Devers–Palo Verde No. 2 Transmission Line Project D.7 CULTURAL AND PALEONTOLOGICAL RESOURCES D.7 Cultural and Paleontological Resources D.7.1 Regional Setting and Approach to Data Collection This section discusses the cultural and paleontological resources located in the general area of the Pro- posed Project. Background information for the project area is provided (Section D.7.2 and D.7.3) along with a list of applicable regulations (Section D.7.4). Potential impacts and mitigation measures for the Proposed Project are outlined by segment in Sections D.7.6 and D.7.7. Project alternatives are addressed in Sections D.7.8 and D.7.9. A cultural resource is defined as any object or specific location of past human activity, occupation, or use, identifiable through historical documentation, inventory, or oral evidence. Cultural resources can be separated into three categories: archaeological, building and structural, and traditional resources (DSW EIR, 2005). Archaeological resources include both historic and prehistoric remains of human activity. Historic re- sources can consist of structures (cement foundations), historic objects (bottles and cans), and sites (trash deposits or scatters). Prehistoric resources can include lithic scatters, ceramic scatters, quarries, habitation sites, temporary camps/rock rings, ceremonial sites, and trails. Building and structural sites can vary from historic buildings to canals, historic roads and trails, bridges, ditches, and cemeteries. A traditional cultural resource or traditional cultural property (TCP) can include Native American sacred sites (rock art sites) and traditional resources or ethnic communities important for maintaining the cul- tural traditions of any group. Paleontology is the study of life in past geologic time based on fossil plants and animals and including phylogeny, their relationships to existing plants, animals, and environments, and the chronology of the Earth's history. -

(3) These mountains, which rise abruptly from the desert floor to an elevation of 10,802 feet, provide a picturesque backdrop for Coachella Valley communities and support an abundance of recreational opportunities that are an important regional economic resource. -

This work was completed pursuant to the California Environmental Quality Act (CEQA) based on Coachella Valley Mountains Conservancy requirements. During the current assessment, BCR Consulting completed a cultural resources records search summary, additional land use history research, and intensive field survey for the project site. The Eastern Information Center (EIC; the repository that houses cultural resources records for the project area) is closed to consultants in March 2020 due to Covid- 19 restrictions. Although the EIC has reportedly begun processing records search requests internally, we have not received results or estimated schedule for any requests since March. -

FINAL DRAFT – FOR CITY COUNCIL APPROVAL City of Palm Springs Citywide Historic Context Statement & Survey Findings HISTORIC RESOURCES GROUP 30 CONTEXT: NATIVE AMERICAN SETTLEMENT TO 196923 The earliest inhabitants of the Coachella Valley are the Native people known ethnohistorically as the Cahuilla Indians. The Cahuilla territory includes the areas from the San Jacinto Mountains, the San Gorgonia Pass, and the desert regions reaching east to the Colorado River. The Cahuilla language is part of the Takic branch of the Uto-Aztecan language family and all the Cahuilla groups speak a mutually intelligible despite different dialects. The Cahuilla group that inhabited the Palm Springs area are known as the Agua Caliente Band of Cahuilla Indians. The Cahuilla name for the area that is now Palm Springs is Sec-he, “boiling water,” named for the hot springs located in what is currently the center of the Palm Springs business district. The springs have always provided clean water, bathing, and a connection to the spiritual world, and were used for ceremonial and healing purposes.24 The Cahuilla people refer to themselves as ‘ivi’lyu’atum and are ethnographically divided into two patrilineal moieties: the Wildcats and the Coyotes. Each moiety was further divided into clans which are made up of lineages. Lineages had their own territory and hunting rights within a larger clan territory. There are a number of lineages in the Palm Springs area, which each have religious and political autonomy. Prior to European contact, Cahuilla communities established summer settlements in the palm-lined mountain canyons around the Coachella valley; oral histories and archaeological evidence indicates that they settled in the Tahquitz Canyon at least 5,000 years ago.25 The Cahuilla moved each winter to thatched shelters clustered around the natural mineral hot springs on the valley floor. -

5.9 Biological Resources 5.9 BIOLOGICAL RESOURCES The information contained within this section is summarized from the Moreno Valley General Plan EIR Biological Report (Merkel & Associates, September 2004). The report is provided in Volume II Appendix E of this EIR. The existing biological resources documented in this report were determined through an extensive review of the most current, available biological literature and Geographical Information Systems (GIS) data available for the planning area. Previous biological surveys conducted by Merkel & Associates (M&A) staff, as well as biological information gathered by other consultants for projects within Moreno Valley, were further reviewed. Vegetation communities were primarily identified based on the regional GIS data incorporated into the MSHCP (KTU+A and PSBS 1995). Floral and faunal species potential presence was determined based on vegetation community presence/absence and knowledge of species requirements. The assessment of presence or potential presence of sensitive biological resources was also based on MSHCP data, which incorporated California Natural Diversity Database records for sensitive species. In addition to the MSHCP and vegetation community information, the following sources were consulted to aid in determining faunal presence/absence: USFWS 2000b, Ericksen and Belk 1999, Sauer et al. 1996, Sauer et al. 2000, Zeiner et al. 1988, Zeiner et al. 1990a and 1990b. M&A also contacted individuals with special expertise to determine the likelihood of species presence for certain groups (e.g., bats). Additionally, M&A biologists, Craig Reiser and Diana Jensen, conducted field investigations in April 2001 to ground truth portions of the regional GIS vegetation data and record locations of identified sensitive species. -

The hydroelectric system is located in Sections 1, 2, and 3; T.2S., R.1E. on the Forest Falls USGS topographic map and Sections 19, 29, 30, 31; T.1S., R.2E. on the San Gorgonio Mountains USGS topographic map. The southern boundary of the system is about seven miles north of the city of Banning. The northern most feature of the system is the East Fork Dam located at latitude: 34.03080, longitude: -116.857171. The coordinate represents the center of the East Fork Dam structure. The southern most feature of the system is Powerhouse No.2 located at latitude: 34.018537, longitude: -116.894919. The coordinate represents the center of the Powerhouse No.2. building. Both coordinates were obtained on June 30, 2010 using a GPS mapping grade unit accurate to +/-3 meters after differential correction. The San Gorgonio Hydroelectric System's location has no restriction on its release to the public. Administration of Barack Obama, 2016 Proclamation 9396—Establishment of the Sand to Snow National Monument February 12, 2016 By the President of the United States of America A Proclamation The Sand to Snow area of southern California is an ecological and cultural treasure, a microcosm of the great geographic diversity of the region. Rising from the floor of the Sonoran Desert to the tallest peak in southern California, the area features a remarkable diversity of plant and animal species. The area includes a portion of the San Bernardino National Forest and connects this area with Joshua Tree National Park to the east, knitting together a mosaic of spectacular landscapes stretching over 200 miles. The mountain peaks of the Sand to Snow area frame the northeastern reach of Coachella Valley along with the Santa Rosa and San Jacinto Mountains National Monument to the south. Home to desert oases at Big Morongo Canyon and Whitewater Canyon, the area serves as a refuge for desert dwelling animals and a stopover for migrating birds. The archaeological riches of the Black Lava Buttes and the historical remains of mining and ranching communities tell of past prosperity and struggle in this arid land. The unbroken expanse is an invaluable treasure for our Nation and will continue to serve as an irreplaceable resource for archaeologists, geologists, and biologists for generations to come. The Sand to Snow area encompasses a rich diversity of geological and ecological resources, including a nearly 10,000-foot elevation gradient from the Sonoran Desert floor to the top of the 11,500-foot San Gorgonio Mountain, the highest mountain in southern California.
