Where Broadcast and Digital Cultures Collide: A Case Study of Public Service Media in Ukraine MARIIA TERENTIEVA University of Cambridge Abstract: This case study-based analysis investigates the transformation of public service broadcasting into public service media in the digital age through the example of the emerg- ing public service media landscape of Ukraine. This article suggests to clarify the terms ‘public service broadcasting online’ and ‘public service media’ and argues that public service media provide heterogeneous public service content specifically adjusted for each medium (television, the internet, mobile phones) and cultivate egalitarian relationships with the pub- lic applying the mixed model of communication. By contrast, public service broadcasters online re-translate the televisual content on the multimedia platforms, sustaining the hierar- chical one-to-many model of communications. The concept of the two co-existing types of public service content providers has been explicitly illustrated by examples of the grassroots crowd-funded and crowd-sourced Ukrainian digital media Hromadske and the official, gov- ernment-funded public service broadcaster UA:Pershyi. With European public service broadcasters currently struggling to reinvent their identity in the digital age, the case of Ukraine can help us see clearly how public service media are navigating the collision be- tween broadcast and digital cultures. The paratext is defined as textual and visual elements that surround and support the core text. It is also any material additional to, appended to or external to the content, which has functions of explaining, defining, instructing, supporting, or adding background information, the relevant opinions and attitudes of scholars, translators and reviewers. The article examines the significance of the paratext and its components in the translation of online news texts. The objective of the paper is to demarcate a theoretical framework based on literary criticism, media and translation studies, which can provide the ground for media translators and researchers. In particular, this paper determines the paratext and paratextual elements within the scope of news discourse; singles out the most potent paratextual elements in news translation; and presents the most frequent challenges of rendering paratextual elements in the translation of online news texts from English into Ukrainian. The research provides some insights brought by the notion of the paratext to translation studies, as well as the neighbouring disciplines of digital and media studies. The analysis highlights the complex paratextual elements, which have never ceased to challenge translators, mainly headlines, subheadings and leads of online news texts. 1 Introduction Lately the study of media translation has grown significantly [1, 2, 3] and linguistic, cultural, and ideological aspects of news texts have gained the most interest of researchers [4, 5, 6]. -

Chapter 4 Ukraine’s Foreign Policy and the Role of the West Olexiy Haran and Petro Burkovskiy Facing challenges from Russia, the West is struggling to preserve its prin - ciples of collective responsibility for regional security in Europe and to develop a common approach toward necessary yet politically painful and economically costly efforts to limit Putin’s actions and plans. At the same time, leading Ukrainian foreign policy decision-makers are desperately pursuing the twin goals of freezing the Donbas conflict and maintaining international support for the country. In this chapter we begin with a general analysis of mutual perceptions from both sides, then proceed to identify key interests and concerns regard - ing the war in Donbas, and analyze whether the political aspects of the Minsk agreements can be implemented. We then suggest some recom - mendations on the way ahead. We argue that Putin’s success in attacking Ukraine, which is impossible to achieve without undermining unity among Western powers, could embolden him to exert his power and influence in wider Europe. Moreover, as U.S.-EU ties are likely to undergo some stress after elections on each side of the Atlantic in 2016 and 2017, Russia will to be tempted to take advantage of such turbulence by pressing forward with its goals in Ukraine and pushing the so-called “grey zone” of insecurity westward before a new equilibrium is found within the Euro-Atlantic area. Ukrainian Perceptions of the West amid War with Russia Following the events of 2014–2016, Ukrainian decision-makers have accumulated a number of concerns about Western attitudes toward Russian aggression in Crimea and the Donbas.
