Bass Most Recent Addendum: May 2010 FOREWORD The Basques have been a successful minority for centuries, keeping their unique culture, physiology and language alive and distinct longer than any other Western European population. In addition, outside of the Basque homeland, their efforts in the development of the New World were instrumental in helping make the U.S., Mexico, Central and South America what they are today. Most history books, however, have generally referred to these early Basque adventurers either as Spanish or French. Rarely was the term “Basque” used to identify these pioneers. Recently, interested scholars have been much more definitive in their descriptions of the origins of these Argonauts. They have identified Basque fishermen, sailors, explorers, soldiers of fortune, settlers, clergymen, frontiersmen and politicians who were involved in the discovery and development of the Americas from before Columbus’ first voyage through colonization and beyond. This also includes generations of men and women of Basque descent born in these new lands. As examples, we now know that the first map to ever show the Americas was drawn by a Basque and that the first Thanksgiving meal shared in what was to become the United States was actually done so by Basques 25 years before the Pilgrims. We also now recognize that many familiar cities and features in the New World were named by early Basques. These facts and others are shared on the following pages in a chronological review of some, but by no means all, of the involvement and accomplishments of Basques in the exploration, development and settlement of the Americas.

    3.5 CULTURAL RESOURCES This section of the Program Environmental Impact Report (PEIR) describes cultural resources in the SCAG region, discusses the potential impacts of the proposed 2016 Regional Transportation Plan/Sustainable Communities Strategy (“2016 RTP/SCS,” “Plan,” or “Project”) on cultural resources, identifies mitigation measures for the impacts, and evaluates the residual impacts. Cultural resources were evaluated in accordance with Appendix G of the 2015 State California Environmental Quality Act (CEQA) Guidelines. Cultural resources within the SCAG region were evaluated at a programmatic level of detail, in relation to the general plans of the six counties and 191 cities within the SCAG region; review of general information characterizing the paleontological resources that have been reported from the SCAG region and review of Dibblee maps of geology and soils; general information characterizing prehistoric and historic human occupation within the SCAG region; general sensitivity of the SCAG region with respect to Native American Sacred sites and tribal cultural resources available through coordination with the Native American Heritage Commission (NAHC) and direct outreach to tribal governments within the SCAG region, including two Native American consultation workshops hosted by SCAG during preparation of the 2016 RTP/SCS and related PEIR; and review of known cemeteries in the SCAG region; a review of related literature germane to the SCAG region; as well as a review of SCAG’s 2012 RTP/SCS PEIR.1 Cultural resources within the SCAG region are recorded in the paleontological fossils; archeological sites and artifacts, historic sites, artifacts, structures and buildings; and the built environment. There is a rich record of archived fossils that are estimated to represent over 500 million years.2 The archaeological record provides evidence of over thousands of years of human occupation.

Tom Sitton was appointed project facilitator in 1974 and worked with various historical societies to complete survey forms. From 1976 to 1977, the museum project operated through a grant awarded by the state Office of Historic Preservation, which allowed the hiring of three graduate students for the completion of 500 surveys, taking site photographs, as well as to help write eighteen nominations for the National Register of Historic Places (three of which were historic districts). The project concluded in 1978. El Boletín se edita anualmente y en él se encuentran presentes desde su aparición en 1876, las firmas de geógrafos, historia- dores, economistas y científicos de las diferentes áreas de mayor relevancia dentro de la Ciencia Geográfica y Ciencias afines. Sus páginas recogen artículos de investigación, noticias y comentarios, reseñas bibliográficas, así como la memoria anual de las actividades de la RSG. The Boletín de la Real Sociedad Geográfica is the tool that this Entity uses to ful- fill the objects its by-laws has defined: promotion of geographical knowledge in all its aspects, and paying a special attention to those issues on which Society is most inte- rested. The Boletín comes out once a year and, since its first issue in 1876, the most relevant geographers, historians, economists and other scientists in Geography and similar Sciences have been published in it. Its pages contain research articles, news and remarks, bibliographic reviews, as well as the RSG's annual activities report.

SUMMARY The purpose of this study is to evaluate the feasibility and desirability of designating the Old Spanish Trail as a National Historic Trail under the study provisions of the National Trails System Act (Public Law 90-543, 16 USC 1241, et seq.). Pioneered by Mexican trader Antonio Armijo in 1829, the Old Spanish Trail was a horse and burro pack route that connected Santa Fe and Los Angeles. In its early years, trappers, slavers, traders, and immigrants used parts or all of the Old Spanish Trail. Other variants of the Old Spanish Trail developed as travelers sought adequate water, grazing, shorter distances, smoother terrain, and safer passage. Over time, multiple, parallel, and intertwined routes developed. Many of these routes followed older trails developed by American Indians, and were later followed by Spanish, Mexican, and other Euro- American explorers. After 1848, use of the eastern end of the trail diminished as the California Trail to the north and southern trails across Arizona became the primary routes to California.
