PURPOSE

The purpose of this report is to seek council endorsement for the General Manager of Innovation Growth and Development Services to travel to attend the GoSmart Smart Cities Expo and the Strategic Smart City Collective in Taipei, .

The issues addressed in this Report are in accordance with the following Goals/Strategies as outlined in the ‘Evolving Darwin Towards 2020 Strategic Plan’:-

Goal 1. Collaborative, Inclusive and Connected Community Outcome 1.3 Connected community through technology Key Strategies 1.3.1 Develop and promote information and communication technology capabilities to service and inform the community

KEY ISSUES

 This GoSmart Smart Cities Expo (“GoSmart”) engages with the fast moving technologies of smart cities and is part of an intergovernmental initiative. GoSmart offers these technologies to its members across the globe, of which the City of Darwin is a member (as at January 2019). See Attachment E & Attachment F  City of Darwin is currently awaiting a response to its application with GoSmart for an award for the Switching on Darwin project it has also been invited to participate in the smart city forum post the expo event on the 27th of March. See Attachment B  There are two technologies from Taipei and GoSmart which have expressed interest to adopt and deploy in Darwin that require assessment whilst in Taipei – these include artificial intelligence virtual fencing and also emergency response systems engagement. RECOMMENDATIONS

A. THAT Report Number 19CF0117 JS:nt entitled Taipei 2019 Smart City Summit & Expo, be received and noted.

B. THAT Council approve the overseas travel to visit Taipei to attend the Smart City Summit and Forum for one staff member and one elected member.

BACKGROUND

The 2019 GoSmart Smart City Summit & Expo will be held in Taipei from 26th to 29th March 2019. Both the expo and invited forum day on the 26th and 27th respectively will provide an opportunity to better understand applied smart technology systems and the outcomes associated with for further development of the Smart Darwin Strategy and smart city agenda. See Attachment C

DISCUSSION

Attendance at national and regional summits present opportunities to both inform and explore new opportunities that emerge in smart city technologies. Critical to the acceleration of these is the ability to attend these types of initiatives and events.

It is clear however that national events for smart cities are now presenting limited opportunities and that these type of events are more feasible when attended in our northern regions such as China and other Asean networks due to the advanced nature of these smart cities.

Both cost and outcome benefits are clearly more productive by looking north and affirming international relations via these types of events rather than nationally focused events in Australia.

Previously in 2018 this expo gathered over 200+ exhibitors, over 1,000 booths, 30,000+ professional visitors from 50 countries and bought together 120 . This expo focuses on smart healthcare, smart education, smart transport, smart energy, artificial intelligence and machine learning for cities globally. See Attachment D

City of Darwin has recently received expressions of interest for testing of numerous technologies already applied in Asia and this expo will explore these and other relevant technologies in application and exposition. It will allow City of Darwin representatives, both staff and elected members to gain an understanding of these and bring back options for consideration in the future.

This report was considered by the Strategic Direction Group on 25th February and now referred to Council for consideration.

POLICY IMPLICATIONS

BUDGET AND RESOURCE IMPLICATIONS

Cost to attend including flights and accommodation is approx. $1,500.00 per person and can be funded via the International Relations operational budget. For 4 attendees, the approximate cost would be $6,000. See Attachment A.

RISK/LEGAL/LEGISLATIVE IMPLICATIONS

Council is continuing to build its portfolio for international relations within its Department of Innovation, Growth and Development Services and will ensure that engagement with appropriate agencies of the Northern Territory and the Federal Government is undertaken to support this initiative.

Appropriate messaging about the purpose of the visit to Taipei and the value and return on investment will be developed to ensure any public interest can be managed appropriately.

A presentation will be made by the officers in attendance following the visit to Taipei.

ENVIRONMENTAL IMPLICATIONS

Commercial flights have the ability to carbon offset for a small fee, that is part of Council’s booking process.

A focus area for action within the Smart Cities, Switching on Darwin project, as part of the Darwin City Deal, is “liveability and sustainability”. Projects in the Darwin City Deal particularly address health and wellbeing of residents, the attractiveness and amenity of the city, improved safety and social cohesion, smart urban and landscape design, access to green space and the use of active transport, while acting to reduce carbon emissions.

2019 GO SMART Award

I. Purpose

To commend the excellent performance in the promotion of Inter-City PoC projects (see below) among governments and other city stakeholders, the Global Organization of Smart Cities (hereinafter referred to as ‘GO SMART’) encourages Inter-City PoC exchanges between cities by a yearly award contest. The contest seeks to stimulate active urban innovation knowledge sharing between cities and create the opportunity for other city stakeholders to showcase their solutions, products or services. .

Inter-City PoC needs to meet one of these criteria: 1. A collaborative project between two cities or related stakeholders, in which a PoC project of one city is tested in another city to validate the outcome of the original PoC project. 2. A collaborative project between two cities or related stakeholders, in which both cities will simultaneously start a similar PoC project, to compare the results of the project.

3. A collaborative project between two cities or related stakeholders, in which stakeholders from both cities are involved.

II. Registration and selection process

1. Phase 1: Application Please apply by sending this form to e-mail ([email protected]) before February 14th, 2019 23:59:59 (GMT+8). The application is confirmed upon your receipt of a confirmation mail from GO SMART.

2. Phase 2 (1st. Round Evaluation) The GO SMART Jury will review all applications and the finalists shall be announced on the GO SMART website (www.citiesgosmart.org) on February 27th. 2019.

3. Phase 3 (2nd. Round Evaluation) The GO SMART jury will select 3 winning projects from the finalists. The Jury reserves the right to award no prize. The Award Ceremony will be held on the 1st. GO SMART General Assembly on March 27th, 2019.

Global Organization of Smart Cities

BACKGROUND Taipei Smart City Project Management Office (TPMO) has been established by Taipei City Government since 2016. Under a public-private partnership framework, TPMO has successfully introduced industry resources in support of the central government’s policies(Top down),conducted more than 140 cases of agency and industry matchmaking(Bottom up), and provided better smart services to citizens. To exchange smart city experiences and solutions with global cities, Taipei City Government has taken the initiative to establish an international organization – Global Organization of Smart Cities (GO SMART). It would facilitate and foster the exchange of solutions among cities, industries and institutions with the goal to accelerate Smart City innovations through collaborating on “Proof of Concept” (PoC) projects.

VISION GO SMART aims to establish an open, global and pragmatic platform for cities, industries and academia worldwide to develop progressive solutions for citizens.

MISSIONS 1. Connect global cities, industries and institutions to establish a network of sharing smart city resources and information 2. Initiate Inter-city PoC projects 3. Promote innovative solutions to improve the quality of living for citizens

ABOUT THIS EVENT Important information The 2019 Smart City Summit and Expo (SCSE) is an annual B2B oriented exhibition focused on smart city developments and solutions. Considered the Date: most comprehensive intelligent solutions event in the Asia-Pacific, business 26-29 March 2019 leaders, policy makers, industry experts, and stakeholders from around the Location: world come to Taipei to join this event. TAIWAN MARKET OVERVIEW Taiwan is an accessible and well-regulated market with strong IP protection, ICT and manufacturing industries. It is strategically located at the heart of the Asia-Pacific region, and has served for decades as a hub linking developed Western economies and emerging Asian markets. This makes it an ideal partner for Australian companies interested in product prototyping, concept testing, manufacturing, and expanding into the Asian market. The Taiwan Government is supporting industry through its Asia Silicon Valley Development Agency (ASVDA) and Forward-Looking Infrastructure Development Program (FLIDP), which aims at attracting international talent and technology to the market. The Government is working with industries to develop applications in Fintech, Edutech, Smart Healthcare, Smart Transportation, Regional Planning, 5G Broadband, Smart Energy, Water Management and Disaster Prevention.
