Adoption of Previous Minutes by Council - Electronic Meeting - 3-7 May 2019

An electronic meeting of the Traffic Committee was held between 3 and 7 May 2019 to consider the following item:

• Watson Street, Bondi – Temporary Full Road Closure for Crane Lift.

The Traffic Committee unanimously supported the Council Officer’s Proposal, which reads as follows:

That Council:

1. Approves the temporary closure of Watson Street between Bondi Road and Birrell Street from 10 pm Monday, 20 May to 6 pm Tuesday, 21 May in accordance with Road Closure TCP TLTCP-AS-57707 Rev ‘A’ and Truck Reversing VMP TLTCP-AS-57707 Rev ‘A’ prepared by Traffic Logistics.

2. Delegates authority to the Acting Executive Manager, Creating Waverley, in conjunction with the RMS and NSW Police, to authorise the road closure to take place on an alternate date(s) if required.

The Traffic Committee’s recommendation is scheduled to be adopted retrospectively by Council at its meeting on 21 May 2019.

Council’s adoption of the recommendation made at the electronic Traffic Committee meeting will be reported to the Committee at the meeting.

TC/C.01/19.05 Henrietta Street Contra Flow Bike Lane Dividers (SF19/910) ...... 16

COUNCIL OFFICER’S PROPOSAL:

That Council:

1. Undertakes a traffic survey of Henrietta Street to establish baseline for counts of traffic, bicycles and pedestrians and traffic speeds and to determine the extent of any conflict issues, over a one-week period.

2. Undertakes renewal and re-marking of Henrietta Street between Bronte Road and Victoria Street and between Salisbury Street, and installs additional PS-2 and BA-1 road markings in the travel lane and contra-flow lane on the departure side of each intersection, where not already present.

3. Installs collapsible lane dividers to demark the separation of the travel lane from the contra-flow bike lane on Henrietta Street. These are to be installed for a minimum nine-month trial, initially between Victoria Street and the speed hump near Salisbury Street.

4. Installs the dividers at a minimum separation of three metres. The dividers are not to block intersections or driveways on either side of the road.

5. Installs advisory speed limit signs of 30 km/h at each entry to Henrietta Street.

6. Installs bicycle warning signs at each entry to Henrietta Street, where not already present.

7. Installs ‘Bicycles Exempted’ signs to supplement existing directional signs, where not already present.

8. Installs ‘Share the Road’ signage near the entry to Henrietta Street at Birrell Street and Gibbs Street.

9. Undertakes a further traffic survey of Henrietta Street during the trial period to determine the impact, if any, of the measures undertaken.

TC/C.02/19.05 Victoria Street, Queens Park - Construction Zone (A03/2514-04) ...... 64

COUNCIL OFFICER’S PROPOSAL:

That:

1. Council installs a 7 m long ‘No Parking 7 am–5 pm Monday–Friday; 8 am–3 pm Saturday Authorised Council Vehicles Excepted’ zone outside 7 Victoria Street, Queens Park.

2. There be no blockage to through traffic on Victoria Street other than for short periods of time when

manoeuvring vehicles into and out of the zone.

3. Council delegates authority to the Executive Manager, Creating Waverley, to adjust the length and duration of, or remove the construction zone, as necessary and install a zone with similar times, if necessary, opposite the site.

TC/V STATE ELECTORATE OF VAUCLUSE

TC/V.01/19.05 Rickard Avenue, - Closure at Lamrock Avenue (A03/0042-04) ...... 67

COUNCIL OFFICER’S PROPOSAL:

That:

1. Council:

(a) Approves the closure of Rickard Avenue at the Lamrock Avenue kerb alignment on a temporary, trial basis for 12 months.

(b) Closes the roadway using temporary materials such as New Jersey style concrete barriers or similar.

(c) Installs a ‘No Through Road’ sign at the western end of Rickard Avenue.

(d) Extends the existing ‘No Stopping’ restrictions on both sides of Rickard Avenue at Lamrock Avenue to 15 metres south-west of the Lamrock Avenue kerb alignment to aid vehicle turn movements, including heavy vehicle movements.

(e) Installs gaps in the barriers to cater for existing bicycle movements.

2. Following the completion of the twelve-month trial period, a report be brought back to the Waverley Traffic Committee on the outcome of the temporary closure.

TC/V.02/19.05 Dover Road and Victory Street, Rose Bay - Installation of ‘Give Way’ Restrictions (A03/0042-04) ...... 76

COUNCIL OFFICER’S PROPOSAL:

That Council:

1. Installs new ‘Give Way’ signs and lines in Dover Road on the western approach to the intersection with Victory Street, Rose Bay.

2. Installs a new ‘Give Way’ sign in Dover Road on the eastern approach to its intersection with Victory Street to add emphasis to the existing controls.

That Council:

1. Installs 10 m of ‘No Stopping 6.30 am–9.30 am Mon–Fri’ on the southern side of Curlewis Street, west of the existing ‘No Stopping’ zone at the Wellington Street roundabout.

2. Notifies residents and business operators on the southern side of Curlewis Street between Wellington Street and Simpson Street of the proposal prior to installing the parking restriction signs.

TC/V.04/19.05 Flood Street, Bondi Junction - Turn Restriction for Vehicles over 6 m (A03/0042-04) ...... 84

That Council installs:

1. ‘No Right Turn Vehicles Over 6 m’ signs in Flood Street, Bondi Junction, at the intersection of Kenilworth Street to prevent it being used uncontrolled by heavy vehicles.

2. ‘No Right Turn Vehicles Over 6 m’ signs in Flood Street, Bondi Junction, at the intersection of Woodstock Street to prevent the potential use of this street by heavy vehicles resulting from the right turn ban at Kenilworth Street.

3. ‘No Left Turn Vehicles over 6 m’ signs in Bondi Road on the north-western corner of Paul Street.

TC/V.05/19.05 Sir Thomas Mitchell Road, Bondi Beach - Construction Zone (A03/2514-04)...... 87

COUNCIL OFFICER’S PROPOSAL:

That:

1. Council installs a 17 m long ‘No Parking 7 am–5 pm Monday–Friday; 8 am–3 pm Saturday Authorised Council Vehicles Excepted’ zone across the frontage of 1 Sir Thomas Mitchell Road, Bondi Beach.

2. There be no blockage to through traffic on Sir Thomas Mitchell Road other than for short periods of time when manoeuvring vehicles into and out of the zone.

3. Council delegates authority to the Executive Manager, Creating Waverley, to adjust the length and duration of, or remove the construction zone, as necessary and install a zone with similar times, if necessary, opposite the site.

TC/CV.01/19.05 Paul Street Bike Route (SF19/1570) ...... 90

COUNCIL OFFICER’S PROPOSAL:

That Council:

1. Installs on-road pavement markers PS-2 and BA-1 on Paul Street north in each direction at the departure side of each intersection with Paul Street north, as shown in Attachment 3 to this report, to formalise the existing bike route.

2. Installs on road pavement markers PS-2 and BA 1 on Paul Street south in each direction near the intersection with Bondi Road and Paul Street, as shown in Attachment 3 to this report, to formalise the existing bike route.

3. Installs Bicycle Warning Sign W6-7 on Bondi Road, north side, at the intersection with Paul Street, as shown in Attachment 4 to this report.

4. Installs Bicycle Warning Sign W6-7 on Paul Street near the intersection with Bondi Road, as shown in Attachment 4 to this report.

5. Installs bike-only ramp access from Paul Street north, adjacent to the car share car space to path at Bondi Road, as shown in Attachment 5 to this report.

6. Installs shared path regulatory signage to designate a shared path between proposed bike-only ramp at Paul Street north and the pedestrian signalised crossing on Bondi Road, as shown in Attachment 5 to this report.

7. Installs shared path regulatory signage to designate a shared path between existing ramp at Paul Street south and the pedestrian signalised crossing on Bondi Road, as shown in Attachment 5 to this report.

8. Installs T1L01, T1S02 and T3S03 pavement markers on the proposed shared path, as shown in Attachment 5 to this report.

9. Replaces the two pedestrian covers on the lanterns for the signalised pedestrian crossing with combined pedestrian and bike covers.

10. Installs directional signage, as detailed in Attachment 6 to this report.

Adoption of previous Minutes by Council - 28 March 2019

The recommendations contained in Part 1 - Matters Proposing That Council Execise Its Delegated Functions - of the Minutes of the Waverley Traffic Committee meeting held on 28 March 2019 were adopted by Council at its meeting on 16 April 2019 with the following change to item TC/C.01/19.03 – Busby Parade, Bronte – One Way Direction whereby Council resolved to implement a one-way east bound in Busby Parade without speed humps subject to a traffic management plan, detailed design and consultation with residents.

TC/C.01/19.04 Hegarty Lane, Bondi Junction - Temporary Closure for Tower Crane Installation (A02/0216)

COUNCIL OFFICER’S PROPOSAL:

That:

1. Council approves the temporary closure of Hegarty Lane between Leswell Street and Vernon Street between 7am and 9pm on Sunday 26 May and 9am and 4pm on Sunday 2 June 2019 in accordance with the Traffic Control Plan tabled at the meeting.

2. Council approves the removal of all parking spaces in Leswell Street to facilitate the manoeuvring of semi-trailers into Hegarty Lane (as required by the submitted swept paths).

3. Council delegate’s authority to the Executive Manager, Creating Waverley to approve any backup date and times Hegarty Lane can be closed (if required).

4. Businesses, residents affected by the closures and emergency services be notified of the closure in writing by the applicant not less than seven (7) days prior to implementation of the road closure.

5. A copy of the applicant’s notification letter and expected date and area of distribution be forwarded to Council’s Traffic Engineer not less than three (3) days prior to distribution.

6. A Council compliance officer be present for the duration of the works at the applicant’s expense, and that this be communicated to the applicant.’

WTC RECOMMENDATION (UNANIMOUS SUPPORT):

That the Council Officer's Proposal be adopted subject to the following words being inserted in clause 2 after the words ‘Leswell Street’:

“and identified parking spaces in Hagerty Lane, as shown on the amended Traffic Control Plan tabled at the meeting and attached to Council’s file,” such that clause 2 now reads as follows:

“Council approves the removal of all parking spaces in Leswell Street and identified parking spaces in Hagerty Lane, as shown on the amended Traffic Control Plan tabled at the meeting and attached to Council’s file, to facilitate the manoeuvring of semi-trailers into Hegarty Lane (as required by the submitted swept paths)”.

2. Adjusts the existing “No Parking” restrictions on the southern side of Darling Street from Andrew Street to 11 Darling Street to “No Parking All Other Times”.

3. Notifies residents on the southern side of Darling Street from Andrew Street to 11 Darling Street of the proposed restrictions prior to installation.

2. There be no blockage to through traffic on Birrell Street other than for short periods of time when manoeuvring vehicles into and out of the zone.

3. Council delegates authority to the Executive Manager, Creating Waverley, to extend the length and duration of, or remove the construction zone, as necessary and install a zone with similar times, if necessary, opposite the site.

That Council:

1. Installs “No Stopping Mondays 5am-9am” restrictions in Onslow Place, on the northern side of the eastern cul-de-sac and “No Stopping” restrictions around the north-western kerb return of the western cul-de-sac as shown in Figure 3 of this report to improve truck access and manoeuvring of waste collection vehicles.

2. Notifies residents in Onslow Place of the proposed restrictions prior to installation.

WTC RECOMMENDATION (UNANIMOUS SUPPORT):

That the Council Officer's Proposal be adopted subject to the following words being added to the end of clause 1:

“subject to a satisfactory risk assessment and approval by Roads and Maritime Services”.

1. Council installs a 12 m long ‘No Parking 7 am–5 pm Monday–Friday; 8 am–3 pm Saturday Authorised Council Vehicles Excepted’ zone on the Blake Street frontage of 553 Old South Head Road, Rose Bay east of the existing “No Parking” zone.

2. There be no blockage to through traffic on Blake Street other than for short periods of time when manoeuvring vehicles into and out of the zone.

3. Council delegates authority to the Executive Manager, Creating Waverley, to extend the length and duration of, or remove the construction zone, as necessary and install a zone with similar times, if necessary, opposite the site.

COUNCIL OFFICER’S PROPOSAL:

That:

1. Council installs a 12 m long ‘No Parking 7 am–5 pm Monday–Friday; 8 am–3 pm Saturday Authorised Council Vehicles Excepted’ zone across the frontage of 25 Gilgandra Street, North Bondi.

2. There be no blockage to through traffic on Gilgandra Road other than for short periods of time when manoeuvring vehicles into and out of the zone.

3. Trucks servicing the site shall be limited in size to 8.8m bogie truck. No approval is given for the use of articulated vehicles (semi-trailers and truck/trailer combinations).

4. Council delegates authority to the Executive Manager, Creating Waverley, to extend the length and duration of, or remove the construction zone, as necessary and install a zone with similar times, if

That Council amends signage associated with ticket parking within Queen Elizabeth Drive, Park Drive North, Park Drive South and Bronte Cutting to include reference to phone parking as shown in Table 1 of this report.

2. Installs a 6.5 m long, ‘P Disability Only’ zone, outside 96 Ocean Street, Bondi.

3. Removes the existing ‘P Disability Only’ zone outside 38 Avoca Street, Bondi.

4. Removes the existing ‘P Disability Only’ zone outside 115 O’Donnell Street, Bondi.

5. Removes the existing ‘P Disability Only’ zone outside 177 Blair Street, North Bondi.

(a) On the western side of Mirimar Avenue, south of Thompson Street terminating at the southern wing of the driveway to 4A Mirimar Avenue.

(b) 10 m on the southern side of Thompson Street, west of Mirimar Avenue.

2. Bangalla Road and Liverpool Street, Rose Bay:

(a) 10 m on the eastern side of Bangalla Road, north of Liverpool Street.

(b) 10 m on the western side of Bangalla Road, north of Liverpool Street.

3. Hewlett Street at Dickson Street, Bronte:

1. Raises no objections on traffic and parking grounds to a drop off/pick up facility being installed on Hollywood Avenue outside the site.

2. Will give consideration to the signage required at the drop off/pick up facility following completion of the public domain upgrade works which include road carriageway widening and indented parking bay installation.

That Council:

1. Undertakes a traffic survey of Henrietta Street to establish baseline for counts of traffic, bicycles and pedestrians and traffic speeds and to determine the extent of any conflict issues, over a one-week period.

2. Undertakes renewal and re-marking of Henrietta Street between Bronte Road and Victoria Street and between Salisbury Street, and installs additional PS-2 and BA-1 road markings in the travel lane and contra-flow lane on the departure side of each intersection, where not already present.

3. Installs collapsible lane dividers to demark the separation of the travel lane from the contra-flow bike lane on Henrietta Street. These are to be installed for a minimum nine-month trial, initially between Victoria Street and the speed hump near Salisbury Street.

4. Installs the dividers at a minimum separation of three metres. The dividers are not to block intersections or driveways on either side of the road.

5. Installs advisory speed limit signs of 30 km/h at each entry to Henrietta Street.

6. Installs bicycle warning signs at each entry to Henrietta Street, where not already present.

7. Installs ‘Bicycles Exempted’ signs to supplement existing directional signs, where not already present.

8. Installs ‘Share the Road’ signage near the entry to Henrietta Street at Birrell Street and Gibbs Street.

9. Undertakes a further traffic survey of Henrietta Street during the trial period to determine the impact, if any, of the measures undertaken.

1. Executive Summary

Council adopted the Waverley Bike Plan in 2013, which included an action item to provide a crossable concrete median installation to provide additional separation at the contraflow bike lane on Henrietta Street. Council has subsequently received complaints from bike riders when riding in Henrietta both in the contra-flow bike lane and when using the travel lane in the same direction as other vehicular traffic. Riders report feeling threatened by motorists driving in the bike lane despite their presence riding correctly contra-flow in the bike lane. Riders also report they have been abused by motorists when they are riding in

Council has investigated a number of options to create better separation between the contra-flow bike lane and the travel lane. A concrete barrier was considered inappropriate due to the 1.4 metre width of the bike lane. A trial of these collapsible lane dividers is recommended as a minimal intervention which serves as a reminder to motorist to slow down and keep within their travel lane.

Henrietta Street road pavement is quite degraded and the sections of Henrietta Street between Salisbury Road and is scheduled for renewal and repainting in the financial year 2019–20. Council proposes to install additional bicycle advisory and advisory low speed limit signs to augment the refreshed line markings, bicycle logo markings and directional arrows to better inform all road users of correct bicycle use of each of the contra-flow bike lane and traffic lane.

2. Introduction/Background

Henrietta Street is a long-term component of the Waverley Bicycle Network which was included in Bike Plan 2013 as part of Priority Route 3, Bondi Junction to Bronte Beach.

There are two sections to Henrietta Street, one between Birrell Street and Victoria Street, and the other between Bronte Road and Victoria Street. Each section is one-way traffic, with the two sections meeting at Victoria Street. Bicycle use of Henrietta Street is two-way, with a separate contra-flow bicycle lane provided for bicycles travelling in the opposite direction of the one-way traffic direction. Bicycles travelling in the same direction as other traffic are required to use the usual travel lane.

Bike Plan 2013 included a proposed action item to install a crossable median to provide additional separation for contra-flow bike travel. There have been numerous complaints from bike riders using Henrietta Street who feel threatened by motorist driving in the contra-bike lane directly at them. Other complaints have been received from bike riders who have been abused by motorists driving behind them when they use the traffic lane.

3. Technical Analysis

The proposal is to undertake a trial and install collapsible lane dividers as a minimal intervention which serves as a reminder to motorists to slow down and keep within their lane. As these are collapsible, access is still possible for those large vehicles that have a genuine need to use Henrietta Street but cannot fit within the travel lane. These are to be installed after the road is renewed and the line parking, bike logos and directional arrows are refreshed. It is proposed to undertake a traffic survey including counts, speeds and any conflict issues over a one-week period, both before and after the lane dividers are installed.

Details of the proposed trial for collapsible lane dividers were published on a Have You Say webpage with opportunity given for the community to respond to a survey. The design for consultation and Have Your Say survey are included at Attachments 1 and 2. All households in Paul Street received a letter notifying them of the trial, and the letter is included at Attachment 3. The local schools and Cycling Advisory Committee were also advised of the trial.

There was a total of 87 respondents who supported the proposal. Most respondents provided further comment on why they supported the proposal. These comments most frequently indicated that the respondents:

• Felt unsafe riding in the bike lane because they experienced motorists driving in the contra-flow lane towards them, until the last minute. • Experienced abuse and intimidation from motorists when riding in the travel lane in the same direction as cars.

There was a total of 53 respondents who objected to the proposal. Comments were optional and varied but primarily the reasons that were expressed and our comments are documented below:

A number of respondents recommended alternative options to the lane dividers. These primarily came from respondents who supported the need for strategies to better manage motorist use of the road. These options and officer comments are documented below:

1. Council installs a 7 m long ‘No Parking 7 am–5 pm Monday–Friday; 8 am–3 pm Saturday Authorised Council Vehicles Excepted’ zone outside 7 Victoria Street, Queens Park.

2. There be no blockage to through traffic on Victoria Street other than for short periods of time when manoeuvring vehicles into and out of the zone.

3. Council delegates authority to the Executive Manager, Creating Waverley, to adjust the length and duration of, or remove the construction zone, as necessary and install a zone with similar times, if necessary, opposite the site.

2. Introduction/Background

In accordance with standard practice at Council, it is proposed that zones be signposted ‘No Parking Council Authorised Vehicles Excepted’ and for the zone to operate during standard hours approved under development consents. There is no development consent associated with this site as the works are minor only and remedial in nature. The builder is seeking standard DA approved hours for the zone to operate. Council will issue the applicant with a number of transferable permits to be used on their construction- related vehicles.

3. Technical Analysis

The site is located on the southern side of Victoria Street approximately 30 m west of Edmund Street, Queens Park. It is proposed to install a 7 m long construction zone outside the site, as shown in Figure 2.

4. Financial Information for Council’s Consideration

The applicant will be required to pay the approved application fee, which covers the cost of administration and signage.

The approved usage charges for the 2018–19 financial year are:

• $65 per metre per week in a residential development. • $90 per metre per week in a commercial and mixed-use development. • $360 per week per metered car parking space (in addition to above fees, where applicable).

Subject: Rickard Avenue, Bondi Beach - Closure at Lamrock Avenue

That:

1. Council:

(a) Approves the closure of Rickard Avenue at the Lamrock Avenue kerb alignment on a temporary, trial basis for 12 months.

(b) Closes the roadway using temporary materials such as New Jersey style concrete barriers or similar.

(c) Installs a ‘No Through Road’ sign at the western end of Rickard Avenue.

(d) Extends the existing ‘No Stopping’ restrictions on both sides of Rickard Avenue at Lamrock Avenue to 15 metres south-west of the Lamrock Avenue kerb alignment to aid vehicle turn movements, including heavy vehicle movements.

(e) Installs gaps in the barriers to cater for existing bicycle movements.

2. Following the completion of the twelve-month trial period, a report be brought back to the Waverley Traffic Committee on the outcome of the temporary closure.

1. Executive Summary

A petition, signed by residents of Rickard Avenue, Bondi Beach, has been received requesting that Council give consideration to closing Rickard Avenue at Lamrock Avenue. The petitioners advise the closure is required to reduce through traffic movements and vehicle speeds. Council representatives have met resident representatives of the street on site and have distributed a survey to all Rickard Avenue residents seeking their views on the proposal. Council will need to exercise its delegated function to implement the proposal.

2. Introduction/Background

Residents in Rickard Avenue, who are concerned with the safety of children who play in the street, have requested that the road be closed at Lamrock Avenue. They have made this request as they consider it will result in a lower speeds and volumes of traffic along Rickard Avenue. A traffic management plan for the proposed road closure has been approved by the RMS and is included at Attachment 1.

3. Technical Analysis

Rickard Avenue is a local road with a speed limit of 50 km/h and is approximately 12.9 m wide. The proposed closure at Lamrock Avenue results in vehicular access being limited to Barracluff Avenue. Council undertook traffic tube counts in Rickard Avenue which showed a seven-day, annual average daily traffic (AADT) volume of 213 vehicles per day eastbound and 195 vehicles per day westbound. The 85th percentile speeds in the street were 37.3 km/h eastbound and 40.9 km/h westbound. Having regard to the relatively low volumes of vehicles currently using Rickard Avenue, (when deducting vehicle movements associated with residents own vehicle movements into and out of the street) the proposed closure is considered will have a minor impact on nearby streets including Barracluff Avenue.

The existing ‘No Stopping’ restrictions on both sides of Rickard Avenue at Lamrock Avenue will be extended to 15 m south-west of the Lamrock Avenue kerb alignment to create a vehicle turning area. This will result in the loss of approximately one parking space on each side of the road.

To maintain access for bicycles to and from Lamrock Avenue, 1.5 m openings will be provided at each end of the New Jersey kerb barriers.

Council officers surveyed the residents of Rickard Avenue. The response rate to this survey was very high at 89.7%. The majority of responses from residents over the combined area were in favour of the proposal to close the road at 84.6%. A summary of the responses is set out in Figure 2. It is also noted that there were also six responses from residents in streets immediately outside the survey area, which were all against the proposed closure.

1. Executive Summary

Council has received requests from residents raising concern for road users at the T-intersection of Dover Road and Victory Street, Rose Bay. Residents consider current traffic controls do not clarify which traffic movement has the right of way. To improve conditions, this report recommends the installation of new ‘Give Way’ signs and lines in Dover Road on the western approach to its intersection. Council will need to exercise its delegated functions to implement the proposal.

2. Introduction/Background

Council has received two recent resident requests raising concerns regarding the safety at the intersection of Dover Road and Victory Street, Rose Bay. Both requests describe a scenario of a vehicle traveling east on Dover Road through the intersection and nearly colliding with a vehicle travelling south in Victory Street due to drivers not having a clear understanding on which driver has the right of way. The residents request the existing ‘Give Way’ lines be relocated from the eastern approach in Dover Road to the southern approach in Victory Street as per standard T- intersection priorities.

3. Technical Analysis

Dover Road intersects Victory Street at a T-intersection with ‘Give Way’ lines installed only on the eastern side approach of Dover Road. The easternmost section of Dover Road terminates at a dead end some 29 m from Victory Street and services only five properties. The main traffic flows through this intersection are from vehicles travelling east in Dover Road turning left onto Victory Street and from vehicles travelling south in Victory Street turning right onto Dover Road. There are no central lines marked within the intersection that clearly define these movements and identify them as that of a continuing road to motorists. Despite this, for the five-year period between 2013 and 2017 inclusive, there have been no recorded vehicle crashes at this intersection.

In accordance with NSW Road Rules, vehicle ‘B’ is required to give way to vehicle ‘A’; see Figure 2 below.

Given that there are existing ‘Give Way’ lines marked in Dover Road on the eastern approach to the intersection, drivers traveling south in Victory Street form an assumption that the road continues to their right and onto Dover Road and that they have the right of way. For vehicles traveling west on Dover Road approaching the intersection, the ‘Give Way’ lines are not immediately apparent and subsequently assume that the road continues straight through the intersection and that they have the right of way. As such, a conflicting situation is creating with drivers having uncertainty as to who has the right of way.

By relocating the existing ‘Give Way’ lines from Dover Road onto Victory Street, the intersection will function as a standard ‘T-intersection’ with vehicles travelling south in Victory Street having to give way to traffic in Dover Road. However, issues will arise as drivers travelling south in Victory Street will not be expecting to encounter any vehicles traveling in a westerly direction through the intersection in Dover Road as the section of the road to the east only services five residential properties.

Similarly, drivers in Victory Street may not also expect to encounter any vehicles travelling in an easterly direction in Dover Road through the intersection. Also, the vehicles travelling east in Dover Road through the intersection to the dead end may be obscured behind the majority of vehicles that are turning left into Victory Street which may further allude drivers in Victory Street. In accordance with Austroads Guide to Traffic Management Part 6, one of the principles of safe intersection performance is to give preference to major turning movements of traffic which this standard option would contradict.

By installing additional ‘Give Way’ lines in Dover Road on the western approach, the intersection will give preference to the major turn movements and will comply with Austroads. This option will also remove doubt regarding who has the right of way when travelling east along Dover Road through the intersection. It will also help reduce incidences of corner cutting as it will provide drivers with a visual target when executing the right turn out of Victory Street. In order to improve clarity of the controls at the intersection, it is also proposed to install ‘Give Way’ signs to complement the existing and proposed line marking.

A request has been received to install parking restrictions from 6.30 am to 9.30 am weekdays on the southern side of Curlewis Street, Bondi Beach, west of the roundabout at Wellington Street to improve traffic flow for westbound vehicles between the roundabout and the signalised intersection of Old South Head Road/Curlewis Street/O’Sullivan Road. This report seeks the Committee’s approval to installing restrictions. Council will need to exercise its delegated functions to implement the proposal.

2. Introduction/Background

Representations have been made to the office of the Member for Vaucluse requesting consideration be given to removing vehicles parked kerbside on the southern side of Curlewis Street west of the roundabout at Wellington Street. The matter has now been forwarded from the office of the MP to Council for consideration. The request for the removal of parked vehicles is to increase travel lane widths and improve traffic flow in the morning peak for westbound drivers approaching the signalised intersection of Curlewis Street/Old South head Road/O’Sullivan Road.

3. Technical Analysis

Curlewis Street is a local road under Council control. The roundabout at the intersection of Wellington Street and Curlewis Street is a single lane roundabout on all legs of the intersection.

Curlewis Street, some 50 m west of the Wellington Street roundabout, increases from a single lane to two marked lanes, then widens to three lanes on the approach to the Old South Head Road/O’Sullivan Road traffic signals.

Parking is unrestricted on the southern side of Curlewis Street from the ‘No Stopping’ zone at the roundabout to the eastern kerb return of Simpson Street. The unrestricted parking caters now for the parking of some 7–8 vehicles following the closure of a bus stop/zone near Simpson Street.

Vehicles in Curlewis Street to the west of the Wellington Street roundabout reportedly queue back from the traffic signals in the morning peak as far as the roundabout. Observations reveal those drivers turning to the right at the signals at Old South Head Road queue back to the roundabout the quickest, and, as a result, those drivers not wanting to turn to the right but travel straight ahead or turn left, are delayed. The request to remove the kerbside parking increases the road width immediately west of the roundabout which has the potential to improve traffic flow.

Removing all parking spaces from the roundabout to Simpson Street is not supported.

The kerbside parking lane does not continue through to Old South head Road and terminates prior to Simpson Street. Removing all parking will result in those travelling in the kerbside lane having to merge back into the adjacent lane which is a left turn only onto Old South Head Road.

It is recommended that 10 m of ‘No Stopping 6.30 am–9.30 am Mon-Fri’ be installed on the southern side of Curlewis Street to the west of the ‘No Stopping’ zone at the Wellington Street roundabout outside 23 Curlewis Street to improve traffic flow. The 10 m length coincides with the point at which the BB (double white, unbroken centrelines) on Curlewis Street merge with the painted taper from the Wellington Street roundabout.

2. ‘No Right Turn Vehicles Over 6 m’ signs in Flood Street, Bondi Junction, at the intersection of Woodstock Street to prevent the potential use of this street by heavy vehicles resulting from the right turn ban at Kenilworth Street.

3. ‘No Left Turn Vehicles over 6 m’ signs in Bondi Road on the north-western corner of Paul Street.

1. Executive Summary

Council has been notified of damage occurring to footpaths and a unit building as a result of heavy vehicles turning and mounting the kerb at the corner of Paul Street and Kenilworth Street, Bondi Junction. This report seeks approval for the installation of signage to ban vehicles over 6 m in length from making turns at selected intersections along Flood Street. Council will need to exercise its delegated functions to implement the proposals

2. Introduction/Background

Council has received advice from residents that heavy vehicles are using Kenilworth Street westbound and Paul Street in a south-easterly direction to travel through the general area. Both streets are residential and unsuitable for use by heavy vehicles, particularly when those vehicles attempt to turn left from Kenilworth Street into the very narrow, Paul Street.

The roads have not been used by heavy vehicles to any large extent in the past. It is possible that drivers with satellite navigation systems are being directed into these two streets when traffic is subject to delays on Old South Head Road.

3. Technical Analysis

Kenilworth Street and Paul Street are both local roads under Council control. Kenilworth Street running from Flood Street in the east to Paul Street in the west has a carriageway width of 12.8 m over much of its length. The width reduces to some 10 m at its intersection with Paul Street. Paul Street has a narrow carriageway width some 5.5m, and is two-way at Kenilworth Street.

Council has been advised, and officers have observed, heavy vehicles travelling in a westerly direction in Kenilworth Street turning left (south-west) into narrow Paul Street. When turning left into Paul Street, the wheels of some vehicles mount the footpath outside 8 Paul Street on the south-eastern corner of the intersection. Residents of 8 Paul Street report heavy vehicles have impacted the building when turning, resulting in structural damage.

It is understood the drivers of the heavy vehicles are unlikely to have a destination in that area and may be following directions provided on their satellite navigation (satnav) devices showing alternate routes to take when traffic is heavy on Old South Head Road. The satnav devices would not be setup with information indicating road carriageway geometry and how difficult it will be to execute turns into the narrow streets. It is recommended that ‘No Right Turn Vehicles Over 6 m’ restriction signs be installed on Flood Street at the intersections of Kenilworth Street and Woodstock Street. Signs are recommended at the latter should drivers choose to use that road when unable to turn into Kenilworth Street.

2. There be no blockage to through traffic on Sir Thomas Mitchell Road other than for short periods of time when manoeuvring vehicles into and out of the zone.

3. Council delegates authority to the Executive Manager, Creating Waverley, to adjust the length and duration of, or remove the construction zone, as necessary and install a zone with similar times, if necessary, opposite the site.

Council has received an application from the builder at 1 Sir Thomas Mitchell Road, Bondi Beach, for the installation of a construction zone outside the site. Council will need to exercise its delegated function to implement the proposal.

2. Introduction/Background

In accordance with standard practice in Waverley Council, it is proposed that the construction zone be signposted ‘No Parking Council Authorised Vehicles Excepted’ for the approved construction hours under the DA consent. Council will then issue the applicant with a number of transferable permits to be used on their construction-related vehicles.

The Traffic Committee and Council generally only approve construction zones at the same length as the frontage, regardless of the location of driveways, for a minimum of thirteen weeks.

3. Technical Analysis

The site is located on the north-east corner of Sir Thomas Mitchell Road and Lamrock Place, Bondi Beach.

The existing parking restrictions outside the site are ‘2P Ticket 8 am–10 pm Permit Holders Excepted Area 8 (Angle parking)’. It is proposed to install a 17 m long construction zone outside the site, as shown in Figure 2 below. All construction vehicles will be required to park parallel to kerb within the designated construction zone.

1. Executive Summary

Council adopted the Waverley Bike Plan in 2013, which included the proposal to formalise an existing on- road bike route along Paul Street connecting the priority bike route between Bondi Junction and Bondi Beach and between Bondi Junction and Bronte Beach. Council has funding to undertake signage and line marking to complete these Bike Plan action items.

Council propose to mark PS-2 and BA-1 on-road pavement markers to formalise this mixed traffic route and install regulatory signage, path markings and pedestrian / bike lantern cover to legalise use of the signalised pedestrian crossing as part of this route. Bicycle warning signs and a new ramp from Paul Street North to the proposed shared path have been included to address potential conflict points.

2. Introduction/Background

The Waverley Bike Plan was adopted by Council in 2013. This Bike Plan included an existing on-road bike route along Paul Street which directly connects the Bondi Junction to Bondi Beach bike route along Old South Head Road with the Bondi Junction to Bronte Beach route being through Waverley Park. The Bike Plan 2013 included action items to formally mark Paul Street as mixed traffic and to install ramp and bike lanterns at the Bondi Road signalised pedestrian crossing.

Paul Street is a two-way street with one-way entry from Bondi Road and one-way exit at Old South Road. The main direction of traffic is from Bondi Road to Old South Head Road, but traffic entering Paul Street from a number of side streets can drive in the opposite direction. Bicycle travel similarly is in both directions, although unlike motor vehicles, bicycles can enter from Old South Head Road via the shared path.

Formally marking up Paul Street as mixed traffic requires the marking of a PS-2 bicycle logo and BA-1 directional arrow markings. These need to be installed in each direction at the departure side of each entrance to Paul Street. These reinforce the presence of bicycles and that travel is in both directions for bicycles and cars. Full details of the proposed changes are documented in Attachments 3, 4, 5, and 6.

3. Technical Analysis

The mixed traffic route is formalised by bike (PS-2) and directional (BA-1) markers to designate that bike riders are using the road and that there is no separate bike lane or path. This raises awareness of the potential presence of bike riders and that this will be used in two-way direction.

It is proposed to install combined pedestrian bicycle lantern covers for the existing pedestrian lanterns, rather than installing new bicycle lanterns.

To implement the bicycle or pedestrian/ bicycle lanterns at the signalised pedestrian crossing of Bondi Road, there is a requirement to upgrade the path between each of Paul Street North and Paul Street South and the signalised pedestrian crossing to shared path.

To address potential conflict issues with vehicles entering Paul Street North from Bondi Road, a new ramp from that road is proposed for bikes to more safely access the shared path. Bicycle Warning signs are also proposed near the Bondi Road entrance.

Details of the proposed signage, pavement markings and new ramp were published on a Have You Say webpage with an opportunity given to the community to respond to a survey (Attachment 1). All households in Paul Street received a letter notifying them of the proposed signage, road markings, new bicycle ramp, new shared path and new pedestrian/bike lantern covers at the signalised pedestrian crossing. The letter also invited feedback either through the online survey or directly to Council. The

Waverley Cycling Advisory Committee was also advised of the Have Your Say page. The online survey also includes the following responses:

• Select one response to the proposal as follows: o I support the proposal. o I object to the proposal. o I am neutral.

• Select as follows: o I live in this street. o I walk along this street. o I drive along this street. o I cycle along this street.

There were 12 responses received for this survey. Seven responses indicated they supported the proposal, three were opposed and one was neutral and a further one indicated support while stating concern only if there was a sudden influx of bike riders along this route. The responses including comments and the officer’s response are at Attachment 2.

Two of the responses that stated objection referred to the incident this year when a building at 8 Paul Street was impacted by a tanker. The issue of large vehicles using these quiet residential roads was subsequently the subject of a Notice of Motion which is being separately addressed.

A number of submissions requested further treatments such as converting to one-way traffic, including traffic calming devices, providing a separated bike lane, providing a contraflow lane between Old South Head Road and Ben Eden Street and better access at the Old South Head Road intersection. All are rejected for this project with comments as follows:

Subject: Phone Parking in P Ticket Areas - Change to Parking Signs

COUNCIL OFFICER’S PROPOSAL:

That Council amends signage associated with ticket parking in all ‘P Ticket’ areas to include reference to phone parking.

1. Executive Summary

Following discussions with senior management, it has been recommended that a phone parking system be implemented in all P ticket areas.

As previously reported to Committee, to enable the implementation of a phone parking system, the current ticket parking signs need to be amended to include the word ‘phone’.

2. Introduction/Background

At the 18 April 2019 Waverley Traffic Committee meeting, the Committee approved the amendment of signs to facilitate the introduction of phone parking via the Pay Stay app supplied by Database Consultants Australia in Queen Elizabeth Drive, Park Drive north, Park Drive south and Bronte Cutting.

Following discussions with senior management, it has been recommended that the phone parking system be implemented in all P ticket areas.

As per the previous report to the Committee, in order to implement the phone parking system, the current ticket parking signs need to be amended to include the word ‘phone’.

3. Technical Analysis

In order to comply with RMS requirements regarding phone parking, the word ‘phone’ must be added to each parking ticket sign within the associated area.
