Executive Summary Population • The population of Newport Pagnell South in 2011 was 7,730. • Newport Pagnell had a relatively small population growth rate. The population grew by 430 people between 2001 and 2011. This is a 6% increase, the 9th smallest growth rate of all wards in Milton Keynes. • Newport Pagnell South had an older age profile than Milton Keynes as a whole. It had a smaller percentage of the population in the younger age groups; 16.9% were aged under 15 compared with 21.0% in Milton Keynes. • The highest growth rate between 2001 and 2011 occurred in the 60-74 year old age groups, growing by 71%. In contrast the number of people aged 5-19 decreased by 240 people (-15.5%). • 9.4% of the Newport Pagnell South population were from a black and minority ethnic group. This compares to 6.9% in 2001 and 26.1% for Milton Keynes as a whole. • The black and minority ethnic groups that grew the most between 2001 and 2011 were White Other (1.9% of the population in 2001 to 3.2% in 2011) and Mixed (1.2% of the population in 2001 to 1.7% in 2011). • Just 7.8% of the population in Newport Pagnell South were born outside of the UK. This is significantly lower than Milton Keynes (18.5%). Health • 450 residents said their day to day activities were limited a lot because of health issues. This is 5.8% of the population compared with 6.4% for Milton Keynes. • 700 residents in Newport Pagnell South provided some unpaid care a week. This is 9.1% of the population compared with 8.8% in Milton Keynes as a whole. Housing • Newport Pagnell South had a smaller percentage of households with dependent children than Milton Keynes (29.9% compared to 35.0%). • The percentage of one person households is larger in Newport Pagnell South (27.9%) than in Milton Keynes as a whole (25.9%). • Newport Pagnell South had a small average household size. It had an average of 2.3 people per household compared with 2.5 in Milton Keynes. • A growing percentage of dwellings in Newport Pagnell South were flats. In 2001 just 8.9% of dwellings in the ward were flats, by 2011 this had increased to 12.2%. However, this is still below the percentage for Milton Keynes as a whole (16.2%). Research and Intelligence 1 Milton Keynes Council www.mkiobservatory.org.uk • Newport Pagnell South had a significantly higher percentage of owner occupied households and a smaller percentage living in social rented accommodation than Milton Keynes as a whole. • The percentage of households living in private rented accommodation in Newport Pagnell South increased from 9.2% in 2001 to 18.3% in 2011. Transport • There were 560 more cars or vans in Newport Pagnell South households in 2011 compared with 2001. This is a 13.9% increase compared to the population growth of 6%. Education • Levels of qualifications in Newport Pagnell South were higher than the Milton Keynes average. 30.2% had a degree or higher compared with 28.2% in Milton Keynes. 15.4% had no qualifications compared with 18.0% in Milton Keynes. • In addition to qualifications being higher than Milton Keynes, levels of qualifications increased considerably between 2001 and 2011. In 2001 19.1% of residents aged 16+ had a degree or higher qualification, by 2011 this had increased to 30.2%. Economic • A higher percentage (73.2%) of Newport Pagnell South residents aged 16-74 were in employment compared with Milton Keynes (68%). • There was a fall from 55% to 49.2% between 2001 and 2011 in the percentage of the 16-74 year old population in Newport Pagnell South working as full time employees. • 83.6% of Newport Pagnell South residents in employment were employed in the service sector compared with 85.3% in Milton Keynes as a whole. The wholesale and retail trade industrial sector was the largest employer of Newport Pagnell South residents. • Residents in Newport Pagnell South were more likely to be classified in managerial and intermediate socio-economic categories than Milton Keynes as a whole. General Context Milton Keynes Council 1 General Context Picture 1 St Peter and St Paul's from Tickford Bridge Introduction 1.1 Conservation areas are places of special architectural or historic interest, the character or appearance of which it is desirable to preserve or Newport Pagnell Conservation Area Review enhance(1). Newport Pagnell was first designated as a conservation area by Buckinghamshire County Council in 1969 and last reviewed in 1996. In 2009 the conservation area was extended to include the surviving former Aston Martin works buildings on Tickford Street. Map 1 'Newport Pagnell: Conservation Area Boundary and Listed Buildings' shows the extent of the revised boundary. The northern border of the benefice, at Emberton, also borders the thriving market town of Olney. This is a lovely place to live and an exciting place to minister. The vacancy offers many opportunities for developing the mission of these churches and the lay teams here are eager to reach out into their communities. This is an exciting time to be joining the Newport deanery too. With the ongoing expansion of Milton Keynes and the planned Oxford-Cambridge arc, and East-West rail, this part of the world will become even more of a hub than it already is. Because of the proposed reorganisation of the whole deanery, we seek to appoint an Interim Priest-in-Charge with the gifts and experience to prepare this benefice for its ministry and mission in the years to come.
