By implementing legislation designed to stabilize growth, the diversity of Albanian media outlets will increase along with widespread advancements to technology and infrastructure. © 2012 Swiss Association of Communication and Media Research. Denko Мaleski Born on 14 Novenber 1946 in Skopje, then FPR Yugoslavia. Denko Мaleski received his Master of Political Science from the University St. Cyril and Methodius in Skopje in 1977, then his PhD in International Relations from the University of Ljubljana in 1981. In 1986 he was elected Dean of the Faculty of Interdisciplinary Studies of Journalism at the University of Skopje. During 1990 Maleski was a visiting Fulbright professor at Bowling Green University in Ohio, USA. During 1998-99 he was at the Woodraw Wilson Center for International Studies at Princeton University, USA. Denko Maleski was the first foreign minister of the Republic of Macedonia from 1991 to 1993 and ambassador to the United Nations from 1993 to 1997. Maleski was professor of International Politics at the Law Faculty of the University in Skopje and director of the postgraduate studies of International Politics and International Law. Now Maleski is Professor Emeritus at the American University of Europe in Skopje. He is the author of numerous scientific publications articles and essays. Maleski is the author of several books: Contemporary Political Systems, 1991; International Politics, 200; The Worlds of Thucididies and Machiavelli, 2001; Political Essays, 2012; The Tar Baby (Macedonia in International Relations 1991-1993), 2012. 2. It introduces the concept of media in tegrity to denote public service values in media and journalism. Five countries were integrity covered by the research presented in this book: Albania, Bosnia and Herzegovina, Croatia / MaCedonia / serbia Croatia, Macedonia and Serbia. The research – conducted between July 2013 and February 2014 – was part of the regional project South East European Media Obser vatory – Building Capacities and Coalitions for Monitoring Media Integrity and Ad vancing Media Reforms, coordinated by the Peace Institute in Ljubljana. However, outlets often display a strong political bias, and their reporting is influenced by the economic or political interests of their owners. Libel remains a criminal offense, punishable by fines and up to two years in prison. While there have been no criminal libel cases against journalists in recent years, former culture minister Ylli Pango successfully sued the private television station Top Channel for airing hidden- camera video of him asking young female job applicants to disrobe. He had been forced to resign after the recordings were broadcast in March 2009. In June 2010, a court ordered the station to pay roughly $500,000 in damages to Pango on the grounds that they had been obtained illegally. The government of Prime Minister Sali Berisha has repeatedly used administrative mechanisms, including tax investigations and arbitrary evictions from state-owned buildings, to disrupt the operations of media outlets it perceives as hostile. Regulatory bodies are seen as highly politicized. Journalists sometimes face intimidation and assaults in response to critical reporting. Mero Baze, the owner of the newspaper Tema and host of a talk show on the independent television station Vizion Plus, was allegedly assaulted by businessman Rezart Taci and two of his bodyguards in November 2009. Through his media outlets, Baze had accused Taci of tax evasion and irregularities in his acquisition of a state-owned oil refinery. -

Fall 08 FINAL NARRATIVE REPORT Thematic window Albania Democratic Economic Governance Joint Programme Title: Economic governance, regulatory reform, public participation, and pro -poor development in Albania January 2013 Prologue The MDG Achievement Fund was established in 2007 through a landmark agreement signed between the Government of Spain and the UN system. With a total contribution of approximately USD 900 million, the MDG-Fund has financed 130 joint programmes in eight Thematic Windows, in 50 countries around the world. The joint programme final narrative report is prepared by the joint programme team. It reflects the final programme review conducted by the Programme Management Committee and National Steering Committee to assess results against expected outcomes and outputs. The report is divided into five (5) sections. Section I provides a brief introduction on the socio economic context and the development problems addressed by the joint programme, and lists the joint programme outcomes and associated outputs. Section II is an assessment of the joint programme results. Section III collects good practices and lessons learned. Section IV covers the financial status of the joint programme; and Section V is for other comments and/or additional information. We thank our national partners and the United Nations Country Team, as well as the joint programme team for their efforts in undertaking this final narrative report.
