However, the "victim" reappears recently, u-turning an old-time case that lays bare custody torture by police officers and sends public confidence on local authorities into a tailspin. In May, 1999, the two Zhaos, unrelated, broke into a hatchet fight at their hometown Zhecheng County in Shangqiu city. Zhao Zhenshang went missing after the incident. A year later, a headless body was found in a village well and Zhao Zuohai was arrested, accused of murdering the missing Zhao, according to local daily Dahe Newspaper. Soon afterwards the arrested Zhao confessed to the crime and was given, at first, a death penalty with a two-year execution suspension. The sentence has been twice made lighter, to 29-year imprisonment. Ten years later, on May 2nd, the "victim" Zhao made a sudden reappearance. According to his recounting, rather than being killed, he simply fled the hatchet fight scene because he feared he might have killed the other Zhao, now imprisoned, in the frenzied hacking. After a ten-year departure, Zhao Zhenshang, now mild hemiplegic, has returned to seek welfare support. Relatives of the imprisoned Zhao said he made his confession due to police torture. "I asked him then if he was the killer, he strongly denied that," said Zhao's brother-in-law. He said the police had forced Zhao to drink chili water and had even set off firecrackers over his head. As for the headless body in village well, a local police officer told the newspaper that the authorities at that time "simply didn't confirm nor deny it was the missing Zhao Zhenshang". Anyway, Zhao Zuohai was sent to jail, and is still there. "It's an injustice," Zhao cried out in jail when his sister visited him on Tuesday, "I'm wronged and I want out." His hometown houses, just like his life, collapsed completely. His wife had since remarried, and three of his four children adopted by other families. In 1999, Zhao Zuohai, a villager in Zhaolou village of Zhecheng county, Shangqiu city in Henan, received a suspended death sentence for killing his fellow villager, Zhao Zhenxiang, after the two had a fight. But local residents in the county could not believe their eyes when the so-called victim showed up on May 2. "He returned to the village a few days ago, partially paralyzed. He had never married and has no place to live. Nobody knows where he is now," Yu Hantao, a villager said on Friday. Yu said Zhao had run a small business in Taikang county in southeast Henan province over the years. Zhao Qingxi, the vice party secretary of the village, also confirmed with China Daily that Zhao Zhenxiang had indeed returned home. "They (the police) are also inquiring into the case that happened 10 years ago," he said. Li Zhongyuan, the village's party chief, said Zhao ran away 10 years ago because he was scared after assaulting Zhao Zuohai with a knife in the fight. Local police officials refused to comment on Friday. Yu Fangxin, Zhao Zuohai's brother-in-law, said he was requested by "someone from high above" not to talk to the media. "An investigation team from Beijing has arrived in the village. I was told that my brother-in-law will be released from the prison within a week," Yu said. He said his brother-in-law will be faced with a broken family, because his ex-wife has remarried and took away two of their four children. The other two were adopted by other families. Zhao Zuolan, Zhao Zuohai's sister, said his brother had previously confessed to the crime due to police torture. "My brother told me he was really treated unjustly," she said, adding that Zhao even showed her the scar on his forehead left by a gun-thump. By calculating the barycenter coordinates, the Gini coefficient, spatial autocorrelation and specialization indices for 11 crops during 1981–2012, we analyze the evolutionary pattern and mechanisms of agricultural agglomeration. We argue that the degree of spatial concentration of Chinese planting has been gradually increasing and that regional specialization and diversification have progressively been strengthened. Furthermore, Chinese crop production is moving from the eastern provinces to the central and western provinces. This is in contrast to Chinese manufacturing growth which has continued to be concentrated in the coastal and southeastern regions.
