San Antonio Und ecretar,y. , • 9 Alma Ruby Torio Assistant Secretary Curriculum and Instruction Subject: REQUESTING CONCURRENCE ON THE PROPOSED PROGRAM GRID FOR DEPED TV The Office of the Undersecretary for Administration (OUA) hereby request the official concurrence of the Office of the Undersecretary for Curriculum and Instruction (OUCI) on the proposed program grid for DepEd TV found in the table below. The proposed program grid consists of 130 weekly episodes, a realistic capacity of the present production team. The 130 episodes will consist of major subjects and priority lessons that OUCI concurs to broadcast on TV. The proposed program grid is based on the availability of only one channel for Free TV, with 25 minutes of episode slots, 5 minutes of each may be used for commercial advertisements. Other additional channels which make use of Digital and Satellite technologies will be used to swap morning and afternoon sessions so that learners who miss an episode still have a chance to watch the lecture. The time slots highlighted in red in the proposed program grid are replays of episodes shown in previous days. The OUA will continue to increase the production capacity of DepEd so that video lectures in the succeeding quarters will cover all the time slots without any replays. Innovations on materials uploaded or to be uploaded must be made interesting and attractive in the same manner that they were made in March and April 2020. 2. Capacitate All Public School Teachers on Use of Educational Platforms/Channels and Available Technologies With DepEd adopting distance and blended learning, it has become more essential that all Public School Teachers be trained in the use of various technologies, and promote DepEd’s various learning channels (DepEd TV, DepEd Commons, DepEd Learning Management System, DepEd Radio, DepEd TV Facebook, DepEd TV YouTube, DepEd Mobile App, etc.). ICTS-EdTech must conduct regular relevant and appropriate trainings for ALL public school teachers monthly. They should be equipped with appropriate knowledge and skills in using and blending all available DepEd technologies. The 400,000 plus teachers reached out by ICTS-EdTech last March-April must be expanded to cover all 900,00 plus teachers, not just in one webinar but in several continuous regular online trainings.

Introduction The Department of Education (DepEd) has made use of radio-based instruction (RBI) mainly as one of the options to reach learners in the Alternative Learning System (ALS) program. Primarily used as a form of distance learning to teach learners who are unable to attend face-to-face lessons or who are in remote areas, radio-based instruction enables them to continue their education despite these challenges. Through the years, radio-based instruction has reached out of school youth (OSY), persons deprived of liberty (PDL), persons with disabilities (PWD), working students, indigenous peoples (IP), farmers, and others who are unable to attend day-to-day classes. As a response to the disruption of classes brought about by the COVID-19 pandemic, DepEd launched the use of Blended Learning Delivery modalities. This was stipulated in DepEd Order (DO) 12, s. 2020 “Adoption of the Basic Education Learning Continuity Plan for School Year 2020-2021 in Light of the COVID 19 Public Health Emergency” pages 31-32. DO 12 defined learning delivery modalities and classified them as (a) face- to-face learning, (b) distance learning and (c) blended learning. Blended Learning is defined as a learning delivery that combines face-to-face with any or a mix of online distance learning (ODL), modular distance learning (MDL), and TV/Radio- based Instruction (TV/RBI). The memorandum, based on Executive Order No. 205 signed by President Corazon Aquino on June 30, 1987, and NTC Memorandum Circular No. 4-08-88, states that CATV operators are required to provide—as public service— an access channel to be used for free by national and local governments, and education.

SAN ANTONIO Undersecretary SUBJECT : SUGGESTED STRATEGIES IN IMPLEMENTING DISTANCE LEARNING DELIVERY MODALITIES (DLDM) FOR SCHOOL YEAR 2020-2021 DATE : JULY 21, 2020 In accordance with the directive of the Office of the President that no face-to-face classes shall be held until the vaccine for COVID-19 becomes available, the distance learning delivery modalities (DLDM) shall be implemented this SY 2020-2021. Pending issuance of the DepEd Order on the POLICY GUIDELINES ON THE IMPLEMENTATION OF LEARNING DELIVERY MODALITIES FOR THE FORMAL EDUCATION, the Curriculum and Instruction Strand at the DepEd Central Office provides the following suggested strategies in implementing and managing DLDM. This issuance covers descriptions and considerations for each DLDM, the map of learning resources for each DLDM, and proposed actions to address potential challenges in implementing DLDM. The matrix of requirements of the DLDM is enclosed. Furthermore, should the vaccine become available, parents and learners are still given the discretion to continue with distance learning as long as there is a qualified learning facilitator who shall guide and supervise the learner at home.
