A word of welcome from the conference organizer Dear conference delegates, Welcome to the Nordic Africa Days 2014 in Uppsala! The Nordic Africa Days (NAD) is the biennial conference which for the past six years has been organized rotatively in each of the Nordic countries. Already since 1969 the Nordic Africa Institute has organised this regular gathering of Nordic scholars studying African issues, and the event has for the past 15 years been formalized under the name of the Nordic Africa Days. The theme of this year’s conference is Misbehaving States and Behaving Citizens? Questions of Governance in African States. We are proud to host two distinguished keynote speakers, Dr Mo Ibrahim and Associate Professor Morten Jerven, addressing the theme from different angles in their speeches entitled “Why Governance Matters” and “Africa by Numbers: Knowledge & Governance”. The conference is funded by long-standing and committed support from the Swedish, Finnish, Norwegian and Icelandic governments. This year, we are also particularly pleased to be able to facilitate participation of about 25 researchers based on the African continent through a generous contribution from Sida (The Swedish International Development Cooperation Agency). Providing a platform for Nordic and African researchers to meet and cooperate at NAD is becoming ever more important, in addition to creating a prime meeting place for researchers on Africa within the Nordic region. The main conference venue is Blåsenhus, one of the newest campuses within Uppsala University, situated opposite the Uppsala Castle and surrounded by the Uppsala Botanical Gardens. This particular area of Uppsala has a historical past that goes back 350 years in time and offers many interesting places to visit. -

Jeg har hatt ansvar for evalueringen av 11 av de i alt 58 tiltakene som fikk midler over post 74 i 2004, nemlig: – Det Åpne Teater – Grenland Friteater – Porsgrunn Internasjonale Teaterfestival – Nordic Black Theatre – Danse- og Teatersentrum – Marked for scenekunst – Musikkinformasjonssenteret – Norsk Jazzarkiv – Norsk Visearkiv – Europas Blues Senter – Foreningen Ny Musikk Den samlede tidsrammen for gjennomføringen av evalueringene har vært åtte måneder – fra 1. mars til 31. oktober 2004. Av disse var tre måneder øremerket til evalueringen av Det Åpne Teater. Det sier seg selv at evalueringene knapt framstår som utfyllende, og at rekkevidden av konklusjonene er begrenset. Denne evalueringen omfatter ikke Nordic Black Theatres teaterskoletilbud, Nordic Black Express, som er vedtatt underkastet en separat evaluering. Kilder og metoder Evalueringer tar i alminnelighet sikte på å vurdere resultatene av den evaluerte virksomheten. De skal gi svar på om virksomheten har oppnådd de mål den har satt for seg selv, og de mål som eventuelle støttespillere (for eksempel staten) har satt for sitt engasjement. Men før man kommer til dette spørsmålet, er det ofte en lang vei å gå. En viktig oppgave er blant annet å komme fram til en beskrivelse av målene som i det hele tatt gjør det mulig å etterprøve 3 resultatene. -

Locating the Chopi Xylophone Ensembles of Southern Mozambique Published on Ethnomusicology Review (https://ethnomusicologyreview.ucla.edu) Locating the Chopi Xylophone Ensembles of Southern Mozambique By Brian Hogan - University of California, Los Angeles Introduction The timbila xylophone is the primary musical instrument of the elaborately choreographed and musically accompanied Migodo dance dramas of the Chopi people of Southern Mozambique. This tradition unlike most others studied in Africa to this date, consists of large orchestras of xylophones that perform extended pieces divided into programmatic movements. These movements consist of dance, music, and sung texts carefully woven together into a performance genre taken by many scholars as evidence of the influence of Indonesian practices on the continent because of its similarity to Javanese and Balinese Gamelans. In this article however, I argue that the musical traditions of the Chopi are and should be theorized as distinctly African, containing numerous musical and textual elements that reflect African social relations, musical aesthetics, and daily realities. The Ngodo (sing. form of Migodo) functions as an important mode of social commentary in Chopi society, where it conveys elements of Chopi culture and balances the power of local rulers through creating a socially acceptable forum for criticism. Migodo also serve a similar function in communities of migrant miners where makeshift xylophones are fashioned, and new adapted Migodo are composed. Relatively little research has been done in Chopi mining communities, and to highlight the potential of such research I look to the works of David Coplan (1994; 1995; 1999), who has done extensive research in South Africa and Lesotho on performance forms in migrant mining communities. -

But from the 14th to the 19th century Norway was considered by other Europeans to be remote and belonging to the backwaters of Europe. Some daring travel- ers came in the Romantic era, and one of them wrote: The fantastic pillars and arches of fairy folk-lore may still be descried in the deep secluded glens of Thelemarken, undefaced with stucco, not propped by unsightly modern buttress. The harp of popular minstrelsy – though it hangs mouldering and mildewed with infrequency of use, its strings unbraced for want of cunning hands that can tune and strike them as the Scalds of Eld – may still now and then be heard sending forth its simple music. Sometimes this assumes the shape of a soothing lullaby to the sleep- ing babe, or an artless ballad of love-lorn swains, or an arch satire on rustic doings and foibles. Sometimes it swells into a symphony descriptive of the descent of Odin; or, in somewhat less Pindaric, and more Dibdin strain, it recounts the deeds of the rollicking, death-despising Vikings; while, anon, its numbers rise and fall with mysterious cadence as it strives to give a local habitation and a name to the dimly seen forms and antic pranks of the hol- low-backed Huldra crew.” (From The Oxonian in Thelemarken, or Notes of Travel in South-Western Norway in the Summers of 1856 and 1857, written by Frederick Metcalfe, Lincoln College, Oxford.) This was a typical Romantic way of describing a foreign culture. -

Since visual anthropology was born, there have been different ways to convey this idea. Through a review of the documentary films produced from the fifties until the present time, the paper shows the historical changes on the film industry priorities with regard to world music portrayals. The dialectal tension between fictional and ethnographic approaches has been a constant. This paper supports the premise that auteur films can reach ethnomusicological level, although not being scientific, and have an added poetical value of great help in this field. -

Hip-hop has been a prominent and influential music genre and culture in Senegal since the 1980s. Hip-hop music has been used by Senegalese to cover the social, economic and political life of the country, and to promote political activism among the youth. Rapping was not born in a vacuum in Senegal but subtly continues the long-standing tradition of storytelling through spoken words and music, griotism. Moving away from hip-hop stereotypes, defined by critics as violent, racist, homophobic, sexist, materialistic, misogynistic and vulgar, my case study focuses on critical and conscious Senegalese hip-hop, which embraces hip-hop social and educational movements utilized to voice societal injustice and challenge the status quo. Senegalese hip-hop is a platform for political activists to denounce institutional racism, Western domination, poverty, and national corruption, with the hope of contributing to a better and just society that recognizes and legitimizes knowledges and voices of formerly colonized Africans. Didier Awadi is one of the most talented, conscientious, influential and revolutionary hip-hop artists and political activists of the continent. -

ABOUT SAIIA The South African Institute of International Affairs (SAIIA) has a long and proud record as South Africa’s premier research institute on international issues. It is an independent, non-government think-tank whose key strategic objectives are to make effective input into public policy, and to encourage wider and more informed debate on international affairs with particular emphasis on African issues and concerns. It is both a centre for research excellence and a home for stimulating public engagement. SAIIA’s research reports present in-depth, incisive analysis of critical issues in Africa and beyond. Core public policy research themes covered by SAIIA include good governance and democracy; economic policy-making; international security and peace; and new global challenges such as food security, global governance reform and the environment. ABOUT THE SECURITY AND TERRORISM IN AFRICA PROJECT A new project in 2005, Security and Terrorism in Africa examines how Africa fits into the global terrorism and counter-terrorism equations post-9/11. It focuses on four key areas of research: Are there factors that make African states more or less prone to terrorism? What factors serve to radicalise states and societies? What can be done to address this internally? What can be achieved through external engagement? Specific research involves country and regional case studies on the particular natures of Islam in the African context and the extent to which it is susceptible to external influence; terrorism and counter-terrorism activity in the Horn and Sahel regions; and the potential for engagement by African states in international counter-terrorism and non-proliferation policy in bridging the gap between the West and problematic states and regions, including Pakistan, North Korea, Syria and Iran.
