DEWAR Abstract: This article argues that the lines separating different modes of thought on the centre-left of the political spectrum—liberalism, social democracy, and socialism, broadly speaking—are permeable, and that they share many features in common. The example of Tom Kent illustrates the argument. A leading adviser to Lester B. Pearson and the Liberal Party from the late 1950s to the early 1970s, Kent argued for expanding social security in a way that had a number of affinities with social democracy. In his paper for the Study Conference on National Problems in 1960, where he set out his philosophy of social security, and in his actions as an adviser to the Pearson government, he supported social assis- tance, universal contributory pensions, and national, comprehensive medical insurance. In close asso- ciation with his philosophy, he also believed that political parties were instruments of policy-making. Theories on representation provide a framework for the systematic analysis of the types of representation claims made by political actors. I expand on the political proximity approach—which suggests that public office seekers make more substantive than symbolic claims to their partisans than to non-aligned voters—by arguing that Canadian political parties view mainstream voters as their typical constituents and visible minorities, such as Indo-Canadians, as peripheral constituents. Consequently, campaign messages targeted at mainstream voters include more substantive claims than messages targeted at non-white voters. -

As Aboriginal Affairs critic for the NDP, I have been proud to listen alongside our Leader, Tom Mulcair and our Northern Affairs critic, Dennis Bevington to Yukon First Nations and Yukoners. Together, we brought the messages from Yukon to Parliament. S-6 cannot be supported. We have been clear; First Nations deserve a federal government that will work, nation-to- nation, and respect the work of Yukon Environmental and Socio-economic Assessment Act. Ottawa should not be dictating to First Nations and Yukoners. As Official Opposition, we made every effort to make sure that Yukon voices were being heard loud and clear throughout the process. In Ottawa, our Leader Tom Mulcair hosted Yukon First Nations to hear concerns first hand. In Ottawa and Whitehorse, we met with Yukon First Nations, Yukon leaders, members of the legislature, members of community and environmental organizations, members of industry and Yukoners who were part of putting together YESAA. The messages we heard guided our opposition in Parliament. -

The NDP's Approach to Constitutional Issues Has Not Been Electorally

Paper prepared for the Annual Meetings of the Canadian Political Science Association, June 2004, Winnipeg The federal New Democratic Party experienced a dramatic electoral decline in the 1990s from which it has not yet recovered. Along with difficulties managing provincial economies, the NDP was wounded by Canada’s constitutional debates. The NDP has historically struggled to present a distinctive social democratic approach to Canada’s constitution. Like its forerunner, the Co-operative Commonwealth Federation (CCF), the NDP has supported a liberal, (English-Canadian) nation-building approach that fits comfortably within the mainstream of Canadian political thought. At the same time, the party has prioritized economic and social polices rather than seriously addressing issues such as the deepening of democracy or the recognition of national or regional identities. Travelling without a roadmap, the constitutional debates of the 80s and 90s proved to be a veritable minefield for the NDP. Through three rounds of mega- constitutional debate (1980-82, 1987-1990, 1991-1992), the federal party leadership supported the constitutional priorities of the federal government of the day, only to be torn by disagreements from within. This paper will argue that the NDP’s division, lack of direction and confusion over constitution issues can be traced back to longstanding weaknesses in the party’s social democratic theory and strategy. First of all, the CCF- NDP embraced rather than challenged the parameters and institutions of liberal democracy. -

McCartney Special Issue: Emerging Issues in the Internationalization of Cdn. Article abstract Higher Ed. Although there is a rich critical literature examining international student Volume 50, Number 4, 2020 policy in Canada, very little of it considers the views of Members of Parliament. MPs have limited direct influence over international student policy, but their URI: https://id.erudit.org/iderudit/1075830ar policy talk about international students defines the context within which such DOI: https://doi.org/10.47678/cjhe.v50i4.188831 policy is developed. For that reason Parliamentary debate deserves study. This paper examines MPs’ discussion of international students between 1984 and 2019, tracing themes in MP policy talk over the globalization era. It finds that See table of contents MPs evince remarkably consistent attitudes towards international students. Throughout the period MP policy talk shows that Parliamentarians saw international students as outsiders who were only ofvalue to the extent that Publisher(s) they could be made to serve Canada’s economic or political agenda. The uniformity of this attitude and the lack of dissenting voices suggest that MPs’ Canadian Society for the Study of Higher Education views may be a significant barrier to reforming international student policy in Canada. NDP Response Rural Ontario Priorities
Rural Ontario Institute 1. Access to quality medical services nearby is a long-standing concern for rural and small town. Ontarians typically some distance from urban facilities and services. What is your party’s platform with respect to the accessibility of health care and quality medical services near to rural and small town residents? Is the current situation satisfactory? How would your party’s approach to a Health Accord and/or the Canadian Health Transfer improve things for rural Ontarians? NDP Response: After eight years in government, Stephen Harper’s Conservatives have failed to improve public health care. This is simply unacceptable. New Democrats have a practical plan to strengthen public health care, all Canadians deserve the best quality care, regardless of where they live. Tom Mulcair is committed to better home care, long-term care, palliative care and expanded public coverage for prescription drugs. We’ll put patients at the centre of primary care, and tackle the social determinants of health while recognizing the importance of mental health. These initiatives will benefit all Canadians—including rural and small town residents. 2. Rural and small town Ontario has an older demographic than urban places making services for an aging population, aging in place/home-care/seniors housing a priority for many. Does your party have a proposed policy agenda that it would implement relevant to a rural/small town context? NDP Response: Over the next 25 years, the number of seniors in Canada will double. We need to be ready. But instead of taking action, Stephen Harper’s Conservatives raised the age of eligibility for OAS and GIS from 65 to 67. -

THE MESSENGER MATTERS: RACE, PARTY, AND THE PERCEPTION OF CANDIDATES BY WHITE AND NON-WHITE VOTERS by CHASE B. MEYER (Under the Direction of Ryan Bakker) ABSTRACT This dissertation examines the impact that race has on voter’s support for different candidates and political parties, as well as their perceptions of the different candidates and parties. This dissertation attempts to answer if the race of the candidate running for office impact’s how voters of different races perceive the candidate and vote for the candidate/the candidate’s party. I determine that the race of the candidate matters and that the race of the candidate provides an ideological cue to voters about where the candidate stands on issues. If a candidate is white or non-white it provides a different message to voters regarding where the candidate stands on issues, specifically race-based issues. However, these perceptions can be overcome by candidates and only occur in countries where race is a prominent dimension for political competition.
