamente nel maggioritario, nel tentativo di imbrigliare la lotta di classe facendo leggi a favore dei loro padroni e che tolgano quel poco che è rimasto delle conquiste sociali e politiche alle classi subalterne. L'effetto di tali ammucchiate nel nostro paese ha creato livelli, mai visti a sinistra, di sfiducia in moltissimi compagni e cittadini che hanno smesso di partecipare attivamente alla vita politica ed hanno anche smesso di andare a votare, rifiutando questa vuota democrazia nata con il maggioritario. Questa crisi ha inoltre prodotto negli strati sociali meno esperti nella lotta politica e quindi con meno possibilità nel comprendere le capacità camaleontiche della borghesia, facendosi trascinare da formazioni politiche populiste costruite appositamente dal miliardario o dall'uomo di spettacolo di turno con lo scopo di imbrigliare la protesta sociale impedendo che essa venga egemonizzata dai comunisti. Possiamo quindi dire che in Italia la situazione oggettiva è favorevole per una forte ripresa della lotta di classe anche in senso rivoluzionario, ma manca l'elemento soggettivo: il Partito Comunista.

    ITALIAN COMMUNISM IN CRISIS Stephen Hellman INTRODUCTION The 1980s have not been kind to the Italian Communist Party (PCI). It has avoided the fate of its French and Spanish counterparts, and is in no immediate danger of being relegated to the historical dustbin. It has not succumbed to the sectarian isolation many were predicting at the end of the 1970s, just as it has resisted the temptation to cast off its entire history and carry out an 'Italian Bad Godesberg'. It has increased its critical distance from the statist models of the East, and has also evolved a considerably more open internal structure. Finally, the PC1 still counts 1.5 million members, and, in spite of a severe setback in the 1987 elections, it obtained 26.4% of the vote. But the PC1 has unquestionably been floundering since the end of the seventies. It has suffered three straight setbacks in general elections after never declining in national elections between 1946 and 1976, when it reached 34.4%. Party membership is down 300,000 since peaking in 1976-77, and the drop has accelerated in the 1980s. Politically, the party has not been so isolated since the 1960s-but then it was at least increasing its public support. It abandoned an ill-fated strategy at the beginning of this decade, but it has basically been paralyzed and devoid of any serious project since then. For all these reasons, and in spite of its continuing strength, the PC1 is currently threatened with political marginalization and further decline. The shock generated by an unexpectedly sharp set- back in the most recent elections (1987) was enough to cause an openly contested leadership realignment in the party and intensify the internal debate that has been going on for some time.

In vista di questa scadenza mi è sembrato di qualche utilità riprendere la pubblicazione che avevo preparato nel 2013 alla vigilia della scadenza del settennato di Napolitano, aggiornandola e integrandola. Non si tratta di un testo giuridico. E neanche di una raccolta di retro- scena, notizie riservate, resoconti di incontri più o meno segreti, docu- menti gelosamente custoditi negli archivi che qualche amico e conoscente potrebbe aspettarsi non ignorando gli anni di lavoro da me trascorsi al Gruppo parlamentare PCI, PDS, DS della Camera dei deputati. Trenta- cinque anni durante i quali ho vissuto, e non da spettatore inerte, l’ele- zione di cinque Presidenti della Repubblica. Anni lunghi e giornate convulse. Alcune tragiche, come quel pomeriggio del 23 maggio 1992, quando si abbatté su Montecitorio la notizia della strage di Capaci; altre più lievi, come quelle nelle quali un Pertini più scoppiettante che mai si prodigava a promuovere la propria candidatu- ra, agitando l’inseparabile pipa, solcando il Transatlantico, percorrendo con passo giovanile Sala stampa e uffici dei Gruppi parlamentari. Ma bando ai ricordi. Torniamo a questa raccolta che, mettendo in fila dati e circostanze delle elezioni dei Presidenti della Repubblica, da De Nicola a Napolitano 2, vuole solo costruire un promemoria, arricchito con curiosità, incidenti d’Aula, precedenti regolamentari.
