Report No. 3 – Population, Land Area, and Population Density is among the series of publications that present the results of the POPCEN 2015. This publication provides information on the population size, land area, and population density by region, province, highly urbanized city, and city/municipality based on the data from population census conducted by the PSA in the years 2000, 2010, and 2015; and data on land area by city/municipality as of December 2013 that was provided by the Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR). Also presented in this report is the percent change in the population density over the three census years. The population density shows the relationship of the population to the size of land where the population resides.

  • The Struggle of the Small-Scale Fisherfolk of Masinloc and Oyon Bay for Good Governance in a Protected Seascape by Cesar Allan Vera1
The Struggle of the Small-Scale Fisherfolk of Masinloc and Oyon Bay for Good Governance in a Protected Seascape By Cesar Allan Vera1 Introduction In 1992, President Fidel Ramos visited the people of Masinloc and took a leisurely dive in the waters of Masinloc Bay. From a backdrop of live corals, a swarm of damselfish, butterflyfish, groupers, lobsters and other creatures took over the chores of welcoming the President to the beautiful waters of bay. The vision of vibrant lifeforms was awe inspiring, considering that the same water was heavily devastated by dynamite and cyanide fishing just a few years before. The turnaround in the state of the coastal waters was a result of a sanctuary set up in San Salvador Island through the help of a Peace Corp Volunteer. However, the success of the sanctuary can be credited to the determination of the residents of the island to protect and preserve their natural resources. Through a community-based coastal resource management program of the non-government organization (NGO) Haribon Foundation, the local fisherfolk organization called Samahang Pangkaunlaran ng San Salvador (SPSS), took it upon themselves to manage the marine sanctuary and reserve. Their effort was legitimized by Municipal Ordinance no. 30, series of 1988. Local government officials capitalized on the enthusiastic dive of the President by lobbying Congress to declare the Masinloc and Oyon Bay as a Protected Seascape under Republic Act 7586, the National Integrated Protected Areas System (NIPAS) Act. Several consultations and public hearings were then conducted. Eventually, Masinloc and Oyon Bay was declared as a protected seascape through Proclamation No.

  • A Historical Evaluation of the Emergence of Nueva Ecija As the Rice Granary of the Philippines
Presented at the DLSU Research Congress 2015 De La Salle University, Manila, Philippines March 2-4, 2015 A Historical Evaluation of The Emergence of Nueva Ecija as the Rice Granary of the Philippines Fernando A. Santiago, Jr., Ph.D. Department of History De La Salle University [email protected] Abstract: The recognition of Nueva Ecija’s potential as a seedbed for rice in the latter half of the nineteenth century led to the massive conversion of public land and the establishment of agricultural estates in the province. The emergence of these estates signalled the arrival of wide scale commercial agriculture that revolved around wet- rice cultivation. By the 1920s, Nueva Ecija had become the “Rice Granary of the Philippines,” which has been the identity of the province ever since. This study is an assessment of the emergence of Nueva Ecija as the leading rice producer of the country. It also tackles various facets of the rice industry, the profitability of the crop and some issues that arose from rice being a controlled commodity. While circumstances might suggest that the rice producers would have enjoyed tremendous prosperity, it was not the case for the rice trade was in the hands of middlemen and regulated by the government. The government policy which favored the urban consumers over rice producers brought meager profits, which led to disappointment to all classes and ultimately caused social tension in the province. The study therefore also explains the conditions that made Nueva Ecija the hotbed of unrest prior to the Second World War. Historical methodology was applied in the conduct of the study.

EXECUTIVE SUMMARY The Community-Based Forest Management Program (CBFMP) revolutionized forest development and rehabilitation efforts of the government when it was institutionalized in 1995 by virtue of Executive Order No. 263. Before the adoption of the CBFM approach, the sole motivating factor of contract reforestation awardees was primarily financial gains. With the implementation of the Forestry Sector Project (FSP) using CBFM as its main strategy to rehabilitate the upland ecosystem, it empowered beneficiary communities economically, socially, technically and politically while transforming them into environmentally responsible managers. The tenurial right to develop subproject sites alongside the various inputs from the Subproject deepened their commitment to collaborate with other stakeholders in the implementation of these subprojects. The Mariveles Watershed Rehabilitation Subproject which has a total area of 2,000 hectares is located in the Municipality of Mariveles within Barangays Biaan and Balon-Anito and covers Sitios Lilimbin and Palanas of Barangay Camaya. The Subproject was undertaken to arrest the environmental degradation as well as to alleviate poverty in the area. Comprehensive Site Development activities accomplished rehabilitation of a total of 1,893 hectares through reforestation, agro forestry, enrichment planting and rattan planting with an average survival rate of 81.14%. Although there is no concluding analysis on the extent the Project was able to alleviate poverty within the Subproject site, it is worthy to note that in the five years of Project implementation, both members and non-members of the Mariveles Watershed Farmers Association, Inc. (MAWAFAS) found employment doing either of the following: nursery operation, plantation establishment, and maintenance and protection and also involvement in livelihood operations.
