I. Introduction

Guangxi Wuzhou Urban Development Project was approved with the amount of $100 million by the Asian Development Bank (ADB) on 15 December 2008 and became effective on 28 July 2009. The physical completion of the project and the closing dates are expected on 30 June 2014 and 31 December 2014, respectively. Wuzhou College monitored the resettlement progress and situation of Pingminchong Valley Geohazard Resettlement & Prevention component and Hongling Road Network and Related Infrastructure component for ADB Loan 2491-PRC: Guangxi Wuzhou Urban Development Project. During the tenth external resettlement monitoring, we continued to make the contact with Pingminchong Demolition Management Office and Changzhou Land Acquisition and Resettlement Management Office, and conducted our routine work. We made regular consultation and monitoring, as well as went to resettlement communities, Economy Housing Community, and Cheap-rental Housing Community for field research and investigation. We’ve taken a sample survey of total 71 affected households for their incomes and training in 2014. Of the 71 households, 61 are affected by Pingminchong Valley Goehazard Resettlement and Prevention Component and 10 by Hongling Road Network and Related Infrastructure Component. We’ve also conducted home visit (or telephone interview) and held consultation meeting with some APs, and we focused on the monitoring of resettlement implementation of Longping Village’s un-resettled households who are affected by Hongling Road Network. This 10th External Resettlement Monitoring Report is prepared based on our survey and investigation. It covers from 1 July to 31 December, 2014.

The original design for Hongling road network component was to constructed, expanded and reconstructed 32 roads (Road 1# to 5#, 8# to 31#, 35# to 37#) with total length of 36.2 km and width of 12-to-60 m. Of the 32 roads, 29 are within the Hongling area, the other 3 are beyond Hongling area. They include expressways, arterial roads, secondary trunk roads and branch roads, with associated drainage pipelines, sewage pipelines, public green areas, street lights and traffic lights. Based on the latest updated RP approved by ADB, land acquisition and housing demolition will involve two urban resident communities (Pingmindong Community and Pingminxi Community) and two rural villages (Longxin Village and Longping Village).

The original CB07 contract package was comprised of 22#, 23#, 24#, 25#, 27#, 28#, 29#, 30# and 31#. During the second loan review mission of February 2011, Wuzhou PMO proposed to finance the CB07 contract package (except Road 30#) domestically. The Mission approved in principle. Therefore, only construction of Road 30# remained in Contract CB07. In the second half of 2011, due to the proposed resettlement progress was postponed and the cost would most probably overrun, after close investigation and further argumentation, the IA believed that Road 5# and 30# had less priority compared to other key roads in the project scope, the cancellation of them would not affect the original project objectives and there would be no additional land acquisition and resettlement issues. Thus, during April 16 to 19, 2012, the mission agreed to cancel Road 5# and 30# from the project scope and finance them domestically after consultation. As a result, the original 32 municipal roads now reduce to 22, totaling 29.8 km. The households affected by the land acquisition and resettlement were reduced by 199 (or the APs reduced by 763). Because of the completion of the land acquisition, the impact of permanent land acquisition, the affected enterprises and institutions, and the basic infrastructures and special facilities will remain the same, except the number of the persons affected by the residential structures demolition. After the cancelation of Road 5#, 22#, 23#, 24#, 25#, 27#, 28#,

29#, 30#, and 31#, we should pay special attention to Table 1 (Summary of Land Acquisition and Resettlement Impacts and Progress), Table 5 (Demolishment of Residential Structures and Associated Auxiliaries within and beyond ROW), Table 7 (Affected Basic Infrastructures and Special Facilities), Table 8 (Type and Quantity of Affected Vulnerable Groups within ROW), Table 9 (Residential Structures and Related Auxiliaries Demolition), and Table 11 (Choices of 365 Relocated Households Relocated), and Table 12 (Implementation Progress of Resettlement of the 22 Households to Be Relocated in Longping Village), etc.. The relevant statements have been revised according to the latest RP information and monitoring data.

As a result, a total of 891 households or 3,942 persons (634 urban dwellers and 3,308 rural dwellers) will be affected because of permanent land acquisition. The demolition of residential structures will affect 2,108 households or 7,138 persons who living in their private houses or rental houses of institutions and enterprises (including 7 households who run family-based businesses with 15 employees’ families). Furthermore, 2,112 persons from 38 institutions and enterprises will be relocated because of non-residential structure demolition. Of which, in right of way (ROW) of Hongling, a total of 586 households (or 2,556 persons) with 106,200.6 m2 will be affected by house demolition.

To date, 365 households (340 in Longxin village, 25 in Longping Village) or 1,677 persons have relocated and 59,706.90 m2 structures have been demolished. Of the remaining 221 households, 199 households (or 763 persons) are in Longxin Village, with 42,778.30 m2 of structures to be demolished, while 22 remaining households (or 116 persons) are in Longping Village, with 3,715.40 m2 to be demolished. The remaining affected 199 households of Longxin Village are within the cancelled Road 5#, 22#, 23#, 24#, 25#, 27#, 28#, 29#, 30#, and 31#. Thus, the remaining un-relocated households for the whole project are 22 households.

The construction of the Project has acquired about 3,681.44 mu of land permanently, of which the state-owned land totals 2,865.88 mu, collective-owned land totals 815.56 mu (including 272 mu of farmland, accounting for 7.39%). A total of 225,706.90 m2 residential houses and 19,264 m2 non-residential structures of institutions and enterprises will be demolished. In addition, some auxiliaries, basic infrastructures and special facilities have also been affected to a certain extent.

As the latest resettlement monitoring shows, of the affected total population estimated in the original RP, 341 households or about 1,018 persons are classified as vulnerable groups, including 161 households with residential area of less than 12 m2 per capita, 32 households with disabled persons, 108 households headed by women, 18 households living under the minimum living guarantee (MLG), and 22 “Five Guarantees” households. Land acquisition or resettlement will not affect any ethnic minority households. Furthermore, we’ve continued to survey and monitor the vulnerable groups, practically the “Five Guarantees” households, households living under the minimum living guarantee, households headed by women. The result indicates that the resettlement and relocation has caused no income losses to the affected vulnerable groups. Wuzhou Municipal Government (WMG) has provided them with training and re-employment opportunities, mainly including engagement in agricultural production, and working as temporary cleaners, catering services workers and so forth in Wuzhou Railway Station and the surrounding institutions and enterprises. They make monthly per capita net income from CNY 1,200 to 3,000. However, there are 2 “Five Living Guarantees” households who have no economic income resources, due to no labor force supports their living, or they are disabled or orphans. They have to depend on subsidies from the government for the cost of clothing, food, consuming, education and funeral. They are not engaged in any

2 The 10th External Resettlement Monitoring Report economic activities whether before or after relocation and resettlement, therefore, land acquisition and resettlement cause no livelihood or income loss to them. They can not only receive subsidies from the government as usual, but also get special help from WMG, for instance, the preference to choose the location and the floor of the house. In short, the relocation doesn’t cause any income losses; instead, it brings benefits to the APs.

Permanent land acquisition has been completed by September 2010. Compared with the data of the RP, 3,681 mu of permanent land acquisition has been finished, accounting for 100% of the total, which affected 891 rural households (3,308 rural residents and 634 employees, accounting for 100% and 100%, respectively). And 2,110 households (accounting for 100.09%) or about 7,022 persons (accounting for 98.37%) have been relocated, with 225,706.90 m2 of residential structures (accounting for 108.81%) demolished, while 2,112 employees (accounting for 100%) have been affected, with 19,264 m2 non-residential structures demolished (accounting for 100%). Table 1 provides the impacts of land acquisition actually occurred in comparison with the RP.

Generally speaking, all the land acquisition and relocation work under the Pingminchong Valley Goehazard Resettlement & Prevention component had been completed by the end of December 2009, thus the status is the same as the previous monitoring reports. However, there was minor adjustment in the land acquisition and resettlement (LAR) cost from the 5th report based on the latest monitoring (Please see the remark “f” under Table 1). For Hongling Road Network and Related Infrastructure component, due to the cancellation of construction of Road 5#, 22#, 23#, 24#, 25#, 27#, 28#, 29#, 30#, and 31#, the resettlement of Longxin Village has been completed by 100%. In Longping Village, however, due to the slow construction of house plots and pending options of house plots or apartments, 16 of the 47 households have obtained construction land, and 35 of the 47 households’ relocation have been affected due to the slow progress of construction land allocation and different needs for the relocated families either to choose house construction land or apartment, and 4 households have been relocated during last quarter. By the end of December 2014, 13 households have been moved among the remaining un-relocated 35 households. Of the remaining 22 households who haven’t been moved, 18 households have signed agreements for the arrangements of independent house plots. Of the 35 un-relocated households, 17 households have chosen the centralized plots (apartments). Changzhou District Government was constructing new house plots pro-actively and taking rounds of consultations with the APs to accelerate the resettlement. Besides relocation in Longping Village, 5 to 6 options, such as the plot at the opposite side of the municipal gym, Longxin Phase IV and V and plots between Longping Village and Langping Village, were provided to respect the APs. Under the circumstance that the Hongling Area is seriously lacking of limited land resources due to the speeding up of construction and development pace in the areas of Guangdong-Guangxi Cooperation Special Trial Zone and Hongling Development Zone, the Wuzhou Municipal Government (WMG) also adjusted construction plans, plot size near Road No. 17 to accommodate more households, and expanded 2 mu of land near Road No. 17 for relocation option. Currently, Changzhou District Government is accelerating the house demolition based on the implementation plan of road network and also urging the relevant departments to speed up the construction of house plots to carry forward the Longping Village resettlement plan and tries hard to hand over house plots to the APs in next 3 to 6 months.

II. Resettlement and Land Acquisition

2.1 Pingminchong Geohazard Resettlement and Prevention Engineering

According to the revised RP, the Project will acquire permanently 289 mu of state-owned lands in Pingminchong valley, which will affect Pingdong and Pingxi communities. In total, 157,657.376 m2 residential structures will be demolished, of which 144,005.146 m2 residential structures (119,199.065 m2 are private houses, 24,806.081 m2 are institutions and enterprises residential structures rented by 409 households) and 13,652.23 m2 nonresidential structures of institutions and enterprises will be demolished. In addition, because of engineering construction, some associated auxiliaries and basic infrastructures and special facilities have been removed.

All the land acquisition and relocation had been fully completed by the end of December 2009. In Pingminchong, 217.94 mu state-owned land has been acquired permanently, affecting Pingmindong and Pingminxi Communities. Compared with the RP, land acquisition has reduced by 71.06 mu. A total of 166,000 m2 private residential structures and rental households of institutions and enterprises have been demolished, accounting for 115% of the RP, increasing by 21,995 m2. Non-residential structure of institutions and enterprises, totaling 13,652.23 m2, has been demolished, accounting for 100% of the RP. Table 2 presents the demolition situation of private houses and rental houses of institutions and enterprises as well as associated auxiliaries. The demolition of basic infrastructures and special facilities are the same as the RP. Table 3 presents the affected basic infrastructures and special facilities.

A total of 1,745 households or 5,134 persons of Pingdong & Pingxi residential committees and institutions & enterprises are affected by demolition and resettlement, of which 1,316 households or 4,060 persons living in Pingdong and 429 households or 1,074 persons in Pingxi (7 households or 15 persons are self-employed business owners, and 35 teachers and 117 students living in Pingminchong Primary School). Besides, 409 tenant households or 1,178 persons have been affected. As of 31 December 2014, a total of 5,345 APs have been fully resettled and relocated (accounting for 100%), which is the same as the previous monitoring reports.

Of the total demolished houses, some are with no certificates of house property rights. But according to the resettlement plan and relevant demolition regulations, after verifying and confirming its legality, the implementation agency has compensated them.

Besides, for another 1,478 persons of 24 institutions and enterprises (including 148 teachers and students of the affected school living outside of Pingminchong Valley, but excluding 1,178 persons of the above mentioned 409 tenant households), the number of affected persons is the same as resettlement plan. There is no change compared to the previous monitoring reports.

The demolished residential area is the same as the previous resettlement monitoring reports; therefore, there are no changes in affected basic infrastructure and special facilities.

2.2 Hongling Road Network and Related Infrastructure Construction Engineering

At the end of December, 2009, 815.56 mu of collective-owned land had been acquired, accounting for 100% (including 436.56 mu in Longxin Village and 379 mu in Longping Village). The land compensation had been disbursed to the affected villages. A total of 1,288.44 mu of state-owned land had been acquired, accounting for 100%. The compensation had also paid to the affected institutions and enterprises. It remains the same as the previous monitoring reports.

As of the end of December 2014, 59,976.9 m2 residential structures have been demolished totally, and the associated auxiliaries also have been demolished. A total of 5,612 m2 non-residential structures of institutions and enterprises have been demolished, accounting for 100% of the total. Table 4 provides the impacts and progress of permanent land acquisition, which remain the same as the 9th monitoring report. Table 5 provides demolition progress of residential structure and auxiliaries within and beyond ROW with minor changes as the 9th monitoring report. Table 6 provides the demolition progress of institutions and enterprises structures, which is the same as the 9th monitoring report.

The monitoring indicates that the permanent land acquisition for Hongling road network and related infrastructure component has been fully completed by September 30, 2010.

After permanent land acquisition and the changes of the Project scope (the cancellation of construction of Road 5#, 22#, 23#, 24#, 25#, 27#, 28#, 29#, 30#, and 31#), there are 340 affected households in Longxin Village and 47 households in Longping Village.

As of December 31, 2014, compared with the updated data of Hongling road network, the affected scope of Hongling house demolition is reduced relatively. The demolition of residential structures and related auxiliaries has been completed 100% except Longping Village. According to the RP, 340 households in Longxin Village need to be relocated, and the relocation has been completed, accounting for 100%; 47 households in Longping Village need to be relocated, 25 of them have been relocated, accounting for 53.19%.

Currently, Changzhou District Government is accelerating the house demolition according to the implementation plan and also urging the relevant departments to speed up the construction of house plots with hard efforts.

The demolition progress of institutions and enterprises structures remains the same as previous monitoring reports, which was completed by 100%. The change is mainly due to the actual adjustment in the 7th resettlement monitoring report.

Of all affected households and populations, 36 households or 133 persons (including 11 households or 35 persons of the additional 268 households) are classified as vulnerable groups and some have been relocated. As of the end of December, 2014, the resettlement and relocation for 29 households and 110 persons has been completed, accounting for 80.56% and 82.71% respectively of the Honling road network RP (See Table 8).

There are additional 268 households (1,095 persons) to be relocated comparing with the original RP prepared and approved by ADB in 2008, therefore, the house areas to be demolished increases 46,513.47 m2. And also there are minor changes regarding to the quantity of the affected basic infrastructures and special facilities (see Table 9).

III. Compensation

The compensation standards were documented in the previous monitoring reports, and no changes have been made. The special provisions to the vulnerable groups are also the same as the previous monitoring report.

Despite the construction materials’ cost rises, considering with the continuity of resettlement policy (measure), there is no new compensation polices been implemented. Therefore, the compensation standards are consistent with the original. Instead of rising, they take a replacement policy to keep forward: if the affected households consider the compensation is not enough to build a new house, they could commission the government to build the house, and they can relocate after the house was built with funding from the government. Specific provisions are as follows:

Option 1: Provide house plot option, the resettled households build the house by themselves. In order to maintain the continuity of the demolition work, the compensation standard of affected household who chose relocation option is the same with before. If they consider the amount of compensation is not enough to rebuild the house, they could commission the government to build with additional cost covered by the government. The house area was calculated according to the original area, the original house which was reinforced concrete structures will be build based on 1:1; original house which was mixed structure will be replaced by 1:0.9; the original house was brick and timber structure will be replaced by 1:0.7. The total area cannot exceed 550 m2, if the area of original house exceeds 550 m2; the exceeding parts will be paid based on the compensation. If the original house area is less than 550 m2, the government will build the new house based on the original house area proportion. According to the demolition standards regulated by the document of Wuzhou City Government [Wuzhengfa [2009] 32], households to be relocated will follow the principles of one household to be allocated with one plot of construction land. If the original house plot is more than 90 m2 and more than 100 m2, 100 m2 house plot will be provided (for example: the original homestead is 200 m2 without split, the government will provide 100 m2, and another exceeding 100 m2 will be compensated with CNY 500 / m2. Another example is that if the original house plot is 200 m2 with split for one household (parents, two children living in the same house), the government will provide 70 m2/household each, and the exceeding area should be purchased by the relocated household at the cost price of CNY 1,500 per square meter. Below is the same. The original homestead is below 89 m2 to 75 m2, 80 m2 house plot will be provided; The original house plot is below 74 m2 to 65 m2, 70 m2 house plot will be provided; The original house plot is below 64 m2 to 60 m2 (for example: the original house plot is 20 m2, the government will provide 60 m2, and the 40 m2 difference with the original 20 m2 will be fully provided by the government at free of charge). The house plots provided by the government are all bigger than the area specified in the agreement. There are some scheme changes for the whole resettlement area which is to change two buildings in one row into connected row design, and the house plot area has no change. The relocated 10 households were provided with the construction house plot according to the standards. The relocated families choose to build their own houses must strictly follow the implementation of the overall plan of the land use, urban plan, village and township plan and approval of the housing land use plan in Wuzhou City, to build houses with unified plan of 5.5 floors. No household is allowed to build more floors.

For those households who choose cash compensation and self-construction of houses, they will receive the corresponding economic compensation, and the standard is unified for the whole city. According to the document of Wuzhou City Government [Wuzhengfa [2009] 32], the compensation is as follows: i) CNY 470/m2 for frame structure; ii) CNY 420/m2 for

14 The 10th External Resettlement Monitoring Report concrete structure; iii) CNY 330/m2 for brick and wood structure. At the same time, CNY 50/m2 will be provided as award according to each demolished square meter. For the transitional period, CNY 60/m2 will be provided.

Option 2: Provide centralized resettlement apartment with real estate license in the city center, and allocated with the commercial space. The compensation standards for the relocated families to choose centralized resettlement apartment are still under the discussion and haven’t been finalized yet.

IV. Relocation

4.1 Pingminchong Geohazard Resettlement and Prevention Engineering

The benefit from Pingminchong Valley Goehazard Resettlement and Prevention Component is underway. All of the 1,721 households, 24 institutions and enterprises (about 6,823 persons in total) have been resettled smoothly, and all the residents who purchase resettlement houses provided by the government and applied for low-rental houses or public house under government control directly have settled down according to their choices. Some had moved into Zaochong resettlement community, some had moved into other resettlement communities and other private houses. As of the end of December 2010, of all 1,721 households, 389 households have moved into commercial houses that subsidized by the government; 558 households have moved into Zaochong resettlement community successively; 85 households have moved into economy houses; 370 households have moved into low-rental houses; 68 households have moved into commercial houses brought from the open market; and 251 households purchased second hand houses, either apartments or individual houses bought from previous occupants. Table 10 provides the affected people’s resettlement choices. In addition, the remaining work of Zaochong is coordinating the municipal infrastructures, the utility system routes of Phase I, II, III and IV, which were complete by the end of June, 2012.

The district government together with the community property management company, by taking the chance of the construction of the National Garden City and Sanitary City, grew a lot of green plants in the resettlement communities in the recent years to provide the residents a better and comfortable environment. Now Zijing Garden Community, Baiyubao Community and Zaochong Resettlement Community are covered by green plants. The environment is very beautiful with birds’ twitter and fragrance of flowers. People are enjoying a happier life and working condition because of the improved living standard and sanitation.

4.2 Hongling Road Network and Related Infrastructure

As of the end of December 2014, two resettlement sites (One is close to Wuzhou Railway Station, another one is behind the construction land of Longxin Village) have been selected for relocating the affected families of Hongling Road Network and Related Infrastructure Component. In addition, 5 to 6 relocation options have been provided for the households, who are affected by the Hongling road network component and still haven’t been provided with house plots. The affected households got the house plots by notary draw, and the WMG constructed the foundation of all houses according to the latest standard. Table 11 provides 365 households’ resettlement choices. So far, affected families that haven’t moved into new houses are still live in their relatives’ or neighbors’ houses for temporary transition. The external resettlement expert and related staffs conducted home visit to 3 affected households and sample survey of 10 affected households, the results indicate: 1) the house compensation that the APs received can afford new resettlement house with the same area; 2) house condition and living standards improved a lot comparing with pre-resettlement, 9 households’ housing areas basically increased 2 to 3 times with the maximum 6 times except 1 remains unchanged. Most invested money for housing decoration, therefore, living quality increased significantly. 3) Relocation also brought business opportunities. Because the relocation is close to the railway station, APs rent out the houses and do small business. 4) The APs’ social coherence and connection are in good shape, they can not only maintain the good neighborhood relationship before relocation and resettlement, but also make new friends, the social relation is much better. 5) Job training, employment opportunities, career prospects and family incomes for the APs improved significantly in comparison with pre-resettlement.

In addition, according to the requirement of the arrangement Loan 2491-PRC Guangxi Wuzhou Urban Development Project - Loan Reviewed Mission-Memorandum of Understanding which signed between Wuzhou Municipal Government with Asian Development Bank. A due diligence investigation was conducted for the 35 households who have not relocated for Longping Village. The main points are the resettlement status of the 35 household which affected by Hongling Road Network Project, and the two different relocation options with some specific policies, entitlement and related relocation costs, and a due diligence report have been prepared. In the due diligence report, in order to solve the 35 households’ resettlement problems in Longping Village to spend up the construction of the houses, Hongling Road Network Project land acquisition and resettlement headquarters and project IA have assigned staff to hold a meeting with part of relocation household who did not sign the arrangement. The staff did lot times of home visit to explain about specific policies, entitlements and other issues on relocation plot and centralized plot (apartment). After several rounds of consultations, 13 of 35 households have been relocated, of the un-relocated 22 households, 18 households all have signed arrangements of independent house plot. The feasibility study report (FSR) and environmental impact assessment report (EIA) of apartment option have been approved. The resentment plan of house plot also has been approved and it is constructing right now. The detailed design of house plot has been completed by April 2014; and parts of foundations of house construction has been delivered for the use and entered into the tendering phase with partial work to be delivered for the use, and some parts are expected to be delivered for the use in the middle of July 2015; others such as self-establishing houses and moving into resettlement house works are on-going based on the planned schedule. Meanwhile, the detailed design of apartment is still on-going and expected to be done in July 2015. Despite consultations with the resettled households, they are willing to sign the agreement after the detailed design is worked out. According to the plan, moving out the original house, interior finishing, housing handover, moving into new houses, and other works are on-going. Table 12 is the implementation progress of resettlement of the 35 households in Longping Village.

V. Income Rehabilitation and Training

5.1 Pingminchong Valley Geohazard Resettlement and Prevention

Till today, Pingminchong Community and the IA still continue to arrange and strengthen training for the APs to further improve their employment opportunities and business skills after the completion of the subproject. According to incomplete statistics, trainings have been provided for 6 times with 500 persons trained in 2013, and 3 times with 250 persons trained in the year of 2014. The course included business skills, tourism management skills, driving, security guard, cleaning, landscape greening, repair, etc.

The IA has long-term employed over 30 APs as security guards, cleaners and landscaping workers in Zaochong Community and Resettlement Office. Other APs obtained jobs after training in Wangpu Industrial Park, Guangdong-Guangxi Cooperation Special Trial Zone, Delta, etc.

Based on this Table, the expert conducted an annual survey for social economic situation of the above mentioned APs. It shows that the socioeconomic situation has been improved significantly compared with pre-resettlement and 2013, APs’ satisfaction with resettlement increase year by year: 1) The monitoring indicators defined in the RP, such as housing structure and area, satisfaction with resettlement, livelihood restoration, employment training before and after resettlement and relocation, have had expected outcomes and reached the desired goals; 2) The livelihood of the APs (including the vulnerable groups) has been restored, with annual incomes increasing significantly in comparison with last year. Of the 61 households, only 2 households’ incomes remain the same or without increase due to the pension-based income or bad health of labor forces in the family, the remaining (accounting for 97%) increase with the maximum of 50%. In addition, the minimum wage standard increases from 1,000 Yuan last year to 1,200 Yuan. It became effective from January 1st 2013. Therefore, the APs’ incomes from working as temporary worker or contract labors increase 20%. Moreover, for families depending on minimum guarantee subsidy provided by the government, incomes increasing from 300 Yuan per month to 350 Yuan per month. We also notice that some APs, for example, Mr. Guo Jinquan family of Yunlong Community, Mr. Zhangmin of Xinlangmindu Community, and Ms. Yang Guilan of Zaochong Community, pay the house mortgage ahead of schedule because the earnings increase; 3) Relocation and restoration of enterprises, and employment are in good order. 5.2 Hongling Road Network and Related Infrastructure

As the construction of Hongling Area Integrated Development Project, Changzhou District Government attaches great importance to the resolution of people’s livelihood problems, including production and livelihood restoration, employment and training. In 2007, an employment training office was set up for landless farmers. Changzhou District was listed as the employment training trial area for landless farmers by the Guangxi Zhuang Autonomous Region Labor Office and got great support of policies and funds from the higher authorities after land acquisition, the IA, with the assistance of the Land Resource Bureau and House Demolition Office, selected the Changzhou Employment Service and Training Center as the training agency for the APs. Strict training management regulations and program, such as check on training attendance, classroom discipline, training records, pro-training assessment and follow-up survey, and voting for excellent trainers, have been formulated. Moreover, based on the actual situation, a group of training consultants were organized for providing the landless farmers skill training and employment guidance to improve their skills of housekeeping, beauty and cosmetic, electrical, and construction. Therefore, they can be re-employed. In 2013 and 2014, Changzhou District Employment Service Training Center, Changzhou District Labor Resource and Social Security Bureau, Wuzhou Electromechanical Technician Training School and Wuzhou No.2 Vocational Middle School jointly provided free training, including lathe operation, CNC operation, bench-work, electro-technics, welding, auto maintenance and repair, motor maintenance and repair, refrigeration equipment maintenance and repair, household appliance maintenance and repair, beauty salon, artificial gemstone inspection, computer, child-care worker, housekeeping, running business, etc.. Over 1,500 persons have received training in 2013, and about 2,000 from 2013 to 2014. Some of the training courses are presented in Table 18, 19 and 20. The training agencies also coordinated Wuzhou Guolong Hotel for training course on employment skills. The training almost covered all in labor force of Longping Village and Longxin Village. The trained farmers got jobs in Wuzhou industrial parks or Guangdong-Guangxi Cooperation Special Trial Zone, and the Pearl River Delta Region through job fairs, recommendation, credit service, etc.

In addition, the local government arranges 4 enterprises to provide on-the-job training for Longping and Longxin villagers. Their skill and employment competitiveness, especially the knowledge and skill of repair and maintenance, housekeeping, beauty and cosmetic, electrical, and construction, were improved. More than 90% of the APs found suitable job positions after training. During the Project implementation, the IA provided the APs with suitable job opportunities as the restoration measures; support them to develop non-agricultural production, for example self-employed services, including running clothing stores and grocery stores, cargo transportation, community service, repairing and maintenance, hair-dressing salon, beauty salon, dry cleaner, entertainment and catering, etc.. In accordance with the regulation of WMG, 30% of the total acquired land has been provided to the affected villages as construction land for business development. The APs thought 30% of the construction land should be developed for commerce, because the favorable location that is close to the railway station. They plan to build warehouses, and then rent to the brand auto company as the 4S auto repairing and maintenance shop and so forth, or develop tertiary industry. Longxin Village has got 240 mu construction lands, 100 mu of which is located close to the newly constructed Wuzhou Railway Station. Currently, the construction of Wuzhou railway station and Hongling roads bring a lot of temporary job opportunities or business chances; some villagers, who built up houses close to the railway station, run a small supermarket or grocer, restaurant, hotel, engaged in construction or rent the houses for daily income by the advantages of convenient location. It is worth mentioning that with the operation of to fast-speed train in 2014, more job and business opportunities have been generated to the APs affected by Hongling road network and associated infrastructure construction, and high degree of satisfaction has been felt by the APs. Based on our investigation, the APs who built their

new houses near the railway station have opened grocery stores, small-scale super market, restaurants, hotels or engaged in construction activities or commercial space rental, their businesses run well and their incomes increase year by year (Please see Table 21). We noticed that economic status of Hongling APs is much better than Pingminchong APs from the result of the sample survey. A total of 10 households involved in the survey of 2014. Furthermore, Hongling area is gradually becoming a new land with residence, business and social service (hospital, school) based on Wuzhou development plan and current development situation. The population and the business opportunities are increasing. Therefore, Hongling APs’ economic status is getting much better than 2013, and the resettlement satisfaction is also increasing year by year. Monitoring indicators defined in the RP, such as housing areas pre- and post-resettlement, resettlement satisfaction, living storage and job training, have achieved the expected outcomes and reached the original goal. This is especially that many households’ incomes are doubled. Incomes of the surveyed 10 households are growing and housing areas are larger with maximum at least 300%.

On June 15 and November 23, 2013, and 20 June and 20 December, 2014, the external resettlement expert and the related staffs held a meeting with some APs from Hongling as the previous meeting, almost all the APs believed that the Project brought them the economic benefits, developing chances and good environment, and created a lot of employment and business opportunities. As a result, their earnings increased a lot and living condition improved significantly. As the infrastructures construction and improvement, for example, schools, hospitals, supermarkets, stations, office buildings and residential communities, culture and sports, leisure, service communities, more development opportunities and regional advantages are brought to the APs compared with pre-relocation. In April 2014, Wuzhou - Nanning fast-speed train was smoothly operated and opened, and by the end of 2014, the Guangzhou - Wuzhou - Nanning fast-speed train will be fully opened. In addition, the new national railway train operation diagram introduced on 1 July 2014, Pearl River – Xijiang (West River) Economic Belt will rise up to become the national strategy, and so on. Thus, the 100 years commercial port Wuzhou will usher in new development opportunities. The APs located in the Hongling Area where Wuzhou City Transportation Network Center is,

33 The 10th External Resettlement Monitoring Report obviously have seen more development opportunities and regional advantages available after relocation in comparison with the situation before the relocation. As a result, it will provide more benefits to the APs’ production and livelihood. Based on the individual interviews and discussion, the major proportion of APs’ incomes for the Hongling component are from business and seasonable labor, including engaged in aquaculture or breeding industry, transportation, construction, catering, repairing, and community security guards. Some APs are busy with construction of their own houses, so the employment earnings are affected. In addition, with the local government’s arrangement, many enterprises including China Railway 18th Bureau Group Co., Ltd. provide job positions to Longxin and Longping villagers, with monthly wage exceeding 1,800 yuan.

The 2011 investigation report shows: the annual per capita net income is about 7,582 yuan for Hongling area. The annual per capita net income is about 5,307 yuan for Longxin Village, 5,104 yuan for Longping Village due to loss of land. Furthermore, most of the labor forces didn’t engage in agricultural production any more, the agricultural income accounting for 30% of the family income (Longxin Village), 35% of the family income (Longping Village). Now the latest survey shows that: there are still some labor forces continue engaging in agricultural production; the annual per capita net income has increased by 8-12% since 2012 in Hongling area. It achieved the household income indicator, one of the annual goals of WMG and Changzhou District Government. APs’ incomes in 2014 grow significantly compared with 2013 with the maximum of more than 300%. The annual net income per capita in 2014 has further increasing trend, with 10-20% growth, and some reached to over 2 times. The annual net income per capita in Longxin Village accounts for about 5,530 yuan, and Longping Village about 5,240 yuan in 2013, and 6,300 yuan and 5,660 yuan respectively in 2014.

Salary information of APs (employed by Dongtai and engaged in Wuzhou project construction) in Q3, 2012 were included in the 5th monitoring report. This report are based on the 5th, it shows that the IA paid special attentions to minority ethnic groups and women. Forth-nine (49) minority ethnic persons and 48 women were engaged with monthly salary 1,800 to 4,000 Yuan. Incomes increase 50% to 200% compared with vegetable growing or selling (Please see Table 22).

With the thorough implementation of the Project, associated infrastructures are being gradually improved. The WMG also accelerates public service facilities in Hongling new area to build it into a modern area with rivers, lakes and hills. It will also be constructed as a commercial and residential area with excellent ecology, gardens and nature and a leisure area for trading and business. At present time, some projects have been completed, including Rose Environment Integrated Treatment Engineering, New Wuzhou High School, Activity Center for Youngster and Women and Children, Library, Culture Building, and Wuzhou People’s Hospital. A lot of key projects, such as central business district, primary school and kindergarten, are also under construction. Hongling new area is becoming hot land for urban development. The living and investment environment will be greatly improved. It will attract people from other regions, IT, material, talents, and funds, boost the economic development and speed up the construction of Guangdong Province and Guangxi Zhuang Autonomous Region Special Operation Pilot Area.

VI. Issues and Suggestions

6.1 Main Issues

In the year, with the great support from the leaders of Wuzhou City Party Committee, Wuzhou City Government, and relevant departments, Changzhou District Party Committee and Changzou District Government have attached great importance to the resettlement issues, livelihood rehabilitation and training in Longping Village, pulled great strengths together to overcome difficulties, took the responsibilities, actively collaborated with the Hongling Road Network Project, and done a good job in land acquisition and relocation of affected people as well as the livelihood and training of the APs. Three (3) working groups have been assigned to Hongling Area responsible for the land acquisition and house demolition work. With focus of highlighting key tasks for different works and propulsion, great progress has been made, and certain results have been achieved. However, some problems still exist as follows:

(i) No. 3# road LAR compensation and construction land haven’t been in place due to the evaluation of road and water conservancy facilities, and the negotiation for LAR with production group, farmers’ association cannot be carried out. The land compensation payment for the old site of Longxin Primary School needs to be resolved. No. 17# road for Hongling has no alternative choice of 60 m2 and 100 m2 construction land. The households to be relocated do not want to move, which leads to the engineering work cannot be implemented. The compensation standard for the road sections related with the non-residential structures of the plants is not clear. They require to entrust a qualified evaluation unit to conduct evaluation and then negotiate the demolition according to the evaluation price. Up to date, as the construction land has not been determined and the fund has not been in place, thus the discussion with the production unit and farmers’ association for land acquisition activities cannot be carried out. The compensation standard for the road No. 19# in Hongling related with the non-residential structures of the plants is not clear. They require to entrust a qualified evaluation unit to conduct evaluation and then negotiate the demolition according to the evaluation price. The construction land cannot be timely determined, the discussion with the production unit and farmers’ association for land acquisition activities cannot be carried out. They also require sufficient fund should be in place. The above mentioned 3 roads involve the 35 households which due diligence has been conducted in Longping Village.

(ii) For some resettlement house plots, the progress of installation of electricity, water and tele-communication, and construction of road is still slow.

(iii) Up to the end of December 2014, of the 47 households in Longping Village need to be relocated, 25 households have been relocation. Of the remaining 22 un-relocated households, 18 households have signed the agreement of choosing house plot, the remaining demolition is affected by the slow construction of resettlement house plots. Currently, Changzhou District Government is accelerating the house demolition based on the implementation plan of road network and also urging the relevant departments to speed up the construction of house plots to carry forward the Longping Village resettlement plan. It’s expected to be properly resolved in June 2015.

6.2 Suggestions

(i) Try various methods to raise funds for the basic costs of house construction land, put land acquisition and house demolition compensation funds in place as soon as possible, and solve the existing problems of practices to speed up the land acquisition and house demolition work in Hongling Area.

(ii) Accelerate the selection, planning and construction progress of Hongling resettlement house plots. The local government shall actively assist, guide, and put planning and construction into effects, while the construction and implementation departments should try

38 The 10th External Resettlement Monitoring Report their best to help relocated households with the problems such as the installation of electricity, water and telecom, and construction of road.

(iii) Make continuous and great efforts on training the APs. The implementation units should prepare training plan carefully, put the income restoration measures into effects, and strengthen contact with local Labor personnel and social safeguard bureau and poverty reduction department. Based on the situation, the implementation units should provide suitable and optimal courses; arrange APs from Hongling Component and Pingminchong component together for training, make the combination of training and employment so that all APs can find suitable jobs as soon as possible.

(iv) We suggest accelerating the resettlement work under Hongling Road Network and Related Infrastructure component, particularly determination of the demolishment compensation standard and putting the replacement policies in place. If there are changes in the compensation standards and the affected scope, the RP will be updated as well as follow up and monitor accordingly.
