Kan Specialist in National Security Policy Foreign Affairs, Defense, and Trade Division Congressional Research Service ˜ The Library of Congress Taiwan: Major U.S. Arms Sales Since 1990 Summary This report, updated as warranted, discusses U.S. security assistance to Taiwan, or Republic of China (ROC), including policy issues for Congress and legislation. The Taiwan Relations Act (TRA), P.L. 96-8, has governed U.S. arms sales to Taiwan since 1979, when the United States recognized the People’s Republic of China (PRC) instead of the ROC. Two other relevant parts of the “one China” policy are the August 17, 1982 U.S.-PRC Joint Communique and the “Six Assurances” made to Taiwan. (Also see CRS Report RL30341, China/Taiwan: Evolution of the “One China” Policy — Key Statements from Washington, Beijing, and Taipei, by Shirley Kan.) Despite the absence of diplomatic relations or a defense treaty, U.S. arms sales to Taiwan have been significant. In addition, the United States has expanded military ties with Taiwan after the PRC’s missile firings in 1995-1996. At the U.S.-Taiwan arms sales talks on April 24, 2001, President George W. Bush approved for possible sale: diesel-electric submarines, P-3 anti-submarine warfare (ASW) aircraft (linked to the submarine sale), four decommissioned U.S. Kidd-class destroyers, and other items. Bush also deferred decisions on Aegis- equipped destroyers and other items, while denying other requests. -

The Very Beginning (written with great honor by cousin Basilio Chen 鄭/郑华树) The Roots Chang Kee traces his family roots as the 87th descendant of Duke Huan of Zheng (鄭桓公), thus posthumorously, Dr. Holt Cheng is referred to in the ancient family genealogical tradition Duke Holt Cheng, descendant of the royal family Zhou (周) from the Western Zhou Dynasty. The roots and family history of Chang Kee starts over 2,800 years ago in the Zhou Dynasty (周朝) when King Xuan (周宣王, 841 BC - 781 BC), the eleventh King of the Zhou Dynasty, made his younger brother Ji You (姬友, 806 BC-771 BC) the Duke of Zheng, establishing what would be the last bastion of Western Zhou (西周朝) and at the same time establishing the first person to adopt the surname Zheng (also Romanized as Cheng in Wades-Giles Dictionary of Pronunciation). The surname Zheng (鄭) which means "serious" or " solemn", is also unique in that is the only few surname that also has a City-State name associated it, Zhengzhou city (鄭國 or鄭州in modern times). Thus, the State of Zheng (鄭國) was officially established by the first Zheng (鄭,) Duke Huan of Zheng (鄭桓公), in 806 BC as a city-state in the middle of ancient China, modern Henan Province. Its ruling house had the surname Ji (姬), making them a branch of the Zhou royal house, and were given the rank of bo (伯,爵), corresponding roughly to an earl. Later, this branch adopted officially the surname Zheng (鄭) and thus Ji You (or Earl Ji You, as it would refer to in royal title) was known posthumously as Duke Huan of Zheng (鄭桓公) becoming the first person to adopt the family surname of Zheng (鄭), Chang Kee’s family name in Chinese. -

Informal and Formal Institutions in Taiwan's Political Process Christian Göbel University of Heidelberg [email protected] Paper prepared for the Conference Group on Taiwan Studies at the APSA Annual Meeting 2001, San Francisco, August 30 - September 2 ABSTRACT Institutionalization plays an important role in democratic consolidation. This paper goes beyond constitutional reforms and takes a closer look at the institutions, both informal and formal, that have shaped and influenced Taiwan's political process since its successful democratic transition. It seeks to elucidate in a systematic way the role major informal networks have played, and in a second step examines their relationship with the formal institutional environment. Political representation in Taiwan is found to have been, to a great extent, based on informal institutions which undermine democracy. The relationship between these informal institutions and the formal institutions has been largely complementary, meaning that formal and informal institutions have reinforced each other. In cases where conflicts existed, the sanctions that the formal institution carried were either toothless, or their enforcement was lax. Seen in this light, Taiwan's process of democratic consolidation was largely stagnating until the changeover of power in May 2000. However, the new administration's "sweeping out black gold-" policies are a step in the right direction and might eventually serve to initiate further institutional reform. Introduction Much has been written about Taiwan's democratization process, and hardly anyone doubts that Taiwan became a democracy with its first direct presidential elections in March 1996. There is considerable argument, however, about the quality of Taiwan's democracy. -

Taiwanese Eyes on the Modern: Cold War Dance Diplomacy and American Modern Dances in Taiwan, 1950–1980 Dissertation Presented in Partial Fulfillment of the Requirements for the Degree Doctor of Philosophy in the Graduate School of The Ohio State University By Tsung-Hsin Lee, M.A. Graduate Program in Dance Studies The Ohio State University 2020 Dissertation Committee Hannah Kosstrin, Advisor Harmony Bench Danielle Fosler-Lussier Morgan Liu Copyrighted by Tsung-Hsin Lee 2020 2 Abstract This dissertation “Taiwanese Eyes on the Modern: Cold War Dance Diplomacy and American Modern Dances in Taiwan, 1950–1980” examines the transnational history of American modern dance between the United States and Taiwan during the Cold War era. From the 1950s to the 1980s, the Carmen De Lavallade-Alvin Ailey, José Limón, Paul Taylor, Martha Graham, and Alwin Nikolais dance companies toured to Taiwan under the auspices of the U.S. State Department. At the same time, Chinese American choreographers Al Chungliang Huang and Yen Lu Wong also visited Taiwan, teaching and presenting American modern dance. These visits served as diplomatic gestures between the members of the so-called Free World led by the U.S. Taiwanese audiences perceived American dance modernity through mixed interpretations under the Cold War rhetoric of freedom that the U.S. sold and disseminated through dance diplomacy. I explore the heterogeneous shaping forces from multiple engaging individuals and institutions that assemble this diplomatic history of dance, resulting in outcomes influencing dance histories of the U.S. and Taiwan for different ends. I argue that Taiwanese audiences interpreted American dance modernity as a means of embodiment to advocate for freedom and social change. -

A Fantasy Theme Analysis
Intercultural Communication Studies XV-1 2006 Lee The Editorial Commentaries of the 2004 Referendum Issue in Taiwan: A Fantasy Theme Analysis Pei-Ling Lee, Bowling Green State University Abstract This paper, based on fantasy theme analysis, discusses editorial contents that relate to the 2004 referendum issue in Taiwan. The main purposes are to investigate: (1) What kind of fantasy themes are created in these three Taiwanese newspapers? (2) How and why do these newspapers shape rhetorical visions? (3) How do different rhetorical visions of the referendum issue and the independence-unification controversy in Taiwan influence each other? Editorials from three major Taiwanese newspapers, United Daily News, China Times, and Liberty Times, were chosen to be analyzed. Introduction Taiwan, an island near the southeast coast of China, is one area that may break out warfare in the world. The political conflict between China and Taiwan has continued more than 50 years, and the diplomatic, economic, and arms races have never stopped. Since 1949, the PRC (the People’s Republic of China) and the ROC (the Republic of China) governments have competed over the legal sovereignty of China. In 1971, the PRC government replaced the ROC’s representation at United Nations, and most countries of the world have recognized the PRC’s sovereignty of China since then. The independent-unification controversy in Taiwan has come into public notice and caused conflicts among different sub-cultural groups after the previous ruling party, Kuomintang (KMT), lifted the martial law in 1987. After the former president of ROC, Lee Teng-Hui, announced the “special state-to- state” theory in 1999, the 2004 referendum in Taiwan was another political event that created the possibility of armed conflict and caused tension in the China-Taiwan relationship. -

The five biggest were: Zhuan Xu, Di Jun, Huang Di, Yan Di and Shao Hao.However, the Zhuan Xu People seemed to have disappeared when the Yellow and Chang-jiang river valleys developed into advanced Neolithic cultures. Where had the Zhuan Xu People gone? Abstract: Shanhaijing (Classic of Mountains and Seas) records many ancient groups of people in Neolithic China. The five biggest were: Zhuan Xu, Di Jun, Huang Di, Yan Di and Shao Hao. These were not only the names of individuals, but also the names of groups who regarded them as common male ancestors. These groups used to live in the Pamirs Plateau, later spread to other places of China and built their unique ancient cultures during the Neolithic Age. Shanhaijing reveals Zhuan Xu’s offspring lived near the Tibetan Plateau in their early time. They were the first who entered the Tibetan Plateau, but almost perished due to the great environment changes, later moved to the south. Some of them entered the Sichuan Basin and became the founders of Sanxingdui Culture. Some of them even moved to the south of the Tibetan Plateau, living near the sea. Modern archaeological discoveries have revealed the authenticity of Shanhaijing ’s records. Official Colours of Chinese Regimes: a Panchronic Philological Study with Historical Accounts of China
TRAMES, 2012, 16(66/61), 3, 237–285 OFFICIAL COLOURS OF CHINESE REGIMES: A PANCHRONIC PHILOLOGICAL STUDY WITH HISTORICAL ACCOUNTS OF CHINA Jingyi Gao Institute of the Estonian Language, University of Tartu, and Tallinn University Abstract. The paper reports a panchronic philological study on the official colours of Chinese regimes. The historical accounts of the Chinese regimes are introduced. The official colours are summarised with philological references of archaic texts. Remarkably, it has been suggested that the official colours of the most ancient regimes should be the three primitive colours: (1) white-yellow, (2) black-grue yellow, and (3) red-yellow, instead of the simple colours. There were inconsistent historical records on the official colours of the most ancient regimes because the composite colour categories had been split. It has solved the historical problem with the linguistic theory of composite colour categories. Besides, it is concluded how the official colours were determined: At first, the official colour might be naturally determined according to the substance of the ruling population. There might be three groups of people in the Far East. (1) The developed hunter gatherers with livestock preferred the white-yellow colour of milk. (2) The farmers preferred the red-yellow colour of sun and fire. (3) The herders preferred the black-grue-yellow colour of water bodies. Later, after the Han-Chinese consolidation, the official colour could be politically determined according to the main property of the five elements in Sino-metaphysics. The red colour has been predominate in China for many reasons. The Nationalist Party first defined the Incident as a rebellion by pro-Japanese forces and communist saboteurs. As the enemy of the Nationalist Party in China’s Civil War (1946-1949), the Chinese Communist Party initially interpreted the Incident as a Taiwanese fight for political autonomy in the party’s wartime propaganda, and then reinterpreted the event as an anti-Nationalist uprising under its own leadership. -

His ‘crime’ was to have made an unsanctioned Hajj pilgrimage to Mecca rather than joining an officially sanctioned group. His wife and eldest son were also detained and dozens of his associates were taken into custody. Later, rumours spread that his wife had died in custody. To the Party-state, however, this ordi- nary act counts as evidence of religious ‘extremism’. Aburusul’s wife, son and acquaintances were presumed guilty by association. Unfortunately, this is not an isolated case. On the pretence of eliminating ‘extremism’, the Party-state is attempt- ing to stamp out religious practice and enforce assimilation on China’s Muslim minorities, including the Uyghurs, Kazakhs, Kyrgyz, and Hui. Its methods include ‘re-education’ within a large and rapidly expanding sys- tem of so-called ‘vocational-education facilities’ and prisons, forcing ordi- nary Uyghurs to house Han Chinese in their homes (and sometimes even their beds), and intensifying efforts to secularise Xinjiang society.
