The Office of the Undersecretary for Administration (OUA) announces the details of the DepEd TV and Radio project including the approved program grid.

DepEd TV will be aired starting 5 October from 7am to 7pm, Mondays to Saturdays, on the IBC 13 free TV channel. Each episode will cover 20 minutes of lecture and a 5-minute break after each episode.

Subject: REQUESTING CONCURRENCE ON THE PROPOSED PROGRAM GRID FOR DEPED TV

The Office of the Undersecretary for Administration (OUA) hereby request the official concurrence of the Office of the Undersecretary for Curriculum and Instruction (OUCI) on the proposed program grid for DepEd TV found in the table below.

The proposed program grid consists of 130 weekly episodes, a realistic capacity of the present production team. The 130 episodes will consist of major subjects and priority lessons that OUCI concurs to broadcast on TV.

The proposed program grid is based on the availability of only one channel for Free TV, with 25 minutes of episode slots, 5 minutes of each may be used for commercial advertisements. Other additional channels which make use of Digital and Satellite technologies will be used to swap morning and afternoon sessions so that learners who miss an episode still have a chance to watch the lecture.

The time slots highlighted in red in the proposed program grid are replays of episodes shown in previous days. The OUA will continue to increase the production capacity of DepEd so that video lectures in the succeeding quarters will cover all the time slots without any replays.

OUA hereby reiterates its request contained in OUA Memo 00-0820- dated August 23, 2020 on SLMs, QA, reviews, etc. needed to proceed with episode production process.

DEPED TV AND RADIO UPDATES

Recent restrictions in face-to-face classes caused by the COVID-19 pandemic have shown the importance of adopting alternative ways to deliver education. Under the Basic Education Learning Continuity Plan (BE-LCP), the Department of Education (DepEd) defined four (4) modalities for distance learning using print- based self-learning modules, online learning, TV, and radio-based instructions.

I. Preparatory Trainings

The DepEd TV and DepEd Radio project was initiated by the Office of the Undersecretary for Administration (OUA), thru the Information and Communications technology Service (ICTS) led by Director Abram Abanil, in partnership with the Curriculum and Instruction Strand led by Undersecretary Diosdado San Antonio assistant Secretary Alma Ruby Torio on July 11, 2020 with an orientation on Talent Scouting for Teacher-Broadcasters. The Bureau of Learning Delivery (BLD) led by Director Leila Arreola arranged for initial trainings for radio-based instructions at the University of the Philippines (UP) in both Diliman and Los Banos campuses.

This was followed by the training of the first batch of teacher-broadcasters which on July 24, 2020. Participants produced the first DepEd TV episodes that aired during the dry run on August 11, 2020. The training for the second batch followed on August 13 along with the training for videographers on August 21.

II. Teacher-Broadcasters

After a rigorous selection process, 107 teacher-broadcasters were sele along with 72 production personnel consisting of producers, videograp illustrators, graphic artists, and composers.

The training-workshops were made possible thru the support of the Presidential Communications Operations Office (PCOO) led by Secretary Martin Andanar. Secretary Leonor Magtolis Briones said, "Education is everyone's business, we are so pleased, and we are so touched with the degree of cooperation, assistance, and advice which we have been getting and which we are considering very, very seriously."

IV. Production Team

DepEd's Teacher-Broadcaster Training Program will help equip and empower its select Teacher-Broadcaster candidates to be effective presenters on television, and also allow them to deeply understand the elements of video production by allowing them to discover the roles of Associate Producer, Videographer, Editor, Graphic Artist, and Production Coordinator throughout the program.

The current pool of teacher-broadcasters and production personnel are tasked to produce 130 episodes per week to cover the major subject areas under the Most Essential Learning Competencies (MELCs). DepEd will continue to build its capacity to eventually produce 220 episodes per week covering all subject areas from Kinder to Grade 12.

V. TV and Radio Episodes

DepEd will produce episodes for Kinder to Grade 3 (Primary Levels) that make use of the major dialects in the country to make them more effective for learning. All TV episodes will have Filipino Sign Language embedded in the lectures to make them accessible to the hearing impaired. All TV episodes will also have a corresponding radio-based lecture that is intended to reach learners who do not have access to television.

DepEd TV will air from 7am to 7pm from Mondays to Saturdays. Each episode will cover 20 minutes of lecture and a 5-minute break after each episode.

DepEd is set to have its final test broadcast on September 21 to 25, 2020 via IBC-13 and other partner networks, not only to test all technical matters, but also to evaluate the final contents, designs, themes, templates and all other matters that will make DepEd TV successful and interesting. The final dry run will prepare the Department for the logistical challenges of airing 130 episodes per week starting October 5.

For other channels, the schedule in the morning will be aired in the afternoon, while the schedule in the afternoon will be aired in the morning. third channel will follow the schedule of the first channel, the fourth channel will follow the schedule of the second channel, and so forth and so on.

VI. Partner Broadcasting Networks

Partnerships discussions of DepEd with PCOO, IBC-13, PTV-4, , GSAT, , Gracia Telecoms and the League of Municipalities of the Philippines, Streamtech and Planet Cable, Solar, Mabuhay Pilipinas, the Philippine cable and Telecommunications Association (PCTA), and GMAT are still ongoing. The signing of agreements is expected to be undertaken by next week (September 21-25).

These partnerships would enable DepEd TV to be broadcast in one analog or free channel which can be relayed to digital and satellite TV networks and cable television networks.

DepEd TV will be broadcast unencrypted in order for ABS-CBN's TV Plus, GMA7's Affordabox, and other generic black boxes will be able to receive the Dep TV broadcasts and watched by their own subscribers. The same will also be provided to all local cable TV networks or CATVs so that they can air the DepEd TV in one of their community channels.

VII. DepEd TV and DepEd Radio as a Permanent Program

The DepEd TV and Radio project is proposed to be a long-term strategy of the Department, intended to strengthen the resiliency of the education system beyond the COVID-19 pandemic.

Learning using TV and Radio will continue to be used to address recurring problems caused by disasters and classroom congestion. To ensure the sustainability of DepEd TV and Radio, the Department will have to invest in the following:

• Building up the pool of teacher broadcasters and production personnel to produce 220 episodes per week • Establishing studios in all the Regions and Divisions in the country • Establishing radio stations/transmitters in all schools • Establishing a 6-channel digital television infrastructure that can cover the whole Philippines

We are potentially looking at the future of education here. Apart from online learning, which we are pursuing through DepEd Commons, television and radio continue to be very effective channels for instruction and education, hence the DepEd TV and DepEd Radio
