Despite grandiose visions, a majority of communal experiments have faded quickly into oblivion. A wealth of scholarship has focused on reasons why communes typically fail. My research of an ecumenical commune in northern New Mexico examines what has facilitated its perpetuation for over 42 years. I participated in this community for different periods of time for over three years. With the assistance of a resident oral historian, I was able to expand my study into a diachronic view that spanned decades. I conclude that there are multiple and interconnected factors that have given strength to this community. Factors contributing to its persistence throughout its existence have been a strong economic base, strong social structures, overarching ideologies, adaptability, charismatic influence, ritual observances, sacralization of space and material culture, amicable relations with the outside, conflict management mechanisms, and boundary maintenance. In the past two decades other factors have been added or intensified to contribute to its solidarity including a transient population and a widening circle of outside support. ii ACKNOWLEDGEMENTS My gratitude extends to many individuals who have supported this project.     International Journal of Communications Law & Policy Special Issue Global Flow of Information, Autumn 2005 GOVERNING THE EGALITARIAN CORE OF THE INTERNET ∗ By Christoph Engel ∗∗ ABSTRACT Few would claim that regulators, or academics working on regulatory policy, have neglected the Internet. However, most of their work is attracted by the global character of the Internet. Admit- tedly, this is a serious challenge to regulation, but it is not the only, and probably not even the most disquieting one. In the regulatory discourse, short shrift is given to the fact that the Internet originated in the egalitarian culture of American university computer labs. Its architecture was shaped during that period. Up to the present day, many key functions for Internet management are held by people coming from that culture. This paper argues that the egalitarian challenge to Internet governance has been largely over- looked. The challenge is serious, but not unmanageable. Nevertheless, regulators must use appro- priate concepts to understand the challenge. A subfield of sociology, cultural theory, is particularly instrumental for that purpose. In order to address the challenge, regulators must use a set of gov- ernance tools that deviates considerably from standard regulatory responses. INTRODUCTION The Problem Regulators are not good at multi-tasking. Admittedly, no one would claim that regulators have neglected the Internet. After all, there is a flurry of regulatory activity all over the world, 1 and an almost intractable amount of academic work on Internet-related subjects. 2 Most of this work is driven by the global character of the Internet. Weed, Ph.D. The Institute for Research and Evaluation Thomas Lickona, Ph.D. Center for the 4th and 5th Rs (Respect and Responsibility) School of Education, State University of New York at Cortland ABSTRACT This chapter provides a broad picture of the abstinence education movement in the U.S. and the historical, political, and theoretical context of its journey. It describes the problems it has targeted, the policies and programs it has designed to solve them, and the results of these various interventions. Solutions to the problems posed by adolescent sexual activity have fallen into three camps: risk reduction, risk avoidance, and a combination of those two approaches. This historical context permits a comparative analysis of the most common sex education strategies and provides a better understanding of what abstinence education actually looks like—what it is and what it is not. In addition to describing the outcomes of the different approaches to sex education, we examine their foundational premises and assumptions, with the intent to clarify not only what does or does not work but also the reasons for success or failure. As important as the effectiveness question is, the underlying rationale, theory, or premise on which any program strategy is based is equally important if we are to understand how to benefit from prior successes and failures. In addressing these issues, we propose and describe an empirical model that delineates key predictors of adolescent risk behavior and demonstrates important causal mechanisms that program developers can focus on for more effective interventions.
