Canadian eview V olume 39, No. 2 Moving Forward Together: Indigenous People and Parliament p. 24 The Mace currently in use in the Legislative Assembly of Saskatchewan was made in 1906 and used for the first time in March of that year at the opening of the First Session of the First Legislative Assembly. Purchased from Ryrie Bros. Ltd. of Toronto at a cost of $340.00, it is made of heavy gold-plated brass and is about four feet long. The head consists of a Royal Crown with the arches surmounted by a Maltese cross and bears the Royal Coat-of-Arms on the top indicating the Royal Authority. Each side is decorated with a sheaf of wheat, representing the province’s agricultural wealth, a beaver representing Canada and the monogram E.R. VII, representing the sovereign at the time, Edward VII. The shaft and base are ornamented with a shamrock, thistle and rose intertwined. A Latin inscription around the Royal Coat of Arms reads in English, “Edward the Seventh, by the Grace of God of British Isles and Lands beyond the sea which are under British rule, King, Defender of the Faith, Emperor of India”. In fact, Louis-Philippe Turcotte tells us that there were fewer than 5,000 inhabitants in all of New France in 1667, but that number increased exponentially with new arrivals and with each new generation of French Canadiens. By the mid-19th century, the land could no longer support the population, and the push and pull of political and economic forces led to a massive emigration of French-Canadians into the United States in the late 19th and early 20th centuries. -

Quantitative measurement of parliamentary accountability using text as data: the Canadian House of Commons, 1945-2015 by Tanya Whyte A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Graduate Department of Political Science University of Toronto c Copyright 2019 by Tanya Whyte Abstract Quantitative measurement of parliamentary accountability using text as data: the Canadian House of Commons, 1945-2015 Tanya Whyte Doctor of Philosophy Graduate Department of Political Science University of Toronto 2019 How accountable is Canada’s Westminster-style parliamentary system? Are minority parliaments more accountable than majorities, as contemporary critics assert? This dissertation develops a quanti- tative measurement approach to investigate parliamentary accountability using the text of speeches in Hansard, the historical record of proceedings in the Canadian House of Commons, from 1945-2015. The analysis makes a theoretical and methodological contribution to the comparative literature on legislative debate, as well as an empirical contribution to the Canadian literature on Parliament. I propose a trade-off model in which parties balance communication about goals of office-seeking (accountability) or policy-seeking (ideology) in their speeches. Assuming a constant context of speech, I argue that lexical similarity between government and opposition speeches is a valid measure of parlia- mentary accountability, while semantic similarity is an appropriate measure of ideological polarization. I develop a computational approach for measuring lexical and semantic similarity using word vectors and the doc2vec algorithm for word embeddings. To validate my measurement approach, I perform a qualitative case study of the 38th and 39th Parliaments, two successive minority governments with alternating governing parties. -

Canadian eview V olume 41, No. 1 Political Family Tree: Kinship in Canada’s Parliament 2 CANADIAN PARLIAMENTARY REVIEW/SPRING 2017 The current Mace of the Nova Scotia House of Assembly has been in use since it was gifted to the House on March 5, 1930 by Chief Justice Robert Edward Harris, the fourteenth Chief Justice of the Province and his wife. It is silver gilt, measuring four feet in height and weighs approximately 18 pounds. The four sides of the Mace depict the Royal Crown, the Armorial Achievement of Nova Scotia, the present (before Confederation) Great Seal of the Province, and the Speaker in his robes of office. Also found on the Mace is the floral emblem of Nova Scotia, the mayflower and the Scottish thistle. The Mace was manufactured in England by Elkington and Company, Limited. The Chief Justice and Mrs. Harris wanted to remain anonymous donors of the Mace, but the Premier, in agreeing to this, requested that someday a suitable inscription be made on the Mace. Thus, in his will the Chief Justice directed his executors to have the Mace engraved with the following inscription and to pay the cost for the engraving out of his estate: “This mace was presented to the House of Assembly of the Province of Nova Scotia by the Hon. Robert E. Harris, Chief Justice of Nova Scotia, and Mrs. Harris, March 1930”. The Chief Justice passed away on May 30, 1931. Annette M. Football, Nationalism, and Protectionism: The Federal Defence of the Canadian Football League by John Valentine A dissertation submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Canadian Studies Carleton University Ottawa, Ontario © 2016 John Valentine ii Abstract In 1974, Canada’s Liberal minority government acted to protect the Canadian Football League (CFL) from competition by introducing Bill C-22, which promised harsh penalties for anyone operating a football franchise connected to a foreign-based league or team. This legislation was the culmination of a series of measures by which the government had protected the CFL in the early 1960s and 1970s. A number of factors combined to prompt government involvement. From its earliest days, Canadian football was a nationalist concern. The desire to create a distinctly Canadian pastime led early organizers to differentiate it from English rugby and American football by developing and defending distinctive rules for the game. Football associations developed as domestic rather than cross-border organizations, fostering a congruence of the national territory and the Canadian version of the game. The organizational structure of Canadian football reinforced the east-west axis of transcontinental transportation and communications infrastructure fostered by the state since Confederation. Team and regional rivalries became a staple of print and radio news and commentary, integrating football into the national discourse. Following the Second World War, the identification of Canadian football with the Canadian nation intensified as televised games provided fans with more shared experiences of the only Canadian sports league. -

Stewart3 where Lord Mansfield is reported to have said: "The air of England has long been too pure for a slave and every man is free who breathes it." James Somerset, 5 a negro slave of Charles Stewart in Jamaica, had been brought by his master to England "to attend and abide with him and to carry him back as soon as his business should be trans- acted." The negro refused to go back, whereupon he was put in irons and taken on board the ship Ann and Mary lying in the Thames and bound for Jamaica. -
