REGULATORY AUTHORITY EXPERIENCE Federal Aviation Administration (FAA) Hoyle, Tanner has been planning and designing airport projects since 1973. We maintain a comprehensive understanding of FAA practices and regulations by attending FAA-sponsored training conferences and maintaining all current FAA Advisory Circulars. Our long-term relationship with FAA New England regional staff proves invaluable as we manage the big picture for each FAA-sponsored project.

United States Army Corps of Engineers (USACE) Hoyle, Tanner has extensive experience coordinating and working with various state environmental agencies and the USACE to determine the level and types of permitting required for proposed project impacts. We successfully coordinate, prepare and submit all applicable federal, state and local agency permit documentation.

US Fish & Wildlife (USFWS) The Hoyle, Tanner team designs all projects with an eye toward balancing the infrastructure needs of our clients and creating solutions to protect and maintain the habitat for federally protected species including Eastern Box Turtle, Northern Long Eared Bat and Grasshopper Sparrow. We navigate the USFWS resources early in the planning process. Our environmental coordinators have an excellent working relationship with agency staff for projects that require direct collaboration and can make recommendations for how best to avoid vulnerable habitats during specific times of the year.

Federal Emergency Management Agency (FEMA) FEMA’s mission is to support the citizens and first responders to ensure that as a nation, we work together to build, sustain and improve our capability to prepare for, protect against, respond to, recover from and mitigate all hazards. Hoyle, Tanner has worked with FEMA and our aviation clients to repair damage after significant storm events. We have assisted in documenting the natural disaster damage; planned, designed and managed construction of the repairs; and assisted our clients with the required FEMA application process.

New Hampshire Department of Transportation (NHDOT) NHDOT Bureau of Aeronautics serves as a steward of the Granite State’s airports in their role to plan, construct and maintain each of these facilities as part of the larger state transportation system. Hoyle, Tanner has partnered with NHDOT Aeronautics on numerous statewide maintenance projects which has contributed to our staff’s comprehensive knowledge of the Aeronautics Division’s project policy and procedures.

New Hampshire Department of Environmental Services (NHDES) Hoyle Tanner’s Environmental Coordination staff are experienced with NHDES rules, permitting processes, and regulatory staff. We successfully coordinated development and submittal of the NHDES wetland and alteration of terrain (AoT) permit applications, resulting in receipt of permits to meet the FAA’s grant schedule for both the obstruction removal project and the infield drainage alteration as part of the Runway 16-34 runway rehabilitation design. This was a key element in keeping these projects on schedule and within the anticipated budget. Coordination with NHDES staff regarding the potential

Kimberly Peace was part of the working group that assisted NHDES in revising the Env-Wt wetland rules that became effective in 2019, which has allowed us to gain an inside understanding of the rules and their implementation.

INNOVATIVE SOLUTIONS In 2016, Hoyle, Tanner began a formal program to incorporate sUAS technology into our services portfolio including transportation, site development, structure, and water resources engineering disciplines. We have invested in various sUAS equipment allowing us to match the appropriate drone to the specific project needs. Our in-house FAA Section 107 Remote Pilot Operators’ knowledge is complemented by their great depth of experience as engineers, airport planners, and transportation field representatives. ROBERT FUREY, PE Principal-in-Charge Bob is the Director of the New England Aviation Services Group and is responsible for the overall management of our aviation services. He has over 26 years of experience in aviation engineering, contract management, and infrastructure planning. Bob will work closely with all key staff to maintain project schedules and meet projected milestones.

TIMOTHY AUDET, PE Project Manager Tim’s 19 years of airport engineering experience has afforded him a unique balance of design and construction experience. He has developed this skill set through his work at GA and Part 139 airports including Bradley International, Manchester-Boston Regional, Burlington International and Tweed-New Haven. Tim will use his engineering expertise to collaborate with the City and Airport in developing innovative, cost-effective solutions that comply with FAA and NHDOT design standards. SUZANNE SHEPPARD, PE Senior Project Engineer Suzanne’s 26 years of engineering experience includes leading design teams for projects as diverse as airfield pavement, electrical and NAVAID design, security fence installation and hangar construction. In addition to her design expertise, Suzanne has also successfully coordinated with FAA, state DOTs, and local agencies to secure funding and adhere to project scheduling. She will serve as technical design lead on future airfield engineering CIP projects.

JUSTIN KEEFE, EIT Project Field Representative Justin is an experienced project field representative for the construction and inspection of airfield pavement, safety fences and various utlities. He also has experience with the testing of construction materials and is familiar with applicable agency testing standards and procedures including FAA Advisory Criculars, ASTM, amd AASHTO. Justin effectively handles both project and contractor coordination; communicates well with clients, management, and staff; and acts as the representative on behalf of other agencies. Justin will be an integral part of the design team reviewing constructablility of proposed BML projects.

PATRICK SHARROW, AAE Airport Planner Patrick is a private pilot and licensed FAA section 107 UAS pilot and a former airport manager, all of which impact his approach to aviation planning work. His diverse aviation experience has made him adept at preparing airport master plans, noise compatibility studies, CIP planning, easement and land acquisition efforts. Patrick leads our planning team and will provide BML with an Airport Manager's perspective on airport development, and work with you to respond to the aviation industry changing technologies.

KIMBERLY PEACE Senior Environmental Coordinator Kimberly is a permitting specialist with experience in natural resource permit applications and procedures in all six New England states. She has developed federal permit applications and is familiar with procedures for completion of USACOE 404, FERC licensing, NEPA and EA/EIS documents. Scope: This project relocated a portion of perimeter fence as an enabling project for the expansion of a parking lot and repair of perimeter fence damaged by snow. Airside improvements included approach surface obstruction removal and seal coating of an existing aircraft apron area.

Rehabilitation of Terminal Apron, Millinocket Municipal Airport, Millinocket, ME: Principal-in-Charge responsible for scope of work, QA/QC and schedule adherence. Scope: Designed and permitted the rehabilitation of the over 20-year-old apron pavement and drainage improvements around the Jet Fuel station at Millinocket Municipal Airport. The project also included the repair of two transverse joints on Runway 16-34.

Hazard Beacons Upgrade, Danbury Municipal Airport, Danbury, CT: Principal-in-Charge responsible for scope of work, QA/QC and schedule adherence. Scope: This project included the refurbishing of three of the nine hazard beacons surrounding the airport, rehabilitation of the rotating beacon, and installation of a new lighting control panel in the tower (ATC).

Repair & Replace Perimeter Fence, Hanscom Field, Bedford, MA: Principal- in-Charge responsible for scope of work, QA/QC and schedule adherence. Scope: Prepared the design for the repair and replacement for a portion of the existing perimeter fence which will prevent trespassing and deterring wildlife from entering the airfield.

New Self Service Fuel Farm, Sugarloaf Regional Airport, Carrabassett Valley, ME: Principal-in-Charge responsible for scope of work, QA/QC and schedule adherence. Scope: The project involved the design, construction and installation of two separate 6,000 gallon above-ground aviation fuel tanks which allow the airport to sell fuel to provide a needed aeronautical service and to assist the airport in becoming as self- sustaining as possible.

South End Obstruction & Wildlife Fence, Brunswick Executive Airport, Brunswick, ME: Principal-in-Charge responsible for scope of work, QA/QC and schedule adherence. Scope: This project consists of tree clearing approximately 30 acres at the south end of Runway 1R-19L. In addition, wildlife fence will be removed/replaced/installed at both the south and north end of the runway to serve as a wildlife deterrent.

Scope: This multiphase project involved the removal of approximately 40 existing L-810 obstruction lights and the installation of two new L-864 hazard beacons.

Rehabilitate Taxiway E, F & a Portion of W, Bradley International Airport, Windsor Locks, CT: Project Manager / Construction Administrator responsible for providing the owner with effective management of the project's schedule, cost, quality, safety, and project document compliance. Scope: This project involved the construction-phase services including construction management and resident engineering for a previous design taxiway rehabilitation project.

Reconstruct a Portion of Taxiway B & Slurry Seal Taxiway A, Auburn- Lewiston Airport, Auburn, ME: Construction Administrator responsible for providing the owner with effective management of the project's schedule, cost, quality, safety, and project document compliance. Scope: This project includes the reconstruction of a portion Taxiway B and crack sealed and/or crack repaired the remainder. It also includes the incorporation of the design into the original Runway project’s contract plans, complete with Anticipated Completion: 2021 demolition, geometry, grading, lighting, signage, and integration of the work into the construction phasing plans and bid documents. Terminal Apron Expansion The expansion of the terminal apron was intended to improve the & Apron Rehabilitation flow of air traffic from the runway to the terminal apron and to the itinerant apron. The existing terminal apron pavement had seriously Auburn, Maine deteriorated, and the existing Taxiway G configuration allowed for Airport: direct access from the apron to the runway. Auburn-Lewiston Airport Rick Lanman, AAE, ACE The apron expansion work included the construction of new Airport Director pavement over existing landscaped area; existing pavement removed and replaced with landscaped turf area; modifications to pavement Project Completed: 2017 markings, lighting and signs; and installation of an underdrain soil filter system. When complete, all of these factors helped to achieve Services Provided: the goal of improving the air traffic flow. Rehabilitation of Terminal The south end of the terminal apron at the airport was in such poor Apron condition that jet aircraft were not allowed to enter the area where Millinocket, Maine the Jet A fueling station is located. Rehabilitation of the apron included improving the drainage system to correct ponding by regrading the Airport: pavement away from the hangars and installing a ditch line to collect Millinocket Municipal Airport Ralph the stormwater run-off. An underdrain system was also installed to Soucier prevent water from infiltrating the pavement box. The noncompliant south taxiway geometry was corrected, and the Runway 11 end Director of Public Works pavement markings were upgraded from visual to non-precision Project Completed: 2015 markings to support a new LPV approach procedure. Hazard Beacons Upgrade The existing hazard beacons and rotating beacon, including the Danbury, Connecticut associated electrical components and wiring, at Danbury Municipal Airport had not been refurbished in over 20 years. The airfield light Airport: control panel in the ATC was also constantly failing with replacement Danbury Municipal Airport parts too difficult to obtain. This project included refurbishing three of Michael Safranek the nine hazard beacons surrounding the airport, rehabilitating the Airport Administrator rotating beacon, and installing a new lighting control panel in the air traffic control tower (ATC) provided the airport a more reliable lighting Project Completed: 2018 system.

Airport Master Plan & ALP Under the direction of a prime consultant, Hoyle, Tanner completed Update the Master Plan and Airport Layout Plan Update. Field Survey Services York Land Services, LLC of Berlin, New Hampshire has been serving the northern New England Region since 1973 with a full range of surveying (licensure in New Hampshire, Maine and Vermont), mapping, construction layout, land planning, forestry (licensure in New Hampshire), ecological, and photogrammetric design serivces. They provide timely, efficient, and quality production with an experienced staff using state-of-the-art equipment and techniques in both field and office operations. Data is gathered in the field utilizing Topcon dual frequency GPS with Glonass and RTK, Ashtech single frequency GPS, Trimble sub-meter GPS equipment, Leica remote control robotic total stations with reflectorless capability and electronic data collectors. In remote areas, efficiency is improved with four- wheel drive vehicles, snow machines, and ATVs. These workstations utilize AutoCAD, Softdesk, Carlson, Ashtech, Trimble and Topcon surveying, mapping, and GPS software. Their personnel work flexible hours and can be at a site on demand. York Land Services has been using digital mapping technology since 1986 and has provided digital data to architects, soil scientists, and civil engineers throughout New England. Their staff has an extensive history of experience with Carlson Intellicad and Lidar data. Hoyle, Tanner has successfully teamed with York Land Services on past clearing and timber harvesting projects.

Geotechnical & Material Testing Services S. W. Cole Engineering, Inc. (S.W. Cole) was established in 1979 in Bangor, Maine to provide geotechnical engineering, geo-environmental consulting, and construction materials testing services. Their team of over 100 engineers, scientists and technicians annually provide services on more than 1,800 projects. S.W. Cole’s clients benefit from their over 40 years of experience and eight regional offices that have allowed them to work with a wide variety of complex geologic and subsurface conditions throughout New England. Their Somersworth office team will be the primary personnel for geotechnical services Berlin Regional Airport-related services. Hoyle, Tanner has enlisted the geotechnical services of S.W. In addition, standard operating procedures or safety policies adopted by BML with the various stakeholders will be incorporated early during the planning phase and throughout the process, all leading to a successful project that meets the client’s expectations. Permitting Hoyle, Tanner has an environmental permitting group led by Kimberly Peace that prepares applications for federal and various state permits. Our team will coordinate with Airport administration to prepare a NEPA document as appropriate, (CATEX, EA, or EIS), and coordinate all NEPA and permitting efforts with BML and FAA. On the state and local level, we will coordinate with New Hampshire Department of Environmental Services (NHDES) to ensure that permitting outcomes for individual projects align with airport goals and FAA requirements.

Design Following the Project Planning Phase where the overall objectives with respect to the final product, budgetary constraints, project timelines and agency coordination efforts have been identified, the project team transitions to design phase. Here our team will complete data collection, establish alignments, design pavement geometry layout, implement best management practices for water quality and prepare electrical (lighting, signage, and vault inventory) layout and design. The design phase also includes preparing technical specifications, Construction Safety Phasing Plan (CSPP) analysis and proposal, including coordination with Airport staff and state and federal agencies. During the CSPP stage, we create detailed construction phasing approaches having identified all risk factors, assigning probabilities to each, and recommending solutions.

Cost Estimates Through our aviation professionals’ years of experience in cost estimating, comprehensive unit cost databases, and our efforts in developing the Airport Capital Cost Estimation Tool (ACCE) as part of the Airport Cooperative Research Program (ACRP) Project 01-19 Airport Capital Improvements: Developing a Cost- Estimating Model and Database, we are able to develop reasonable design cost estimates for projects in minimal time during the early phases of the project scoping. When each project continues to final design phase, our engineers again rely upon their extensive knowledge of industry trends to develop an accurate cost estimate for our clients.

Resident Engineering Hoyle, Tanner’s field representatives are trained professionals who are experienced working at various project construction sites. While on the job site, they are available to interpret the contract plans and specifications and monitor the construction activities to assure compliance with the design intent. They arrange for, conduct, or witness field, laboratory, or shop tests for construction materials as required by the plans and specifications. Each field representative will, as needed, measure, compute, or monitor quantities of work performed and quantities of materials in place for partial and final payments to the contractors, maintain daily reports and other project records to document the work.

Grant Administration Most of our aviation clients receive project funding through the FAA Airport Improvement Program (AIP). Our knowledgeable professionals are thoroughly versed with these unique funding cycles and grant processes. FAA’s Order 5100.38D Change 1 Airport Improvement Handbook (dated February 26, 2019) provides guidance, policy and procedure that is used as part of the administration of the grant application, offer and acceptance of AIP.
