Annual Report 2018-19 The purpose of life is not to be happy. It is to be useful, to be honorable, to be compassionate, to have it make some difference that you have lived and lived well. Ralph Waldo Emerson Photographs courtesy by: Jayati Saha, Saheli Das, Nilargha Chatterjee, Om Prakash Yadav and the staff of Iswar Sankalpa Annual Report 2018-19 SARBANI DAS ROY Dear friends, SECRETARY In the magical 12th year of its journey, I am happy to share the struggles and successes of the mind champions and Team Iswar Sankalpa through the difficult terrains of recovery-oriented programs of treatment, care and rehabilitation. The single most important thread running through all the pages of the year was the way in which we have broken the stony walls of social isolation and embraced our fellow citizens – doubly marginalised by homelessness and mental illness. For too long, have we looked away from this bundle of rags and dirt. For too long have we been afraid of her unpredictable behaviour. But it has taken this embrace to touch the pain in her and the human in me. The discovery of the deepest reservoirs of strength and ‘capacity’ of persons whom the world had held with increasing despair and the way in which we have succeeded in bringing delight to the care process have been ‘magical moments’ we have cherished over the year. Hope you will enjoy reading this testament of love and toil of a committed team of changemakers. Outer suburbs continue to grow but the inner city consisting of the oldest wards is stagnating and even losing population. This trend needs to be studied carefully as its implications are deep and far-reaching. The objective of this article is to focus on what is happening to the internal structure of the city post liberalization by highlighting the changing dynamics of inner-city and outer-city neighbourhoods in Kolkata. The second section provides a brief background to the metropolitan region of Kolkata and the city’s role within this region. Based on ward-level census data for the last 20 years, broad demographic changes under- gone by the city of Kolkata are examined in the third section. The drivers of growth and decline and their implications for livability are discussed in the fourth section. In the fifth section, field observations based on a few representative wards are presented. The sixth section concludes the article with policy recommendations. Keywords Inner city, outer city, growth, decline, neighbourhoods 1 Professor, Public Policy and Management Group, Indian Institute of Management Calcutta, Kolkata, India.

Two matters were heard together. One is an application filed by Mohan Fire Works and Chandan Golcha carrying on the business under the name and style of Chandan Mal Golcha for addition of party respondents in the disposed of Writ Application in C.O. No. 4303(W) of 1995 with a prayer for stay of the operation of the Memo No. 1039 dated 28th October, 1996 as well as Police Notification dated 2nd November, 1996 and to permit or allow manufacture, sell, dealing and/or trading and storing of fire works without any restriction and also to permit or allow bursting of fire works/caters of less than 90 dB at 5 kilo metre distance from the site of bursting without any restriction whatsoever. The other one is a writ application filed by Burrabazar Fire Works Dealers' Association against the imposition of ban on certain items of noisy fire works on the ground that the same violates the fundamental rights of the fire works Dealers to carry on trade and business guaranteed under Article 19(1)(g) of the Constitution of India. 2. As the same questions of fact and law involved, two cases were heard together and disposed of by a judgment. Though there is no scope for addition of party respondent in a disposed of writ application as the matter is heard along with another independent matter without formally adding them parties, their counsels were heard at length on the basis of the facts, figures and the law on the subject as the matter is of great public importance.
