Course objectives This course uses the experience of the Soviet Union and contemporary Russia to understand change in political and economic systems, from collapse of existing governments to the revolutionary reconstruction of society to tensions between autocracy and a government responsive to popular demands. Particular focus is placed on how ordinary citizens are affected by systemic social and political change and the factors that influence whether they can shape political outcomes. For Political Science majors, this class counts as a comparative politics course. WELCOME! Learning outcomes This class fulfills the core Global Citizenship requirement. The Global Citizenship requirement is designed to educate students about global and transnational problems and to provide students with the tools to address issues of social justice beyond the United States. Students who complete the Global Citizenship requirement will gain a substantial subset of the following capabilities: 1. Identify sources of and strategies to address conflict, cooperation or competition in a global or regional context. 2. Investigate how people and nations confront inequality and claim a just place, whether in their own societies or in the world. 3. Identify how perceptions of “otherness” impact leaders, communities, and community-building in areas beyond the U.S. through the examination of such factors as race, ethnicity, gender, religion, economic class, age, physical and mental capability, and sexual orientation. 4. Understand the impact of their lives and choices on global and international issues. 5. Understand how their values are related to those of other people in the world. This class also fulfills the core Social Science requirement. Students will acquire conceptual tools and methodologies to analyze and understand their social world. With these tools, you will be able to act in the world more effectively and become forces for positive change. You will gain a better understanding of human diversity. You will be able to think and write critically about human behavior and community. You will become aware of the various methodological approaches used by social scientists. Soviet and Post-Soviet Politics Page 2 Specifically, after this class you will be able to: Develop coherent, logically supported arguments, both written and oral Describe how Western perceptions of the Soviet Union and Russia shaped policy Analyze how leaders, their values, and their policies shape society Assess the social costs of autocracy Evaluate competing scholarly arguments, especially about the nature of totalitarianism, the determinants of social and political change, and the reasons for the development of democracy or autocracy Examine the causes and consequences of political and social tensions in multi-ethnic regimes Analyze the nature of state power and how it is expressed through political institutions Adjudicate between competing theories or arguments, giving credit to perspectives other than your own Become more sensitive to diverse understandings of social and economic justice Appreciate the human costs and political demands of social change Analyze the power of citizens to affect regimes in nondemocratic systems University Writing Services: I encourage you to take advantage of University Writing Services. This accusation is examined in the context of Russia’s attempts to control the official historical narrative. Special attention is paid to the role of Russian cultural and democratic civic institutions, such as the Moscow library of Ukrainian literature and Memorial, in the micro- history of this publication. Deconstructing the judicial reaction of Russian lawmakers toward the Ukrainian publication, the study analyzes the Russian political elite’s attitudes toward the “Ukrainian” historical interpretations of Stalin’s terror and other aspects of common Soviet history, and demonstrates the interconnectedness of the preceding Soviet and modern Russian methods of control over education, history, and culture. Language and legislation play an important role in Russian memory politics that shape the popular historical imagination and camouflage the authoritarian methods of governing in Russia.     This report analyses the Russian authoritarian regime that emerged under Vladimir Putin and attempts to give a wider context to the so-called FSB-ization of the Russian government. The Dual Structure and Mentality of Joris van Bladel The first part of the report deals with Putin’s main achievements in domestic and foreign policy and examines the extent to which state policy has fulfilled the aspirations of the Russian public. The much-needed stability and Vladimir Putin’s Power Coalition security that Putin has brought to the country seem to outweigh the fact that the government has veered towards authoritarianism. The degree to which Russian society has truly been taken over by the FSB is critically examined, A legacy for Medvedev and this process of FSB-ization is explained in a wider social and historical context. JORIS VAN BLADEL The second part aims to bring some insight into the current political dynamic by examining the power relations in the coalition and the mentalities typical of the major factions: the ‘siloviki’ and the liberal. In particular, the ‘siloviki’ are critically examined with regard to their history, their typical modes of thinking, and their rise to influence. His books include How Ukraine Became a Market Economy and Democracy (2009) A key to understanding any society is its informal institutions, which influence both its economy and its politics. In Ukraine, the most impor- tant such institution is endemic corruption. Aside from Russia’s cam- paign against Ukraine’s territorial integrity and sovereignty, corruption is the main threat to the nation. Many countries are very corrupt, but Ukraine is an especially se- vere case. Currently, Transparency International ranks it 144 out of 177 countries on its well-known Corruption Perceptions Index. Corruption is pervasive in Ukraine, but most damaging is the high-level corruption that has been highlighted by public display of the crassly ostentatious homes owned by former president Viktor Yanukovych and top members of his administration. Since the mid-1990s, Ukraine has lived under the domination of a score of oligarchs.

When Boris Yeltsin shelled his own parliament in 1993 he launched a new era of personalized power in Russia. The arrest of oligarch Mikhail Khodorkovsky and destruction of his company, Yukos, in 2003 propelled Russia down the road to bureaucratic capitalism. The August 2008 war between Russia and Georgia — a proxy war between Russia and the West, with Georgia serving the role of whipping-boy — crosses the third threshold. It ends the Perestroika experiment begun by Mikhail Gorbachev in the 1980s. In so doing, it marks the end of Russia’s latest attempt to secure a firm place for itself within Western civilization. The August war had a number of causes: continued fallout from the Soviet collapse; the Kremlin’s dedicated efforts to turn the Caucasus into a black hole of instabilities; threats and pretexts for intervention; the emergence of corrupt, separatist regimes parasitically dependent on Moscow; personal animosity between the leaders in Moscow and Tbilisi; the struggle to control energy transit routes; and Tbilisi’s unwillingness to give the Abkhaz and South Ossetians broad autonomy within Georgia.
