We are just an extra or we are taken along as an extra. We need Black men and women to being the masters of technology, space, finance or medicine. We need to be in control. It isn't simply enough to just ride along and be along. We must have our own technology program. We must explore our moons and the other sides of the world. It is only out of mastery and the desire for mastery and, what may be a very bad word, the desire for power that mental growth takes place. To opt for equality - that we've done too much - does not do enough emphasis on mastery of our selves and our destiny and so forth. There is a difference in a child when he is going to school to master something as opposed to becoming a servant. The major difference is on how he interacts with the information that is being developed in the classroom and how he perceives that information and how he is going to use that information. To a good extent a person who is not headed for mastery is essentially interested in learning what as opposed to how. To a great extent his approach to knowledge is passive and he is more interested in memorizing and remembering what is told to him. He is learning more to take orders than he is to give orders. To a great extent, many of our so called educated Blacks, that is highly educated Blacks, are educated in that mode. Unfortunately, many of us go to school to get a job, for instance. We do not perceive it as a part of a massive effort to attain control and mastery of our situation and ultimately to outdo the european. You see one of the major problems we have as a people, and one of the major functions of euro-centric psychology, sociology, history and so forth has been to convince non-white people of the invincibility of white people, to convince us that the white man is not capable of being defeated, that he cannot assume his minority position in the world as he is. This being the case then, it has made us think that we have to accommodate him, that we have to get along with him, we have to live with him because they are in control and so forth. Well, that leads to a type of attitude toward learning. That means that you are not going to try to out-learn him, out-think him, out-maneuver him, you see. So, if you are going for mastery, then the knowledge becomes very important and you see it as a tool for advancing your own power interests in the world. If you're not going for mastery, then you see it as a means of carrying out efficiently the orders that are handed down. It also limits creativity because if we are to defeat the european, we are to master this earth, take back this earth from the european then we must out-think the european. We must then be creative, that puts the learning emphasis on the how-ness, the how to think, as such, and to the use of knowledge as a tool of mastery. It's a very different kind of thing, very different emphasis. I want to get a little more practical implication of what this means. As a result of the control, the paternalism of the europeans over Black people we must recognize that even if the european becomes good and nice, and accepts us and so forth, the fact that he would still be in control creates what we call a benevolent paternalism which still to a degree helps to maintain this passive mode of thinking, this passive mode of knowledge. NOV2019 GARVEY'S VOICE The Berlin Conference was held in Berlin, Germany, from November 15, 1884, to February 26, 1885. Among the evildoers present were representatives from thirteen different European countries: Austria-Hungary, Belgium, Denmark, France, Germany, Great Britain, Italy Netherlands, Portugal, Russia, Spain, Sweden-Norway, Turkey, and the USA. Due to conflicts that had arisen concerning claims to African territory, in particular the disagreement among Belgium, France, and Portugal over possession of the Congo Basin, the diplomats assembled to partition Africa and to settle territorial claims, as well as to discuss matters of future trade as they would steal Africa's abundant resources. The Berlin Conference initiated a greedy, brutal scramble for Africa. It resulted in the formation of the Berlin Conference General Act of 1885, which ensured that no one could claim African land simply by name. Because this meant that territories were claimed on a “first-come-first-serve” basis, it heightened the speed and brutality in which Africa was conquered. The Europeans did not hesitate to take advantage of the unsuspecting Africans by using brute force genocide, technology and trickery to con the natives of their land and resources. Prelude to the Conference [Genocide] From 1878 to 1885, Stanley returned to the Congo, not as a reporter but as an envoy from Léopold with the secret mission to organize what soon after the closure of the Berlin Conference, i.e. in August 1885, would become known as the Congo Free State. French intelligence had discovered Leopold's plans, and France quickly engaged in its own colonial exploration. In 1881 French naval officer Pierre de Brazza was dispatched to central Africa, traveled into the western Congo basin, and raised the French flag over the newly founded Brazzaville, in what is now the Republic of Congo. Finally, Portugal, which already had a long, but essentially abandoned colonial Empire in the area through the mostly defunct proxy state Kongo Empire, also claimed the area. Its claims were based on old treaties with Spain and the Roman Catholic Church. It quickly made a treaty on 26 February 1884 with its former ally, the United Kingdom of Great Britain and Ireland, to block off the Congo Society's access to the Atlantic.

But the military eventually handed over to the APC and its leader Siaka Stevens in 1968. He turned the country into a one -party state in 1978. He finally retired in 1985, handing over to his deputy, General Momoh. Under popular pressure, one party rule was ended in 1991, and a new constitution providing for a return to multi-party politics was approved in August of that year. Elections were scheduled for 1992. But, by this stage, Sierra Leone's institutions had collapsed, mismanagement and corruption had ruined the economy and rising youth unemployment was a serious problem. The government was unable to cope with the insurrection, and was overthrown in a junior Officers coup in April 1992. Its leader, Capt Strasser, was however unable to defeat the RUF. Ejiogu, Department of Sociology University of Maryland Abstract Since time immemorial, societies, states and state builders have been challenged and transformed by the need and quest for military manpower.1 European states relied on conscript armies to ‘pacify’ and retain colonies in parts of the non-European world. These facts underscore the meticulous attention paid by the British to the recruitment of their colonial forces in Africa. In the Niger basin for one, conscious efforts were made by individual agents of the British Crown and at official level to ensure that only members of designated groups were recruited into those colonial forces that facilitated the establishment of the Nigerian supra- national state. The end of colonial rule and shifts in military recruitment policies hardly erased the vestiges of colonial recruitment from the Nigerian military. The study on which this article is based and which examines Britain’s policies on military human resource recruitment as state-building initiatives, argued that military coups d’état in Nigeria can be traced back to colonial and post-colonial recruitment patterns for military human resources. Introduction Nigeria, built in the late nineteenth century by British colonial intervention, is Africa’s most populous country.2 Events in Nigeria3 since October 1, 1960, when it acquired political independence from Britain, furthermore attest to the political instability that the country experiences.

    Chapter II When you slip and fall, do not look for the cause of your fall where you lie; the cause is where you slipped. – Mende Proverb 2.1 Conflict Analysis The end of the cold war in 1989/90 can be considered, as a point of departure for many world developments, both positive and negative. In Africa, as in other parts of the world, the effect of the termination of the ideological war was seriously felt. While the termination of the cold war brought in its wake the end of proxy wars fought in Africa, it however signalled the genesis of another kind of conflict – intra-state conflicts. No longer were wars or conflicts fought between states, but between mostly the government, and the so-called rebels or insurgents. The upsurge of these intra-state conflicts has left analysts confounded as to the causes and nature of such conflicts. One of the unique, though negative, characteristics of the violent conflicts that erupted in Africa after the end of the cold war was the level of violence directed at civilians. In the post-cold war conflicts in Africa, approximately 70% of the victims are civilians.77 Approximately 80% of the wars fought in the post-cold war era were also intra-state as opposed to inter-state conflicts, witnessed during the cold war era.78 Some have argued that the type of conflict witnessed in the post cold war era can be traced to the geopolitical map bequeathed to Africa by its colonial powers.79 Somerville’s contention is that the imposition of boundaries brought people who were never a “people” together, and hence such situation is bound to lead to conflict.

While recent data collected throughout the country shows an increase in motivation to participate in this month's election, doubts about the electoral process and concerns for longstanding development issues mar the enthusiasm. Birnin Gaouré, Dosso, December 2020 By Johannes Claes and Rida Lyammouri with Navanti staff Published in collaboration with Niger could see its first democratic transition since independence as the country heads to the polls for the presidential election on 27 December.1 Current President Mahamadou Issoufou has indicated he will respect his constitutionally mandated two-term limit of 10 years, passing the flag to his protégé, Mohamed Bazoum. Political instability looms, however, as Issoufou and Bazoum’s Nigerien Party for Democracy and Socialism (PNDS) and a coalition of opposition parties fail to agree on the rules of the game. Political inclusion and enhanced trust in the institutions governing Niger’s electoral process are key if the risk of political crisis is to be avoided. Niger’s central role in Western policymakers’ security and political agendas in the Sahel — coupled with its history of four successful coups in 1976, 1994, 1999, and 2010 — serve to caution Western governments that preserving stability through political inclusion should take top priority over clinging to a political candidate that best represents foreign interests.2 During a turbulent electoral year in the region, Western governments must focus on the long-term goals of stabilizing and legitimizing Niger’s political system as a means of ensuring an ally in security and migration matters — not the other way around.

President Kwame Nkrumah of Ghana, while on a visit to Communist China, was deposed on Feb. 24 as the result of swift action in an Army coup which established in power a National Liberation Council led by Major-General Joseph A. Ankrah, the former Chief of Defence Staff of the Army. In the early hours of Feb. 24 units of the Ghanaian Army occupied key installations in Accra and the other principal towns and attacked President Nkrumah's presidential guard of about 200 men at Flagstaff House, the President's strongly fortified palace in Accra; many of the guard surrendered by 11 a.m. and were arrested, but others continued to resist until the following day. One of the coup leaders, Brigadier A. K. Ocran [see below], said on March 7 that the action had been carried out by two brigades totalling 3,000 men, and that no more than 27 persons had lost their lives, including seven members of the Army and between 10 and 20 presidential guards at Flagstaff House. Among those killed was Major-General Charles M. Barwah, the Deputy Chief of Staff. The leader of the military action, Colonel Emmanuel Kwashie Kotoka (the commander of the 2nd Army Brigade stationed in Kumasi) announced in a broadcast on Feb. 24: “The myth surrounding Kwame Nkrumah has been broken.” President Nkrumah and all his Ministers, Colonel Kotoka stated, had been dismissed, his Convention People's Party (C.P.P.) declared illegal, and Parliament dissolved.
