This act shall be known as the “Filing Dates” Act of 2013. 16 17 Section 2. NEW LAW: A new chapter of the Oklahoma Intercollegiate Legislature 18 Statutes to read as follows: 19 20 Chapter Four 21 Announcements of Candidacy 22 23 SECTION 400: 24 Any person wishing to run for any of the elected offices that make up the 25 Steering Committee must announce their candidacy to the Governor 26 during an open filing window. 27 28 SECTION 401: 29 The Governor shall open a filing window at 8:00 AM on the last day of 30 Fall Legislative Session and must close that filing window at 11:59 PM on 31 the day three weeks before the first day of the following Spring 32 Legislative Session. 33 34 SECTION 402: 35 In the event that there have been no announcements of candidacy for 36 certain elected offices that make up the Steering Committee, the Governor 37 shall open a filing window beginning after the First Joint Session of the 38 Spring Legislative Session and ending no later than 11:59 PM on the first 39 day of the Spring Legislative Session. This filing window should only be 40 used to announce candidacy for offices for which no announcements were 41 made in the window described in Section 401. 42 43 SECTION 403: 44 No filing windows other than those described in Sections 401 and 402 45 may be opened. 46 5 1 2 SECTION 404: 3 Any candidate found to have campaigned for any elected office that makes 4 up the Steering Committee without first announcing their candidacy to the 5 Governor shall forfeit their vote in any elections during the following or 6 current Spring Legislative Session. Any such candidate will also forfeit 7 their right to run for elected office for the election in question. 8 9 Section 3. This act shall become effective at the end of the session of its passage and 10 approval. 11 6 1 Oklahoma Intercollegiate Legislature 2 2st Session of the 45th Legislature (2013) 3 4 Senate Bill No. ECU-001 By Lewis (ECU) 5 Morris (ECU) 6 7 AS INTRODUCED 8 9 An act relating to adoptions; providing short title; providing for definition; providing for 10 codification; declaring an emergency and providing an effective date. 11 12 BE IT ENACTED BY THE STATE OF OKLAHOMA 13 14 Section 1. This act shall be known as the Oklahoma Adoption Assistance Act of 15 2013. 16 17 Section 2. DEFINITION. As used in SECTION 3 of this title “foster child” means a 18 person who has been or is in the foster care program of the Department of 19 Human Services. 20 21 Section 3. NEW LAW. A new section of law to be codified in the Oklahoma Statutes 22 as follows: 23 24 The State of Oklahoma shall provide grants for, or reimbursement 25 of non-recurring adoption expenses to secure and support safe and 26 permanent adoptive families for any foster child. 27 28 Grants or reimbursements up to $5,000 shall be provided to 29 prospective adoptive parents who successfully meet the applicable 30 requirements set forth in 10 O.S. 2001, § 7503-1.1. 31 32 Section 4. It being immediately necessary to assist adoptive families who lack the 33 financial resources to pay non-recurring adoption expenses, but who are 34 otherwise qualified to be adoptive parents, an emergency is hereby 35 declared to exist, by reason whereof this act shall become effective 36 immediately upon passage and approval. 37 7 1 Oklahoma Intercollegiate Legislature 2 2nd Session of the 45th Legislature (2013) 3 4 Senate Joint Resolution No. ECU-101 By Lewis of the Senate (ECU) 5 Morris of the Senate (ECU) 6 Langthorn of the Senate (UCO) 7 Gbadamosi of the Senate (CU) 8 Thomason of the Senate (RSU) 9 Robertson of the House (ECU) 10 Starkey of the House (ECU) 11 Wilder of the House (UCO) 12 13 AS INTRODUCED 14 15 A resolution relating to marriage; directing the Secretary of State to refer to the people 16 for their approval or rejection a proposed amendment to the Oklahoma Constitution by repealing 17 section 35 of Article II; providing ballot title; and directing filling. 18 19 BE IT RESOLVED BY THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE 20 2ND SESSION OF THE 45TH OKLAHOMA INTERCOLLEGIATE LEGISLATURE: 21 22 Section 1. The Secretary of State shall refer to the people for their approval or 23 rejection, as and in the manner provided by law, the following proposed 24 amendment to Article II of the Constitution of the State of Oklahoma by 25 repealing Section 35. 26 27 Section 2. The ballot title for the proposed Constitutional amendment as set forth in 28 Section 1 of this act shall be in the following form: 29 30 BALLOT TITLE 31 32 Legislative Referendum No. O.I.L. Question No. 33 34 THE GIST OF THE PROPOSITION IS AS FOLLOWS: 35 36 This measure repeals a section of law from the Constitution. It would eliminate 37 the prohibition against marriage licenses being issued to persons of the same sex, and 38 allow persons of the same sex who are legally married in other states to have their 39 marriages recognized in Oklahoma. 40 41 SHALL THE PROPOSAL BE APPROVED? 42 43 YES, FOR THE AMENDMENT 44 45 NO, AGAINST THE AMENDMENT 46 8 1 Section 3.
