    Report to Cabinet Date of Meeting 30th March 2021 Portfolio A Thriving Economy Report Author Dawn Sexton Public Document The Formation of a Community Rail Partnership for the Calder Valley Line Executive Summary 1.1 Members of the Cabinet are asked to approve the formation of a Community Rail Partnership (CRP) for the Calder Valley Line, which would include all five of the borough’s railway stations along with seven railway stations in Calderdale. 1.2 CRP’s bring together local groups and partners along railway lines to work with the rail industry, and deliver a range of community engagement and promotional activities to encourage ownership and improve access to and use of local rail services. CRPs promote understanding of the importance of local railways, in terms of improving mobility and sustainable travel, community cohesion and wellbeing and social and economic development. 1.3 Officers from Rochdale and Calderdale Councils, in conjunction with Transport for Greater Manchester (TfGM) and the West Yorkshire Combined Authority (WYCA), have been working together on a proposal to establish a CRP with Rochdale Borough Council acting as the accountable body for the partnership in the first instance. 1.4 Forming a CRP would involve creating a Community Rail Officer post (part- time) to support the partnership, to develop a business plan and deliver activity to promote use of the Calder Valley Line. The work will increase community engagement and complement the Council’s Rail Corridor Strategy which promotes the physical regeneration of land and buildings around the Borough’s rail stations. The aim of these initiatives is to support delivery of the Regional Affordable Warmth Strategy and Action Plan, and in turn, each Local Authority’s individual Affordable Warmth Strategies to reduce fuel poverty and facilitate affordable warmth. The Regional Scheme is funded to £2.5m over the period 2008-2011, which has been split equally amongst the 5 West Yorkshire authorities. Leeds City Council has been allocated £500k to fund capital measures and Scheme Management fees over the term of the initiative. A tender process has been completed for the Scheme Manager to run the initiatives, for which Kirklees Energy Services have been provisionally appointed subject to signing of the contract. However, in addition, there is a requirement for a ‘banker’ to be put in place to administer the expenditure of the Scheme funds and for auditing purposes. There are two types of report: progress against the priorities and targets of the Coventry Local Area Agreement and progress against the full set of National Indicators. From the Performance Reports page, you can return to the homepage by clicking the green Facts about Coventry button. There is also a link to an on the homepage, where feedback can be given about the Facts about Coventry project. There are numerous other links on the left-hand side of the screen which provide access to further information regarding Coventry Partnership. Figure 1 Further down the page, eleven images represent eleven themes under which information is grouped. To access the available information, choose a category (e.g. "People and Place") by clicking one of the images at the bottom of the screen (Figure 2). Once selected, a list of sub-categories is obtained. From here, click the right or left arrow button. The pictures will rotate, moving from sub-category to sub-category (e.g. "Information about Households"). 1 Click on the arrow once the desired sub-category has appeared. This will stop the pictures moving. From here, individual data entries can be accessed under the sub-category. We’re Distributing Visors to Local Businesses Here at Disability Partnership Calderdale we’ve been given a supply of over a hundred PPE visors by Andrew Hinton from Calder Community Cares. We’ve worked with local business organisations and direct with a range shops and cafes in Halifax to distribute these visors Local businesses that have benefitted include Boothtown News , Boothtown Post Office, Cost Cutters, various Piece Hall shops, and the newly re-opened Top Door Espresso coffee shop on Alexandra St. Sport Centres and Libraries Re-Opening Calderdale Council is reopening more sports and leisure facilities and libraries following the recent reopening of the Central Library and Archives in Halifax.
