  • Scms 2017 Conference Program
SCMS 2017 CONFERENCE PROGRAM FAIRMONT CHICAGO MILLENNIUM PARK March 22–26, 2017 Letter from the President Dear Friends and Colleagues, On behalf of the Board of Directors, the Host and Program Committees, and the Home Office staff, let me welcome everyone to SCMS 2017 in Chicago! Because of its Midwestern location and huge hub airport, not to say its wealth of great restaurants, nightlife, museums, shopping, and architecture, Chicago is always an exciting setting for an SCMS conference. This year at the Fairmont Chicago hotel we are in the heart of the city, close to the Loop, the river, and the Magnificent Mile. You can see the nearby Millennium Park from our hotel and the Art Institute on Michigan Avenue is but a short walk away. Included with the inexpensive hotel rate, moreover, are several amenities that I hope you will enjoy. I know from previewing the program that, as always, it boasts an impressive display of the best, most stimulating work presently being done in our field, which is at once singular in its focus on visual and digital media and yet quite diverse in its scope, intellectual interests and goals, and methodologies. This year we introduced our new policy limiting members to a single role, and I am happy to say that we achieved our goal of having fewer panels overall with no apparent loss of quality in the program or member participation. With this conference we have made presentation abstracts available online on a voluntary basis, and I urge you to let them help you navigate your way through the program.

  • The Big Picture: HDTV and High-Resolution Systems
The Big Picture: HDTV and High-Resolution Systems June 1990 OTA-BP-CIT-64 NTIS order #PB90-256108 Recommended Citation: U.S. Congress, Office of Technology Assessment, The Big Picture: HDTV and High- Resolution Systems, OTA-BP-CI’I’-64 (Washington, DC: U.S. Government Printing Office, June 1990). For sale by the Superintendent of Documents U.S. Government Printing Office, Washington, DC 20402-9325 (order form can be found in the back of this report) Foreword As early as 1883 inventors dreamed of transmitting visual images to distant points extending what they had already done for written messages and voice with signals carried over the telegraph and telephone. By the 1920s, signiilcant efforts were underway to scan and project images. Crude television images-actually little more than shadows—were demon- strated in 1926, and by 1928 even color images were achieved. Television broadcasts of the first television drama, The Queen’s Messenger, were made from an experimental station in Schenectady, New York in 1928. TV was still futuristic at the time of the New York World’s fair in 1939 but finally erupted into widespread commercial use in the 1950s. Now nearly a hti-century later, technological change drives the video revolution unabated. Television has become the dominant entert ainment medium, and has displaced newspapers and radio as the prime opinion midcer in American current affairs. Its influence reaches millions of individuals daily. It has been praised as an extraordinary educational tool, and its communication power has been credited with deeply influencing the actions of governments, including the fast-moving democratization of Eastern Europe.

The National Science Foundation (NSF) is the lead support agency. Paul Herer, Senior Advisor for Planning and Technology Evaluation, is NSF Program Director for the project. Other sponsors of JTEC include the National Aeronautics and Space Administration (NASA), the Department of Commerce (DOC), the Department of Energy (DOE), the Office of Naval Research (ONR), the Defense Advanced Research Projects Agency (DARPA), and the U.S. Air Force. JTEC assessments contribute to more balanced technology transfer between Japan and the United States. The Japanese excel at acquisition and perfection of foreign technologies, whereas the U.S. has relatively little experience with this process. As the Japanese become leaders in research in targeted technologies, it is essential that the United States have access to the results. JTEC provides the important first step in this process by alerting U.S. researchers to Japanese accomplishments. JTEC findings can also be helpful in formulating governmental research and trade policies.
