J. FRANK ABSTRACT Although the average annual precipitation of the Clatsop Plains is 78.5 inches, the area is not without problems of water supply. The Clatsop Plains area is under­ lain by Tertiary bedrock of low permeability that stores and yields small quantities of ground water, which may be of poor chemical quality. This Tertiary bedrock furnishes only minor ground-water discharge to maintain the base flow of streams. The flow of rivers and creeks, normally abundant during the wet season, decreases greatly during the dry summer months. The lowlands are overlain by extensive deposits of dune and beach sand. The dune sand is permeable and can absorb and store, as fresh water, a large percentage of the annual precipitation. In the central part of the dune area, the saturated thick­ ness of the sand ranges from 95 to more than 150 feet. Most of the ground water in the sand discharges to the ocean through beach-line seeps and underflow. Much of the water now being discharged to the ocean could be recovered by pumping from properly located, designed, and constructed wells. Three test wells drilled as part of this study are capable of yielding 100 gallons per minute although they are equipped with only short lengths of well screen. It is estimated that 2,500 acre-feet of ground water per year per square mile of area may be available for withdrawal in the 10- square mile area that is most favorable for development. The water from the dune sand is soft to moderately hard, has a low chloride con­ centration, and is of generally good chemical quality; however, at places it is weakly acidic and contains sufficient dissolved iron to make iron removal necessary for some uses. Ground water from shallow depths beneath a few swampy low-lying areas is brown and contains excessive concentrations of iron. Because economic growth is placing additional demands on water supplies, city and county officials of the area recog­ nize the need to determine the ground-water resources of the Clatsop Plains sand-dune area. Most of the Clatsop Plains water supply is imported by pipeline from a nearby drainage basin, but in late summer the supply is barely ade­ quate. At present (1968), the only area where ground water is used as a main source of water supply is at the Surf Pines, a private development of beach properties near Gearhart consisting of about 40 homes, some of which are occupied on a seasonal basis. This report explains the relation of the geologic environment to the occurrence of ground water and describes the hydrologic conditions, the chemical quality of ground water, and the potential ground-water supply for the Clatsop Plains sand-dune area. Field work was done during July 1966-October 1967. Existing geologic maps for the area were checked, and the contact between the Tertiary Astoria Formation and the Quaternary deposits was defined and modified. Thirty-four shallow observation wells were constructed for sampling and periodic measurement of water levels. Discharge measurements were made periodically on several streams. Staff gages were installed on five lakes and several small streams. The altitude of each well and staff gage was established by spirit leveling, and water samples were collected and analyzed for chemical quality. To determine the nature and depth of the sand and the yield of a properly screened well, three test wells were drilled. During the drilling of the test wells, sand samples were collected from various depths and analyzed for grain size and hydrologic properties. Each well was test pumped to determine the water-yielding properties of the sand. The Clatsop Plains sand-dune area extends southward along the Oregon coast from the mouth of the Columbia River to Tillamook Head, and is in Clatsop County, Oreg. The dune area ranges in width from about half a mile near Tillamook Head to about 2 miles near Point Adams. The area comprises about 40 square miles, and the part studied most intensively is the central and widest part of the sand-dune area. This part, about 14 square miles (fig. 1), lies south of Fort Stevens, west of U.S. Highway 101, and north of Neawanna Creek and the mouth of the Necanicum River. The present investigation was made by the U.S. Geological Survey in cooperation with Clatsop County. The study was made under the immediate supervision of D. D. Harris, chief of the Hydrologic Investi­ gations Section, and under the general supervision of S. F. Kapustka, district chief in charge of water-resources investigations in Oregon. Healy (1952) Oregon Burial Site Guide Clatsop County Area: 873 square miles Population (1998): 35,424 County seat: Astoria, Population: 10,130 County established: 22 June 1844 Located on the south bank of the lower Columbia River where it enters the Pacific Ocean. Clatsop County was the site of the first white trading post in Oregon and therefore the earliest established cemetery. This was Fort Astoria founded in the spring of 1811 for the fur trade. It was occupied by the British in the fall of I 813 during the War of 1812 and was renamed Fort George. Returned to the Americans in 1818 and once again called Fort Astoria, the name was gradually transferred to a small civilian settlement as Astoria. The earliest burials after 1811 and those dating from the 1850's to about 1878 are now built over. Eventually most of Astoria's known burials were transferred to Ocean View which was established in 1872. The Clatsop Plains Pioneer Cemetery was begun in 1846 and is the earliest organized cemetery outside of Astoria. By the 1870's there were at least four other organized cemeteries. There were many family burial sites and still some Indian burials sites and a United States Military cemetery begun as early as 1868 at Fort Stevens. The most prominent ethnic nationalities from Europe were Finns and Swedes who are scattered through many cemeteries and family burial sites.

    Captain Clark at Tillamook Head, 1806 By William Clark In the journal entry reproduced here, Captain William Clark offers a detailed description of the northern Oregon coast as he encountered it on January 8, 1806. Standing at the top of Tillamook Head, Clark described the view in every direction, noting the natural features of the landscape as well as the Indian villages that could be seen. Among the Native groups he identified were the “Killamox,” better known as the Tillamook. The Tillamook were a group of related Salishan-speaking communities on the central and northern Oregon coast. Clark wrote that there were five principal Tillamook villages in 1806, three of which he could see from his vantage point. He estimated their population at about 1,000, though their numbers had already been reduced by two smallpox epidemics probably introduced by maritime fur traders in the late 1770s and again in 1801. Clark described a number of large burial canoes near an old village site, possibly depopulated by this devasting disease. Clark observed that the Tillamook were culturally quite similar to the Clatsop and other Chinookan peoples of the Columbia River. Even though the Tillamook spoke a different language, they interacted frequently with their immediate neighbors to the north, south, and east. The first peoples of the Oregon and Washington coast were culturally and economically linked by a trade network that centered on the lower Columbia River. Whale blubber and oil were valuable items in this regional trade network. In January 1806, Clark led a party south from Fort Clatsop hoping to obtain blubber and oil from a whale that had washed ashore at present-day Cannon Beach.

    Fort Clatsop By Unknown This photo shows a replica of Fort Clatsop, the modest structure in which the Corps of Discovery spent the winter of 1805-1806. Probably built of fir and spruce logs, the fort measured only fifty feet by fifty feet, not a lot of space for more than thirty people. Nevertheless, it served its purpose well, offering Expedition members shelter from the incessant rains of the coast and giving them security against the Native peoples in the area. Although the Corps named the fort after the local Indians, they did not fully trust either the Clatsop or the related Chinook people, and kept both at arms length throughout their stay on the coast. The time at Fort Clatsop was well spent by Meriwether Lewis and William Clark. The captains caught up on their journal entries and worked on maps of the territory they had traversed since leaving St. Louis in May 1804. Many of the captains’ most important observations about the natural history and Native cultures of the Columbia River region date from this period. Other Expedition members hunted the abundant elk in the area, stood guard over the fort, prepared animal hides, or boiled seawater to make salt, but mostly they bided their time, eagerly anticipating returning east at the first sign of spring. The Corps set off in late March 1806, leaving the fort to Coboway, headman of the Clatsop. In a 1901 letter to writer Eva Emery Dye, a pioneer by the name of Joe Dobbins noted that the remains of Fort Clatsop were still evident in the 1850s, but “not a vestige of the fort was to be seen” when he visited Clatsop Plains in the summer of 1886.

  • Skipaon River Restoration
    Skipanon River Restoration Action Plan Adopted May, 2006 Background of Project The Skipanon Watershed Council formed in 1997 as a community-based organization to identify and proactively address watershed restoration. In 2004, the council was given funds from a civil penalty suit against a local fish processing plant. The funds are to be used for restoration in the Skipanon Watershed. Before using funds for any restoration projects, the council felt it was important to revise its Action Plan to identify the most ecological significant restoration projects within the watershed. Goal of Project The goals of this document are to identify, analyze and priotizes, to the extent possible, potential site-specific conservation projects within the Skipanon Watershed. The Council hopes to create a document based in sound ecological principles, yet understandable by the lay reader. Additionally, the Council hopes to highlight partnership opportunities, monitoring efforts and educational opportunities. Ultimately, the Council and other watershed related organizations can utilize this document to help guide restoration, conservation and acquisition activities, monitoring and education within watershed. Lastly, the Council hopes the numerical prioritization methodology is transferable to the estuarine portions of the Youngs Bay and Nicolai-Wickiup Watersheds. Methods Summary of Methods The methods to achieve the goals of the project were to 1) involve the public and 2) review and utilize other prioritization criteria. As a community-based organization, it was imperative to involve as many community members, landowners, interested citizens, municipalities and agencies in the process of identifying restoration activities as possible. To identify potential restoration projects, the Council relied on the expertise of local community members, landowners, interested citizens, representatives from local municipalities and agencies.
