To facili- tate this endeavor, members of the open-ended Working Group are using as their model a draft convention submitted to the Commission by Poland in the Fall of 1979.1 Since the beginning of its deliberations concerning the Convention, the Working Group has adopted a preamble and eighteen articles. It has also received from participating and observing delegations and from non-governmental organizations recommendations for amend- ments and additions to the remaining, proposed fifteen articles.2 Unfortunately, the draft Convention has a glaring omission. Not one of the drafted or proposed articles addresses the subject of the discipline and punishment of children. Yet discipline and punishment can be integral parts of a child's daily life.
