Organization Background ■ APO and environment-related activities Since its inception in 1961, the APO has cooperated with small- and medium-sized enterprises in member countries concerning pollution prevention measures and occupational health and safety problems and undertaken a variety of activities to improve awareness of environmental problems. After participating in the Rio Earth Summit in 1992, the APO carried out a basic survey the following year titled "Productivity and the Environment," and put forward the Green Productivity (GP) concept, which pursues the concurrent improvement of productivity and environmental conservation, based on the results of that survey. The APO received financial support from the Ministry of Foreign Affairs of the Japanese government under the "Special Grant for the APO’s Environmental Program" and launched the revolutionary GP Program in 1994, which links the elements of environmental conservation with existing productivity improvement endeavors. The strength of GP is that it is not simply an individual approach to environmental conservation or quality improvement but a comprehensive strategy that can be incorporated in a mutually complementary form in strategic fields of economic activities in member countries. To nurture an economic infrastructure in member countries which will contribute to higher competitiveness and sustainability, the APO has invested extensive resources into ensuring the successful launch and operation of the GP Program. For the details on GP, please visit the APO web site (http://www.apo- tokyo.org/jpn/green/index.html). ■ Establishment of the GP Advisory Committee In 2003, the APO Secretariat set up a GP Advisory Committee (GPAC), composed of individuals in charge of environmental management at leading companies, mainly in the manufacturing industry, to receive advice and cooperation from Japanese corporations with long-term experience in implementing environmental measures and for further promotion of GP projects. As of March 2009, the executive members of the GPAC are Chairperson Dr. Tamotsu Nomakuchi (Chairman, Mitsubishi Electric Corporation), the three vice-chairpersons Prof. Ryoichi Yamamoto (Professor, University of Tokyo), Hideaki Sekizawa (Executive Vice President, Nippon Steel Corporation), and Teisuke Kitayama (Chairman of the Board, Sumitomo Mitsui Banking Corporation). Together with committee members, who are managers in charge of environmental affairs of over 60 leading Japanese companies, the executive members are continually providing support and advice to APO activities. The original executive members who kindly supported the GPAC as chairpersons and vice-chairpersons remain as advisers who provide valuable inputs (see the Executive Members List of the GPAC on page 68). ■ Greening supply chains and the Eco-products Exhibition In recent years, as a result of the greater international interdependence resulting from the globalization of economic activities, solidarity across borders, commencing with the international outsourcing of labor, has become indispensable for the efficient management of companies. Independent completion of industrial production activities entirely within a single country alone is becoming practically impossible. Under such circumstances, the probability of the Asia-Pacific region becoming a center of manufacturing activity is great since it has an abundant, hardworking labor force. The APO's goal of greening supply chains is aimed at linking manufacturing with sustainable economic development. More specifically, the goals are to incorporate consideration for the environment into every stage of the production process, from the acquisition of raw materials and the purchasing of parts, making all products green, and establishing a world-class "Made-in-Asia" environmental label. The GPAC selected the greening of supply chains as its main theme and is working to ensure that Asian governments and corporations promote the use of environment-friendly products as a fundamental business objective. The Eco-products Exhibition has been held at the Tokyo Big Sight every December since 1999 to promote products, services, and business styles that take the environment into consideration. This exhibition becomes more successful every year, and more than 170,000 people attended the three-day event in 2008 which was the exhibition’s 10th anniversary. These visitors not only included people involved in eco-friendly products and services, but also a wide range of people with different interests, such as those affiliated with environmental organizations, housewives, and even students as young as elementary school age. 2 ECO-PRODUCTS INTERNATIONAL FAIR 2009 ■Success of Eco-products International Fairs 2004–2008 and implementation of Eco-products International Fair 2009 With the full cooperation of the GPAC, the APO started the Eco-products International Fair (EPIF) in 2004. This fair emphasized the importance of green purchasing to consumers in Japan and other Asian countries, and it provided an opportunity for networking and the discovery of business partners in the eco-business. This meant that the EPIF acknowledged the importance of efforts to strengthen international competitiveness by greening supply chains in the Asia-Pacific region. The first fair was held in Malaysia in 2004, followed by Thailand in 2005, Singapore in 2006 and Vietnam in 2008. Based on the success of the past four EPIFs and with the endorsement of the GPAC, it was decided to hold the fifth EPIF in 2009 in the Philippines. ■The venue of the EPIF 2009: SMX Convention Center Built in November 2007, the SMX Convention Center has state-of-the-art facilities and is the largest exhibition hall in the Philippines. It is an integral part of the Mall of Asia Complex Park, one of the five largest shopping malls in the world. Due to its proximity to Ninoy Aquino International Airport, one of the outstanding features of the center, the SMX Convention Center was chosen as the venue of the EPIF 2009.
