Item 2 Glasgow City Council 3Rd February 2011 Executive Committee Item 2 Glasgow City Council 3rd February 2011 Executive Committee Report by Councillor Archie Graham, Executive Member for the Commonwealth Games Contact: Keith Russell, tel 0141 287 5975 SPORTS DEVELOPMENT PROGRAMME UPDATE AND PROPOSAL FOR 2011 Purpose of Report This report highlights the success of Glasgow-based athletes at the Delhi Commonwealth Games and key achievements from the Sports Development Legacy Programmes. The report also provides an update on the previous funding for the Glasgow Wildcats, Scotland’s only UK Superleague Team, which was agreed for an initial three year period, including the 2010/11 season. This report details continued funding proposals for the Glasgow Wildcats. Recommendations It is recommended that Glasgow City Council support the Glasgow Wildcats programme for the next three years including the 2014 season with the provision of annual financial support to the sum of £65,000. Citywide Local member(s) advised yes no consulted yes no 1 Introduction 1.1 This report provides Executive Committee with an update on the Sports Development Legacy Programme for Glasgow and an update on the previous funding arrangements for the Glasgow Wildcats, Scotland’s only UK Superleague Team, which was agreed for an initial three year period, including the 2010/11 season. 2 UPDATE: SPORTS DEVELOPMENT LEGACY PROGRAMME 2.1 The Sports Development Legacy Programme for Glasgow focuses on increasing participation in sport and developing the performance of talented and elite athletes, aiming to compete on the world stage. A number of athletes supported through Glasgow’s Sports Legacy Programmes over the last three years, achieved varying success at the recent Commonwealth Games in Delhi, and detailed below. 2.1.1 Athletics: x The athletics development programme is a partnership between Scottish Athletics, Glasgow Athletics Association (GAA) and Glasgow Life, and further strengthens and develops Glasgow’s squad structures for the sport. The programme has funded several high performance coaches, who work with many of the next generation of talented athletes and coaches within the city, and have helped to deliver programmes in endurance, jumps, sprints and hurdles events. x Glasgow Athletes at the Commonwealth Games in Delhi, included: Silver Medallist in the 400m Hurdles - Eilidh Child, Lee McConnell, Claire Gibson, Chris Baillie, Angus McInroy, Alastair Strange and Mark Dry. 2.1.2 Badminton: x A priority for the badminton development programme is the expansion of the partnership programme between Badminton Scotland, the Glasgow School of Sport, the Glasgow Badminton Development Group and Glasgow Life. The programme is helping to strengthen and develop pathways within the city for emerging talent and elite players. x Representation at the Commonwealth Games in Delhi, included: Kieran Merrilees, Imogen Bankier, Susan Egelstaff and Kirsty Gilmour (GSoS). Josh Neil (GSoS) and Caitlin Pringle (GSoS) have been selected for the ‘Achieve 2014’ programme. 2.1.3 Gymnastics: x Lead performance coaches have been appointed for both the women and mens Artistic Gymnastics, who work with Scottish gymnastics coaches to support Glasgow’s most gifted gymnasts, including those targeted to compete in the 2014 Commonwealth Games. Glasgow’s head coach, Marius Gherman, was selected to coach the men's artistic gymnasts at the Games in Delhi x Representation at the Commonwealth Games in Delhi, included: Amy Regan finished 4th place in the women’s artistic floor, Ryan McKee (GSoS) finished 17th in the men’s all round. 2.1.4 Swimming x In partnership with Scottish Swimming and the West of Scotland Institute of Sport, the 2014 legacy funding has enabled Glasgow to put in place a performance squad towards 2014, and increase the membership of the City of Glasgow Swim Team (CoGST). x Representation at the Commonwealth Games in Delhi, included: Robbie Renwick who won Gold in the 200m freestyle, and Silver in the 4 x 200m freestyle.Michael Jamieson (GSoS) won Silver in the 200m Breaststroke. 2.1.5 Hockey x The development programme for hockey focuses on the creation of increased opportunities for talented young players in schools, clubs and squads in Glasgow towards 2014. x Representations at the Commonwealth Games in Delhi, included: Coach - Derek Forsyth (GSoS) and players William Marshall (GSoS), Kenny Bain (GSoS), Kareena Marshall (GSoS) and Amy Gibson (GSoS). 2.2 Key highlights from the 2009/10 sports development programme include: x The National Scotland Rugby 7s spent three days in Glasgow in the build-up to the IRB 7s tournament. During this time, they delivered a specialist coaching session to 50 U16 players, supported a primary festival involving over 250 children, and took part in two primary school coaching sessions in the East End of Glasgow. x 19 Glasgow Athletes (U20), from 11 events, are ranked in the UK top 15 for their event. x 3 badminton players selected for European Junior Championships (U17). x The inaugural Sky Ride event took place in August 2009 and involved over 7,500 participants. x Drumchapel Table Tennis Club won the British Championship - the first Scottish club to take this title and then retained the title unbeaten. 2.3 Appendix 1 provides a detailed update on the key activities and project outputs from the various sports development programmes being progressed across the city during 2009/10. 3 Netball: Update on Glasgow Wildcats 3.1 The Glasgow Wildcats Franchise, Scotland’s only UK Superleague Team, was created as the catalyst for improving Scotland’s world ranking in Netball and in particular the development of elite players that will compete in the 2014 Commonwealth Games, as well as providing a focus for increased participation, coach education and training and volunteer development in Glasgow towards 2014. Key achievements include: x During the first two years of the Franchise, Scotland moved up the world rankings from 17 to 13. Fifteen members of the National Squad and Glasgow Wildcats are residents of Glasgow or are member of a glasgow club. x Glasgow Wildcats achieved their target of finishing 6th in the UK Netball Superleague in 2009/10, compared with finishing 8th in their inaugural year, 2008/9. x Actively promoting a number of grassroots initiatives, including visits to schools, clubs and local communities as role models and sports ambassadors. x UK national broadcast and printed media coverage has been achieved. The media coverage achieved out with Sky Sports broadcast, yields a rate card value in excess of £50, 000. x In 2009/10 the Superleague matches were shown on Sky TV, generating a cumulative audience in excess of 1 million. Sky Sports has agreed to continue their broadcast support of the league over the next 2 years. x A comprehensive sponsorship and promotion plan is now in place to secure commercial revenue for the Glasgow Wildcats for 2010/11 and beyond. x In turn, this has had a significant impact on the uptake of netball over the past two years, including: 75% of Glasgow Primary Schools and over 80% of the city’s secondary schools are actively involved in netball as a curricular or extra- curricular activity; an increase in GNA club membership by 59%. 3.2 Future priorities for Netball: x To build capacity with the partner investors, in particular the GNA, to improve sustainability over a phased period of time. x Further exploit the commercial capacity of the Franchise operation and match day promotional potential to secure commercial sponsorship and in kind business support. x To secure the long term future of the Franchise through a balanced approach of equitable investment and resource from: the governing body, local association, commercial investment and public sector. 3.3 Key Benefits for Glasgow: x Involvement in the UK Superleague provides a strong brand and vehicle for promoting sport and physical activity among women and girls, including those from ethnic minority communities and supporting a sport that is vibrant, strong and important to the City. x The Superleague Team and Scotland’s National Team programmes are fully integrated and provide a comprehensive training and competition programme that will put Scotland in a strong position to compete with distinction in the 2014 Commonwealth Games in Glasgow. x A key opportunity to support the development of those elite players who are part of the Achieve 2014 programme, which aims to nurture and support a number of talented young athletes who have been identified as the stars of 2014. x The Glasgow Wildcats supports the development of those talented young athletes who will compete for Scotland at the 2013 World Youth Netball Championships, to be hosted in Glasgow. 3.4 Glasgow Netball Funding The tables below detail the annual income and expenditure as well as ‘in kind’ support from formal partners during 2009/10. Legal Implications: None Personnel Implications: Netball Scotland will assign a full time national coach to lead the teams’ on-court training and competition programme. Service Plan Implications: The Sports Development Programme is a key part of the council’s Legacy Framework which is consistent with Service Plans. Environmental Implications: None 5 Recommendations It is recommended that Members note the contents of this report and continue to support the Glasgow Wildcats programme for the next three years up to the 2014, through the provision of annual financial support to the sum of £65,000.

    Facts and Records History of Badminton In 1873, the Duke of Beaufort held a lawn party at his country house in the village of Badminton, Gloucestershire. A game of Poona was played on that day and became popular among British society’s elite. The new party sport became known as “the Badminton game”. In 1877, the Bath Badminton Club was formed and developed the first official set of rules. The Badminton Association was formed at a meeting in Southsea on 13th September 1893. It was the first National Association in the world and framed the rules for the Association and for the game. The popularity of the sport increased rapidly with 300 clubs being introduced by the 1920’s. Rising to 9,000 shortly after World War Π. The International Badminton Federation (IBF) was formed in 1934 with nine founding members: England, Ireland, Scotland, Wales, Denmark, Holland, Canada, New Zealand and France and as a consequence the Badminton Association became the Badminton Association of England. From nine founding members, the IBF, now called the Badminton World Federation (BWF), has over 160 member countries. The future of Badminton looks bright. Badminton was officially granted Olympic status in the 1992 Barcelona Games. Indonesia was the dominant force in that first Olympic tournament, winning two golds, a silver and a bronze; the country’s first Olympic medals in its history. More than 1.1 billion people watched the 1992 Olympic Badminton competition on television. Eight years later, and more than a century after introducing Badminton to the world, Britain claimed their first medal in the Olympics when Simon Archer and Jo Goode achieved Mixed Doubles Bronze in Sydney.

    Shaftesbury Barnet Harriers ANNUAL REPORT 2005 - 2006 This has been a very busy year but it is pleasing to report a successful year. Apart from the usual compact fixture programme members have been involved in many representative fixtures with success and a survey by Runners World Magazine showed that we were the Number One overall Club in the UK. A record number of members were selected for the Commonwealth Games held in Melbourne, Australia. Trecia Smith representing Jamaica won the women triple jump and Nick Neiland took gold for England in the men’s javelin. England representatives were Natasha Danvers Smith 2nd in the women’s 400m Hurdles, Nadia Williams 3rd for England in the women’s triple jump, Jo Ankier 7th in the women’s steeplechase, Marilyn Okoro 7th in the women’s 800m, Emma Ania was 8th in the women’s 100m, David Parker 9th in the men’s javelin, Julie Dunkley 10th in the women’s shot and Ellie Spain 11th in the women’s pole vault. Zoe Brown represented Northern Ireland and finish 12th in the women’s pole vault. Our Scotland representatives were Lee McConnell who was 3rd in the final of the women’s 400m Hurdles and Allan Scott who just failed to make the final of the men’s 110m Hurdles. In the men’s shot Anthony Soalla-Bell representing Sierra Leon just missed out in making the final. Larry Achike and Abi Oyepitan were selected by England but injuries prevented them from going. Eight members represented Great Britain at the European Athletic Championships Natasha Danvers Smith and Lee McConnell in the women’s 400m hurdles and 4 x 400m relay, Marilyn Okoro in the women’s 400m and 4 x 400,Emma Ania in the women’s 4 x 100m, Gemma Bennett in 100m Hurdles, Ellie Spain in women’s pole vault, Nick Neiland in the men’s javelin and Larry Achike in the men’s triple jump.
