• Step 1: Pre-Nomination Study – provides a preliminary analysis of the area affected by brownfield sites.
• Step 2: Nomination – provides an in-depth and thorough description and analysis of existing conditions, opportunities and reuse potential for properties located in the proposed Brownfield Opportunity Area. The Nomination concludes with a description of key findings and recommendations to advance redevelopment of strategic sites and to revitalize the area.

Potential Strategic Sites: CD4 Pier 5
Over the years, BCEQ and community stakeholders have advocated for this site to become an extension of Mill Pond Park. BCEQ has also used a small portion of the site for a SS #1 wetland demonstration project.
The site is currently being studied by EDC in partnership with City Hall, along with other sites outside of the Harlem River BOA Study Area, as part of the Mayoral affordable housing initiative.
EDC will devise multiple development scenarios for Pier 5 that will seek to balance the goals of maximizing open space and affordable housing objectives.
BCEQ and community stakeholders believe that any alternative to open space park use of the site, any other type of development on Pier 5 should include continuous waterfront access, a comfort station facility, and a sizeable open space component.
