On 1 March 2012 the Asian Development Bank (ADB) approved the multitranche financing facility (MFF) for the Bihar Urban Development Investment Program (BUDIP), or the Investment Program, for an aggregate amount not exceeding $200 million. The BUDIP supports the Government of India’s strategy to provide sustainable urban infrastructure and services leading to better quality of life for people in two cities in Bihar, Bhagalpur and Gaya. BUDIP will improve and expand the water and sewerage infrastructure in the two cities, and help its urban local bodies, infrastructure owners, to ensure discipline and structures for operations that result in sustainable operation and maintenance. 2. One tranche has been approved to date under BUDIP the $65 million (Project 1) that was approved on 13 April 2012 and became effective on 6 June 2013. There is only one civil works contract - the Bhagalpur Water Supply Project Phase 1 (BWSP1) design-build-operate contract, which was awarded on 11 July 2014 and is currently ongoing. Project 2 will include physical investments in water supply improvement in Bhagalpur and Gaya, and non-physical investments to continue supporting project implementation and reforms in these two cities. 3. Proposed project. Bhagalpur Water Supply Project Phase 2 (BWSP2) under Project 2 will include development of a bulk water supply system in Bhagalpur town. It will include construction of (i) water intake to abstract water from Ganges River at the rate of 135 – 140 MLD, (ii) water treatment plant (WTP) with capacity of 90 MLD, and (iii) transmission mains. BWSP2 is needed because the present water supply system is inadequate for the needs of the growing population. The population of Bhagalpur town as per 2011 census is 400,146. The population of the town has been projected for the design year 2047 as 766,000 and water demand as 130 MLD. The capacity of water production from existing three WTPs even after all rehabilitation works proposed under Phase 1 and all tube wells will not be more than 28.3 MLD. Accordingly, it is essential to go for augmentation of water production to provide for water demand for design year 2047. Phase 2, therefore provides for producing balance demand of water. 4. The subproject sites are in the built-up area of Bhagalpur city and are generally flat. While the Bihar region is classified as prone to earthquakes, cyclones and floods, historically the only recorded incidents in Bhagalpur are some water logging and flash flooding in the Barari water works (risks and hazards addressed in the rehabilitation of Barari WTP under Phase 1). Trees, vegetation (mostly shrubs and grasses), and animals in the subproject area are those commonly found in urban areas. The subproject sites are not located in agricultural lands.     DISTRICT PROFILE BHAGALPUR INTRODUCTION Bhagalpur district is one of the thirty-eight districts of the state of Bihar, situated in eastern Bihar, with the Ganges flowing across, Bhagalpur is the third largest city of Bihar. The temple of Manas-Kamna at Karnagarh in Nathnagar is dedicated to the memory of this generous king. Cave sculptures indicate that Bhagalpur formed part of the ancient kingdom of Magadh under Emperor Ashoka. The tomb of Shuja, the brother of Mughul emperor Aurangzeb, reminds one of Bhagalpur’s close association with the later Mughals. Bhagalpur passed to the East India Company by the grant of the Mughal Emperor Shah Alam II in 1765. Bhagalpur was one of most important trade centers of Bengal Presidency during the British rule. At Tilkamanjhi chowk in Bhagalpur, Tilkamanjhi, the renowned freedom fighter was hanged by the British.

This is the sixth annual report since its inception in the year 2007. Flood Management Improvement Support Centre (FMISC) has been set up under the aegis of Water Resources Department with the objective of improving the flood management practices in the State by introducing the use of latest modern techniques like Remote Sensing, Geographic Information System (GIS) and modeling. The report gives an account of 2012 floods in detail and deliberates the usefulness of modern technological tools like GIS and Remote Sensing in Flood Management. Like every year, FMISC, functioned in an emergency mode from 15 June to 15 October 2012 to monitor the rainfall and consequential flood events in the catchment of all the rivers coming in the purview of its focus area comprising of 24 districts. As usual, information and data regarding observed rain-fall, 3 day rain-fall forecast, river gauge levels, trend forecast of CWC and WRD gauge sites within highly flood prone districts were collected and posted in FMIS website and also sent to National Remote Sensing Centre, Hyderabad which in turn, delivered near real time satellite imageries and inundation layers. Based on the received data, flood inundation maps and other value added maps were prepared and disseminated to all stakeholders.

General NW-1 traverse through the state of West Bengal, Jharkhand, Bihar and Uttar Pradesh. The terrain throughout the stretch of NW-1 is flat with primarily agriculture land use in the surrounding area. The natural environment comprises of physical (air, noise, water, topographical, geological, land, soil and climate aspects), biological (terrestrial and aquatic floral and faunal aspects) and socio-economic aspects. It is sensitive to any developmental activity adequate preventive measures are taken and environmental conditions are maintained within defined environmental parameters. Thus, it is imperative to study the existing environmental conditions not only to establish the present physical, biological and socio-economic conditions but also in order to predict future impacts owing to construction and operation of the project. The baselines conditions have been studied based on secondary and primary data collection and analysis. 4.2. Baseline Analysis, Study Area and Salient Environmental Features 4.2.1. Baseline Data Collection and Study Area Analysis of environmental baseline of the project area is an important phase of Environmental Assessment process for understanding the prevailing environmental conditions in and around project area/alignment. The environmental conditions of NW-1 and its intervention areas were established through extensive literature search, field monitoring, laboratory analysis, stakeholder consultation and data interpretation. Secondary data from literature search were obtained from various Government and non- government sources such as Meteorological Departments, CPCB publications, National River Ganga Basin Authority, IIT consortium reports and other agencies as listed at Table 1.2.
