The inception workshop for the development and implementation of the SOC reporting system in Pampanga was conducted on 29 November 2012 at Capampangan Island Restaurant in San Fernando City, Pampanga. The workshop specifically aimed to: 1) provide an overview of the ICM framework and process and update the members of the TWG on ICM on the progress made on the development of ICM program in Pampanga; 2) discuss the benefits of SOC in determining baseline conditions and priorities that can be addressed in the ICM program; 3) discuss the processes of establishing the reporting system and development of SOC baseline report; 4) clarify the roles and responsibilities of the SOC Task Team, and 4) show how the SOC reporting is linked to subsequent activities of the ICM program. 2. The workshop was attended by representatives from 7 municipal LGUs (San Luis, Porac, Sasmuan, Minalin, Apalit, Lubao and Florida Blanca), provincial (PHO, PEO and PG-ENRO) and national government agencies (DENR Region 3, PENRO, BFAR, DPWH and DILG). The list of participants is given in Annex 1. 3. The expected outputs from the workshop included: 1) preliminary assessment of data availability and data sources based on the requirements of the SOC, and 2) action plan for the development of SOC baseline report for Pampanga.     113 Mat Weaving in Apalit and Vicinity, Province of Pampanga,Luzon By R ic a r d o E. G a l a n g Although mat-weaving is not considered to be one of the most important industries in the Philippines, yet in some towns of the provinces it is the chief occupation of the women. In Apalit, a town in Pampanga, mat-weaving is the chief occupation of the women. It is widely spread in every barrio (village) of that town. The material used in this industry is the young leaves or shoots of the buri palm. It is not available in that town but it is obtained from the neigh­ boring provinces. The vendors load their bancas with buri shoots and visit the town every Saturday. The ordinary price of one hundred shoots of buri is 1.25 peso (1917). There are two processes in preparing the material for weaving. One process is the ordinary preparation of the material, i.e. the leaves are separated from one another and are dried in the sun for about four or five days. We know that the leaf of buri is a compound leaf, i.e. it is composed of little leaves. Each of these little leaves is torn from its midrib by a knife. These leaves are rolled up in order to make each leaf smooth. Then they are placed in one corner till the cutting process takes place. The other process of preparation is by boiling the leaves in a can of water containing vinegar and alum in order to whiten the leaves.
