NDCC Sitrep No. 5 on the Effects of TS Ondoy As of Sept. 27, 2009 PNRC - 282 (40 R Papa St, 117 Sto Domingo, QC, 10 Amorante , 115 Kalentong) PN SWAG – 4 in Provident Village, Marikina • DSWD will start massive relief operations to augment local capacities in Metro Manila • The NDCC facilitated the release of 1,300 sacks of rice to the PDCCs of Cavite (200), Laguna (200), Batangas (200), Rizal (200); Quezon (100); CDCC Calamba, Laguna (200); and CDCC Sta. Rosa, Laguna (200) D. Damaged Houses CAR • One (1) house was totally damaged in Sitio, Kubo, Brgy. Palay, Kabayan, Benguet with 3 people rescued alive and one (1) still missing E. Flooded Areas Region III ••• Bulacan – Thirty six (36) barangays in Marilao, Meycuayan, San Miguel and Bocaue Sta Maria, Calumpit, Bustos and Norzagaray – heavily flooded ••• Pampanga – thirty three (33) barangays in San Simon, Guagua, Masantol, Apalit, Lubao, Porac, Sto. Tomas and San Fernando NCR ••• Metro Manila - 45 brgys. in Manila City (1), Marikina City (2), Malabon City (6), Muntinlupa City (2), Quezon City (17), Makati City (1), Pasay City (1), Pasig City (5), Valenzuela City (1) and San Juan City (9) with flood water ranging from 2 ft. to waist-deep are not passable to light vehicles. F. Landslide Areas • Landslides occurred in Mt Province-Cagayan via Tabuk (Tangalan section) – closed to traffic, CAR; Brgy. San Juan-Banyo, Arayat, Pampanga in Region III Brgy. Bongalon, Sangay, Camarines Sur in Region V; Tagaytay-Taal Road, and Tagaytay-Talisay Road in Cavite; and Antipolo-Teresa Road and Sumulong Highway in Rizal G. Road Status (Tab C) • Fifty (50) road sections in Regions II, III, IV and CAR are either impassable to light vehicles and/or all types of vehicles II. NATIONAL ACTIONS • The Secretary of National Defense and Chairman, NDCC in a Press Briefing this afternoon, declared a State of National Calamity in the following areas in view of the extensive effects of Tropical Storm “Ondoy”: - The whole of National Capital Region (NCR) - CAR: Mt. Province, Ifugao and Benguet 2 - Region I: Pangasinan, La Union and Ilocos Sur - Region II: Isabela, Quirino and Nueva Vizcaya - Region III: Aurora, Nueva Ecija, Zambales, Pampanga, Bulacan, Tarlac and Bataan - Region IV-A: Cavite, Laguna, Batangas, Rizal, Quezon - Region IV-B: Mindoro (Occidental and Oriental) and Marinduque - Region V: Catanduanes, Camarines Norte and Camarines Sur • NDCC-OPCEN has been continuously coordinating with AFP Command Center and emergency responders of respective areas for the conduct of immediate search and rescue operations in various flooded/critical areas in Metro Manila: Manila City, Marikina City, Malabon City, Muntinlupa City, Quezon City, Makati City, Pasay City, Pasig City, Valenzuela City and San Juan City; Central Luzon (Bulacan); and Region IV-A (Rizal Province particularly San Mateo, Cainta, Tanay, Angono, Taytay, Baras, Montalban and Antipolo City) • Secretary of Department of National Defense and Chairman, NDCC issued an NDCC Circular to Chairmen of RDCCs I, II, III and CAR directing them to undertake necessary response measures to avoid loss of lives and destruction of properties • NDCC established an Advance Command Post (ACP) at Katipunan Avenue cor. Araneta Boulevard, Marikina City. The over-all commander is Hon. Mayor Maridel Fernando while the Incident Commanders are Mr. Robert Nacenciano and Mr. Ramon Santiago of MMDA • DOH activated all DOH CHD’s operations center 24 hours/7days with continuous coordination with theLGUs concerned and prepositioned drugs and medicines in all areas affected • DSWD’s on-going interventions are activation of the Quick Response and Social Welfare and Disaster (QR/SWAD) teams to provide technical assistance to the disaster-affected local government units (LGUs) on disaster operations; provided PhP635,056.00 worth of relief goods consisting of food and non-food commodities to the affected families; and prepositioned stand-by funds, family food packs and stockpile of relief commodities composed of food and non-food amounting to PhP19,981,158.35 by the field offices concerned along the typhoon path, ready for additional augmentation/assistance whenever necessary • PNRC rescued 282 persons and provided relief assistance to the victim • National Grid Corporation of the Philippines is conducting power restoration in various damaged sub-stations (S/S) in Region III (Botolan, Zambales (77.18%), Cabanatuan, Nueva Ecija (79.51%), Concepcion Tarlac (12:66%), Cruz na Daan. Bulacan (0%) and Limay, Bataan (40;0%); Region I ( Labrador, Pangasinan (48.48%) power restored Summary of Assets Deployed (Tab D) • Assets deployed to the flooded areas in Metro Manila by AFPDRTF (HSC, SEG and MP, GHQ, PN, PMC, PAF, 525Ebde, PA and NCRRCDG); PNP; PCG; VCRC, 5IDRC, ICMOTF, 75 th CG- NCRC; AFPRESCOM; PMC; and MMDA 3 Donations • Dr. Rafael Rodriguez of Medical Plaza donated 1 unit rubber boat to NDCC which was turned over to the AFP • Aileen Lawigan, friends of Executive Secretary Ermita donated ready-to-eat food packs for stranded passengers • CEISSAFP coordinated with SMART Telecom re: Installation of GSM900 repeater at NDCC Operation Center to enhance smart mobile phone signal inside the OPCEN building Region III • SBMA - 15 personnel of SBMA Fire Department and SWAT (IED) proceeded to PNRC National headquarters to augment rescue operations in the flooded areas in Metro Manila with one (10 rescue van, 1 rubber boat and 2 dump trucks • NOLCOM 503rd conducted rescue and retrieval operations in the landslide areas REGIONAL ACTIONS NCR • OCD-NCR alerted QCDOPs to monitor areas likely to be affected by the spilling of La Mesa Dam and coordinated with NCRCOM and CDAG for immediate deployment to Brgy. Bagong Silangan and Brgy. Fairview and Sitio Ruby East Fairview and the collapsed building in 18th Avenue Region III Bulacan • PDMC Bulacan Rescue Team, PNP Municipal Station, 306/305 of PNP, Bulacan PPO, Bulacan 566, BIRA, Rescue 117, and Special Forces of Philippine Army are currently conducting rescue operation in all flooded areas in Bustos, Sta. Maria, Bocaue, Marilao, Meycauayan, Baliwag and Norzagaray Nueva Ecija • Governor Aurelio Umali of Nueva Ecija directed the activation of PDCC as early as 9:30 AM • PSWDO Nueva Ecija are now packing relief goods for distribution • PEO prepositioned 3 dump trucks which are temporarily stationed at PDCC Center • Four (4) serviceable motorized rubber boats of PDCC are prepositioned for emergency operations Pampanga • PDCC Pampanga together with rescue team proceeded to Arayat, National Park, San Juan, Banyo, Arayat for relief and rescue operations • OCD III coordinated with PNRC Pampanga for used clothing for relief operations Olongapo City rescue team proceeded to Metro Manila to augment in the conduct of rescue and evacuation operation 4 OCD-RDCC III, PNP and NOLCOM and other responders are now assisting in the rescue and evacuation operations in Bulacan and Pampanga Region IV-A • The Philippine Coast Guard and Philippine Ports Authority in Batangas have suspended the inter-island travel. Vessel of 1,000 gross tonnage (GT) and below are not allowed to venture into the sea • All local DCCs of CALABARZON are placed on alert status • Quick Alert Response Teams of DPWH, Southern Luzon Command (SOLCOM), DOH, DSWD, PCG and PNP are on alert status ready for deployment as the need arises • BFP IV-A and AFP Units operating in Rizal Province have been ordered to proceed to the affected areas in the province • Lucena CDCC, Chairman and City Mayor Ramon Talaga, Jr. called an emergency meeting to check the preparedness level of the city and visited as well the flood-prone areas in the city • Batangas CDCC called an emergency meeting to alert all its service committees • Quezon WASAR team proceeded to Infanta, Quezon to assist in the evacuation and SAR operations in the affected areas • The Republic Cement Corp assisted in road clearing operations along the Zigzag road in Antipolo City • MDCC Paki, Laguna with assistance from 4th RCDG-AFP conducted rescue operations of the stranded residents • AFP, PNP and BFP have provided assistance to the LGus in the conduct of rescue operations • Local DCCs supervised the conduct of rescue operations in their respective areas Region IV-B • PDCC Oriental Mindoro dispatched its Provincial Disaster Response to monitor the situation particularly the water courses affected by the monsoon rains. The inception workshop for the development and implementation of the SOC reporting system in Pampanga was conducted on 29 November 2012 at Capampangan Island Restaurant in San Fernando City, Pampanga. The workshop specifically aimed to: 1) provide an overview of the ICM framework and process and update the members of the TWG on ICM on the progress made on the development of ICM program in Pampanga; 2) discuss the benefits of SOC in determining baseline conditions and priorities that can be addressed in the ICM program; 3) discuss the processes of establishing the reporting system and development of SOC baseline report; 4) clarify the roles and responsibilities of the SOC Task Team, and 4) show how the SOC reporting is linked to subsequent activities of the ICM program. 2. The workshop was attended by representatives from 7 municipal LGUs (San Luis, Porac, Sasmuan, Minalin, Apalit, Lubao and Florida Blanca), provincial (PHO, PEO and PG-ENRO) and national government agencies (DENR Region 3, PENRO, BFAR, DPWH and DILG). The list of participants is given in Annex 1. 3. The expected outputs from the workshop included: 1) preliminary assessment of data availability and data sources based on the requirements of the SOC, and 2) action plan for the development of SOC baseline report for Pampanga.     113 Mat Weaving in Apalit and Vicinity, Province of Pampanga,Luzon By R ic a r d o E. G a l a n g Although mat-weaving is not considered to be one of the most important industries in the Philippines, yet in some towns of the provinces it is the chief occupation of the women. In Apalit, a town in Pampanga, mat-weaving is the chief occupation of the women. It is widely spread in every barrio (village) of that town. The material used in this industry is the young leaves or shoots of the buri palm. It is not available in that town but it is obtained from the neigh­ boring provinces. The vendors load their bancas with buri shoots and visit the town every Saturday. The ordinary price of one hundred shoots of buri is 1.25 peso (1917). There are two processes in preparing the material for weaving. One process is the ordinary preparation of the material, i.e. the leaves are separated from one another and are dried in the sun for about four or five days. We know that the leaf of buri is a compound leaf, i.e. it is composed of little leaves. Each of these little leaves is torn from its midrib by a knife. These leaves are rolled up in order to make each leaf smooth. Then they are placed in one corner till the cutting process takes place. The other process of preparation is by boiling the leaves in a can of water containing vinegar and alum in order to whiten the leaves.

Landslide in Catbalogan City, (Samar (Region VIII) Situation Overview: • On or about 12:00 NN, 22 November 2011, a landslide incident occurred between the boundaries of Brgy. Banuanan and Guisorongan, Catbalogan City, Samar • One (1), identified as Aldrin Avalencia Borja , was brought to the Provincial Hospital but declared dead due to sustained injuries while the two (2) others, identified as Danilo Roque (44 years old) and Eduardo Avalencia Borja (10 years old) suffered minor injuries. Actions Taken: • RDRRMC-OPCEN 8 coordinated with the Province of Western Samar, CDRRMO Catbalogan City and PNP Catbalogan Station to monitor possible effects and is continuously monitoring the situation at the landslide area • PDRRMC-Samar facilitated the burial expenses of the dead victim and deployed one (1) payloader as augmentation for the clearing operations • PNP, 8ID PA, local BFP and ALERT Philippines are now conducting road- clearing operation • DSWD, PNRC, Provincial Government of Samar and the local government of Catbalogan City headed by Mayor Coefredo “Tekwa” Uy are conducting damages and needs assessment (DANA).
