CHIEF OFFICER

SUMMARY OF POSITION:

Under the direction of the Superintendent, the CBO serves as the Chief Business Officer for the District. The Chief Business Officer plans, organizes, directs and manages the District’s fiscal services and related business service units including: budget planning, budgets and , employee payroll and retiree health and welfare benefits, risk /claims administration, purchasing warehouse, monitor facilities planning, conduct financial projections, and risk analysis. Provides direction and support in the development of District business services necessary to support the goals and objectives of the Board. Serves as immediate supervisor for designated employees.

QUALIFICATIONS – EDUCATION AND/OR TRAINING:

Possession of a valid administrative services credential and/or certification/training as a District chief business officer.

MINIMUM EXPERIENCE:

Minimum of five (5) years of experience with demonstrated success in performing responsible financial, administrative, and budgeting duties, preferably in a school district, municipal agency, or .

SKILLS AND ABILITIES:

1. Advanced understanding of modern business management for non-profit entities, including the principles and practices associated with integrating related business functions. 2. In-depth knowledge of the regulations governing finance and operations in a large school district, including California Education Code. 3. Sufficient language and human relations skills to prepare complex and decisive reports, prepare and deliver formal presentations to large and diverse audiences, and to build productive and effective work teams. 4. Optimize financial performance of the District and seek outside funding resources. 5. Performs long-range financial forecasting.

6. Solves complex problems that involve consideration of tradeoffs, risks, and effects of services on people. 7. Plans, directs, and evaluates the work of others. 8. Works with District and School site personnel, parents and general public in a pleasant and manger. 9. Communicates effectively, orally, and in writing. 10. Maintains open communication and cooperative relationships, inspires individual and team development, and reviews processes for improvement. 11. Possess competence in the usage of basic computer skills and standard office software applications. 12. Maintains professional confidentiality.

ESSENTIAL FUNCTIONS:

1. Prepares District budget under the direction of the Superintendent and in cooperation with staff as designated by the Superintendent. 2. Responsible for financial reports exhibiting multiyear projections and cash flow projections. 3. Provides financial data for construction and improvement projects with in state and federal regulations. 4. Provide support in the development of negotiations for bargaining unit contracts. 5. Assist District leadership in identifying new funding opportunities and determining the cost effectiveness of prospective service delivery. 6. Responsible for municipal bonds, general obligation bonds, and mello roos special taxes reported annually to the governing board. 7. Work with District leadership with cost analysis support and compliance with all contractual and program/grant requirements, including interpreting legislative regulations for compliance with all federal, state, local guidelines; and disseminate to appropriate personnel; monitoring compliance. 8. Supervises department directors and supervisors of the business services division and provides counsel concerning job performance and development. 9. Monitor irrevocable employee retirement trust, and postemployment financial updates. 10. Ensure adequate controls and administration functions are in place to pass independent and government audits. 11. Conduct business services division in accordance with laws, policies, and plans as established by the Board of Education. 12. Prepares District budget under the direction of the Superintendent and in cooperation with staff as designated by the Superintendent. Formulates, recommends, and provides direction implementing policies, procedures, and programs pertaining to the District’s business services activities. 13. Provide business and administrative services for other District administrators as requested. 14. Provides counsel and guidance to District site administrators and serves as the liaison officer between the Superintendent and school administrators in matter pertaining to business services functions. 15. Supervises employee payroll, employee benefits and insurance programs. 16. Maintains professional competence through educational in-service activities and/or self- selected professional growth activities. 17. Attends Board meetings and prepare reports to inform Superintendent and/or the Board of Education.

18. Performs other related duties as assigned.

PHYSICAL REQUIREMENTS:

1. Stand, walk and bend over, kneel, crouch, reach overhead, grasp, push and pull. Move, lift and/or carry up to 30 pounds to waist height. 2. Demonstrate normal depth perception. 3. Sitting, walking, or standing for extended periods of time. 4. Dexterity of hands and fingers to operate a computer keyboard, operate standard office equipment, and use a telephone. 5. See and read a computer screen and printed matter. 6. Read and understand rules and policies, labels, and instructions. 7. Verbal communications including the ability to speak and hear at normal room levels and on the telephone. 8. Ability to work at a computer terminal for extended periods of time.

WORK ENVIRONMENT:

1. Work indoors in a standard office environment. 2. May be requested to work outside of normal workdays and office hours. 3. May be required to work in emergency situations.

SPECIAL REQUIREMENTS:

1. Maintain valid California driver’s license. 2. Maintain District-insurable driving record.
