Records #2688 Introductiun The rocords in boxes 33,43 and 44 (accession #26?8), first identified by Mr. Richards in his box listing as early or historical material, have been listed by folder heading and analysed where some sub-series+seemed apparent. The material, correspondence, minutes, financial records, speeches, memoranda, etc. covers the g~riod1921 to 1934, with 3 file folders 1945- 1949. In all there are 109 files amd 1 paclcsge of slides relating to the establishnent of the Committee on the ReQional Plan of New York and Environs under the guidence of Charles D. Norton, the appointment of Thohss Adams as Director of the Plan and Surveys,to the publication of the Plad and the formation of the Regional Plan Association in 1931 with almost identical personnel to the Committee. The iiles have been divided into 10 sub-series hut it is most strongly stressed that this is a tentative arrsngement because such a small fraction of accession #26?8 of the RFqinnal Plan Assoc. has been analysed. Fcr ins- tance 12 additional 16-inch boxes contain other letter designated iiles (e.g. PR,SG, EN) and 16 16-inch boxes contain numbered files (up to #282). See the appended listmng for the location of these files. Because the material in boxes 33,43,and 44 deals with the development of the Plan and Association and with prominent figures, it is in demand :nd so it is sub- mitted that some orqenization, however short-lived, may be useful. The sub-series are listed in cnrnnological order by covering iztcs, and each sub-series is arranged alphabetically by file folder tab. Charles 0. Norton, whose insnirstion snd master3:inding brounht the Committee on the Reqional Plan nf Mew York ard Envirnns into existence under the aegis of the Russell S~I??Fcundztion, died sudden!^ of ?neu- monia in March 1923. 4ccoraLng to a letter of 70 January 1924 to Frederic Delano who succeeded Norton as chairman of the Committee (f.7. "Fredsric 4. En the assumption that this was carried out, these papers are then the Reqional Plan collection of Charles Norton papers, 1921-1923, 1930, and include material by end aoout Yorton. It would appear that folders with th~heziding "Ch-rles 0. Nortnn" ~nda sub he3ding may hzve been Norton's own files, but the foldnrs are in such poor physical condition that positive idcntificztion is difficult. The accession folder contains corresgondence coverinq the letter which was obtained from the Regional Plan 4ssociation. 9 sub-series of @ file folders has folder tabs hearing letter designstions frov "Ea-@h" to "9e-Sm". It contains correspondence to the Committee 3nd Assocntion 1921-1531 on a variety of subjects and is arranqsd by surname of correspondent. Possibly ths most significant sub-series is 41 file folders of procedural and operational files of the Committee on the Regional Plan of Piew York and Environsl-its successor Reoional Plan Assnciation Inc. for the. psriod 1321- 1434.
