September , 2015 Issue 1 of 2015 Publisher: CCICED Secretariat Feedback Link CCICED Activities ■ CCICED Roundtable 2015 On May 18-19, China Council for International Cooperation on Environment and Development (CCICED) held its 2015 Roundtable meeting in Shanghai, inviting council members, former research project co-chairs, renowned scholars, industry leaders, donor representatives, and government officials studying at the China Executive Leadership Academy Pudong (CELAP), to sit 1 together and discuss China’s green transformation. “China’s economic growth has entered the stage of “New Normal”, which is accompanied by severe environmental challenges,” said Mr. Li Ganjie, CCICED Secretary General and Vice Minister of Ministry of Environmental Protection (MEP). “How to deal with the relationship between environment and development under this “New Normal” puts to the test our governance skills and our capacity to serve the people.” Li noted Beijing’s new focus on “greenization” and recent actions to build an ecological civilization, pointing out that effective greenization requires not only national initiatives such as legislation, institutional arrangements and policy guidance, but also reforms and innovations at all levels of government. He stressed the importance of raising public awareness through environmental education campaigns, which will bolster progress towards ecological civilization goals. Under the theme of “Modernization of National Governance and Green Transformation”, this year’s Roundtable Meeting allowed the CCICED to share its policy recommendations on eco-environmental redlining, media and public participation policies to promote China’s green development, green accounting and environmental performance evaluation, as well as green supply chains. It also offered local officials opportunities to raise both questions and challenges, and to share their experience in greening China’s development. -

THE ENVIRONMENT AND CLIMATE CHANGE Findings • During the Commission’s 2020 reporting year, top Chinese Communist Party and government officials continued to high- light the importance of protecting the environment, yet envi- ronmental pollution remained a major challenge in China. Analysis of officially re- ported Chinese government data indicated that carbon dioxide emissions in China increased by approximately 2 percent. Do- mestic and international environmental organizations raised concerns that China’s planned economic stimulus measures may promote the use of coal and investment in heavily pol- luting industries, resulting in significant additional environ- mental pollution. • Although Chinese and international concern focused on the zoonotic origin of the novel coronavirus, the Chinese govern- ment continued to permit wildlife trade for traditional Chinese medicine. -

CHINA- KOREA RELATIONS NUCLEAR WEAPONS CLOUD 70 YEARS OF FRIENDSHIP SEE-WON BYUN, SAN FRANCISCO STATE UNIVERSITY North Korea conducted five rounds of missile launches in this period as prospects for resuming dialogue with Washington dwindled. Although People’s Republic of China State Councilor and Foreign Minister Wang Yi praised Pyongyang’s diplomatic efforts during his September visit to the North, US-DPRK talks in October made no progress. The nuclear impasse loomed over 70th anniversary celebrations of China- DPRK diplomatic ties, highlighting the expanding friendship Chinese President Xi Jinping and North Korean leader Kim Jong-un envisioned last June. Amid concerns over escalating tensions on the Korean Peninsula, Beijing and Moscow proposed a draft UN resolution in December calling for the partial lifting of sanctions. For their part, Beijing and Seoul advanced their strategic partnership through talks between Xi and South Korean President Moon Jae-in, the China-ROK-Japan summit in December, Wang’s visit to Seoul earlier that month, and the resumption of defense talks in October. But Moon’s latest China visit drew much domestic criticism for failing to secure Beijing’s cooperation on bilateral and regional priorities. Wang’s December visit to Seoul, meanwhile, was most remembered for his attacks on US “unilateralism” and “bullying.” US-China trade tensions and public clashes over Hong Kong present new challenges for the China-ROK partnership. Centre for Eastern Studies NUMBER 265 | 18.04.2018 www.osw.waw.pl High on the party, low on the state A quantum leap in the process of China’s reconstruction Jakub Jakóbowski, Michał Bogusz At its annual session in March 2018, the National People’s Congress (NPC) approved a series of changes to the structure and organisation of the Central People’s Government (also known as the State Council of the People’s Republic of China, further in the text referred to as the central government) and an amendment to China’s constitution. It also announced nomina- tions to several important state offices. This represents a crowning achievement and formal confirmation of the process of changes to the Chinese system of power that has been ongoing since 2012. The purpose of these changes is to secure continued governance by the Commu- nist Party of China (CPC), to maintain domestic stability and to break the impasse in economic and social reforms. The general thrust of these changes involves a shift in decision-making power and a transfer of control in terms of how the state apparatus works to organs of the CPC, at the cost of central government institutions and local governments. This is being done by concentrating power in the hands of the party’s General Secretary, Xi Jinping, who in recent years has used the CPC structures to boost discipline within the party and state insti- tutions, to increase coordination in domestic and foreign policy and to revive the process of economic and social reforms. The changes to the structure of the administrative apparatus follow the centralist ambitions of Xi Jinping.
