    62 ALBERTO VANNUCCI THE “CLEAN HANDS” (MANI PULITE) INQUIRY ON CORRUPTION AND ITS EFFECTS ON THE ITALIAN POLITICAL SYSTEM THE “CLEAN HANDS” (MANI PULITE) INQUIRY ON CORRUPTION AND ITS EFFECTS ON THE ITALIAN POLITICAL SYSTEM Alberto Vannucci Dipartimento di Scienze Politiche, Università di Pisa [email protected] Abstract: The article offers a survey of the main effects of judicial inquiry on corruption in Italy (the “mani pulite” inquiry) and scandals on the political and party system. Some data on the evolution and achievements of the inquiry mani pulite are briefly offered, then focusing on the political consequences of the scandal in terms of delegitimization and consequent crisis of leading political figures, parties, and the political system as a whole. There is then a brief focus on the “lesson” of mani pulite – what did not work in political, institutional and societal mechanisms that should have provided a shelter against systemic corruption. Finally, the main long-term drawbacks of the judicial inquiry are analysed, e.g. the political career of the media tycoon Berlusconi, who was himself prosecuted for corruption crimes, with a dramatic increase of the institutional conflict between the political and the judicial power. Corruption turns out to be driven by the level of per capita income and of education. While, as expected, income is negatively related with corruption, education is not; its positive impact on corruption can be explained as if corruption in Italy was typically a ‘white collars’ phenomenon during the 1980s and 1990s. Moreover the size of public investments in both the economic and politico- institutional dimensions seems to be a crucial factor in the explanation of the phenomenon. The opening up of hyper-rural Molise After the armies had passed through Molise, on the morrow of the end of World War II, Molisans’ main preoccupation was not leaving their land and looking for better job and life prospects abroad. There were more immediate concerns, such as the return of prisoners, the high cost of living, rebuilding bombed towns, restoring roads and railways, restoring the water and electricity supply, and finding raw materials for artisanal activities. The recovery of the area was thus seen in a rather narrow perspective, as the healing of the wounds inflicted by the war to local society and the productive infrastructure, or, at most, as a reinforcement and development of traditional activities. The only sector where this perspective broadened was that of interregional transportation. The hope was to overcome the isolation of the region, although as a long-term project. When one peruses the local pages of the more or less politically engaged newspapers and journals that appeared with the return of democracy, and when one looks at institutional activities, especially those of the Consiglio provinciale di Campobasso, one is even surprised by the paucity and belatedness of references to the theme of emigration, deeply rooted as it is in the social conditions and culture of the Molisans.1 For example, one has to wait until 1949 for a report from Agnone, one of the historical epicenters of Molisan migration, to appear in the newspaper Il Messaggero.2 The report 1 For an overview of the phenomenon of migration in the history of the region, see Ricciarda Simoncelli, Il Molise.

    The Persistence of Corruption in Italy: Politicians and the Judiciary since Mani Pulite Raffaele Asquer Department of Political Science University of California, Los Angeles Paper prepared for the WPSA 2013 ANNUAL MEETING March 28th, 2013 PRELIMINARY DRAFT – PLEASE DO NOT CITE OR CIRCULATE 1 Abstract Starting in 1992, the Mani Pulite (“Clean Hands”) anti-corruption campaign promised to eradicate corruption from Italian political life. For a brief, yet intense period, the public rallied behind the prosecutors, and punished the allegedly corrupt politicians and parties at the polls. However, twenty years later, Italy is still ranked as highly corrupt by Western standards. Why, then, did the Mani Pulite campaign fail to have a long-lasting effect? Relying on original data on the anti-corruption investigations in Milan, as well as on a variety of datasources from the existing literature, this paper argues, first, that the investigations left essentially untouched entire parts of the country where corruption was widespread. Overall, the Mani Pulite campaign had limited deterring effects because judicial inquiries were obstructed by the statute of limitations, and even in case of conviction the sentences were generally mild. Second, the paper finds that the structures of corruption networks have changed since the Mani Pulite season, becoming less vulnerable to further judicial inquiries. There now seem to be multiple sites for corrupt transactions, somewhat dispersed throughout the political system, whereas in the past such activities were centrally managed by a cartel of parties. We reach this conclusion by combining evidence from the literature with original data on two subnational legislatures, the Regional Council of Campania (1992-94) and the Regional Council of Lombardy (2010-12) in which political malfeasance in general seemed widespread.

    The Corazzieri, the Italian Corps of Cuirassiers The Origins The first trace of a company of Archers and Squires entrusted with task of guaranteeing the security of the residence and of the members of the House of Savoy dates back to the 15th Century. The corps was established when Emmanuel Philibert, Duke of Savoy, (1553-1580) nicknamed “Testa di Ferro” (Ironhead), created the “Guard of Honour of the Prince”, a company of about fifty men under the command of a captain who had their baptism of fire in the victorious battle of St. Quintin, on the 10th of August 1557. After having been constantly amplified, in terms of men and tasks, in the 1630s the unit comprised at least 400 men divided into four companies, one of which was the “Company of His Highness’s Cuirasses”, whose members began to wear the monogram of the State authority on the breastplate of their armours. Despite the constant change in institutional forms, this tradition has been handed down to our days. From Victor Amadeus II to Victor Emmanuel I Under the long reign of Victor Amadeus II (1675-1730), the different units of the security and ceremonial guards were merged into a single corps called the "Guardie del Corpo" (“Body Guards”), which was subdivided into four companies of Body Guards, one company of the Guards of the Door and one company of the Swiss Guards. From then and through another century, few changes were made to the uniforms or to the composition of the unit, which was deployed in normal institutional tasks as well as in frequent war campaigns, where they distinguished themselves for their excellence.

    MOLISE Shorter travelling time to Rome The new railway lines passing through the Molise region will be faster and, above all, safer. The new line, 49 km long, currently under construction between the stations of Rocca d’Evandro and Vairano, could reduce travelling time between Rome and Campobasso by about 20 minutes. Passengers arriving from Termoli on the Adriatic line could go through Venafro to reach the high-speed Rome-Naples line, which is also under construction, more quickly. The Venafro-Vairano stretch, on the other hand, is in need of technological upgrading. Centralised traffic control (CTC) is being installed on the Molise part of the Adriatic line. This is indispensable for railway safety given that double tracking on parts of the line will increase train speeds. Cleaner water A number of schemes have been promoted in an effort to improve water and sewage networks and upgrade the water purification system. As regards water networks, new equipment has been installed and some existing plant improved. This involved 109 projects spread over 136 municipalities in the region. In addition, 108 km of sewer trunk lines and collectors were laid and 74 new sewage plants put into operation, serving a population of 250,000 out of a total of about 330,000. The Pompei of the Dark Ages In the province of Isernia, major rehabilitation has been carried out in the San Vincenzo al Volturno area, an abbatial settlement founded in the Dark Ages and one of the most important monastic institutions of the Carolingian period, described by some as the Pompei of the Dark Ages.
