President-elect Biden’s American Rescue Plan contains such assistance as part of an aggressive strategy to contain the virus, increase access to life-saving vaccines, and create a foundation for sustainable and inclusive recovery. American cities and our essential workers have been serving at the frontlines of the ongoing COVID-19 pandemic for nearly a year. We have been charged with executing herculean public health efforts and an unprecedented emergency response. Despite immense fiscal pressure, your local government partners oversaw those efforts, while trying to maintain essential services and increase our internal capacity to provide support for residents and businesses who have been crippled by a tanking economy. And yet, as the economic engines of our country, local governments will be relied upon to lead the long- term economic recovery our nation so desperately needs, even as, with few exceptions, cities have been largely left without direct federal assistance. -

Being able to vote and have that vote counted are essential to maintaining and preserving our democracy. Voting stands as one of the most important rights and responsibilities of U.S. citizens. The news of recent changes to the U.S. Postal Service’s delivery process, coupled with the Administration’s decision to withhold funding, is alarming and should be of grave concern to us all, particularly with the General Election only months away. While the Postmaster General’s actions to reverse these policies earlier this week were a positive step, we must be vigilant and relentless when it comes to a fair election, especially during these challenging times. The spread of the Coronavirus has already created challenges and uncertainty around our local, state and national electoral processes. We cannot afford further disruption. At our Annual Meeting in June, the U.S. Conference of Mayors passed two critical resolutions supporting safe and accessible elections and voting by mail. -

COVID-19 2020 State & Local Government Report Legislative, Executive, Regulatory, and Local Status as of March 24, 2020 at 11:20AM ET* Since the global outbreak of coronavirus, over 60 bills have been introduced in 14 states and the District of Columbia. The bills have been introduced on a number of issues including but not limited to waiving cost-sharing requirements, paid sick leave and worker protections, appropriations request, and expanding the power of the Governor. Over 290 executive actions have been issued in 50 states, Puerto Rico, and the District of Columbia. These executive actions include but are not limited to school closures, prohibition of mass gatherings, retail closures, and declarations of states of emergency. A total of 20 task forces have been established by 13 governors. And, 20 states and the District of Columbia have issued emergency regulations or policies on a number of issues including but not limited to insurance carriers, labor and wage, and social distancing. The COVID-19 crisis is wreaking havoc on small businesses across cities, suburban municipalities and rural towns, particularly micro businesses that employ fewer than 20 employees and offer services vital for our communities -- restaurants, bars, coffee shops, barbershops, hair salons, auto repair shops, family farms, dry cleaners and many others. By empowering local leaders to administer flexible relief funds, and by targeting funding to only the smallest of businesses, the RELIEF for Main Street Act will provide immediate support to those less likely to benefit from existing programs, including very small, minority-owned, and rural businesses. The proposal builds on what is already working. Across the country, states, cities, counties, and towns have established local relief funds to provide emergency support to small businesses impacted by COVID-19. MICHIGAN MOONSHOT Connecting Michiganders Statewide Connecting Michiganders Through MICHIGAN MOONSHOT We sat down with Megan Martin, the Marketing Coordinator for Merit Network, to discuss Michigan’s broadband landscape and the role that the Michigan Moonshot Project plays in helping to educate and advocate for resident connectivity. NCC: How was Michigan Moonshot formed? MM: In 2018, Merit’s President and CEO Joe Sawasky was conducting a member-visit in northern Michigan. Along his route he passed a library. It was late in the evening, far outside of typical operating hours, so he was surprised to see that the parking lot was full. The cars were packed with students using the library's WiFi to complete their homework assignments. Motivated by Merit’s commitment to provide networking, security and community services to members across Michigan, Joe was compelled to take action. In March of 2018, Merit participated in the Michigan Consortium of Advanced Networks. Joe joined like-minded partners from across the state to develop a broadband roadmap. Interacting within this community provided Merit with the necessary exposure to impact the connectivity landscape. Overwhelming community support inspired Merit to build a community of public/private partners which seeks to assess and address the homework gap in Michigan. This effort was named the Michigan Moonshot. NCC: 380,000 Michigan homes lack at-home broadband access. -

The Honorable Chuck Schumer The Honorable Mitch McConnell Majority Leader Minority Leader United States Senate United States Senate The Capitol, S-221 The Capitol, S-230 Washington, DC 20510 Washington, DC 20510 Re: Over 100 Mayors Call for Background Checks Legislation Dear Senators, The mass shootings in Atlanta and Boulder in recent weeks are a reminder of the vulnerabilities we face when people who should not have guns are able to access them. Every day in our cities and towns, we use all the tools at our disposal to keep guns out of the hands of people who are a danger to themselves or others. But we are in desperate need of the tools only the federal government can provide. We must close the gaping loopholes in our federal laws that have allowed illegal guns to flood our communities for far too long. For this reason, we, the undersigned mayors from across the country, call on U.S. Senators to pass background checks legislation now. Background checks are the backbone of any comprehensive gun violence prevention strategy; they keep our communities safer and are associated with reduced rates of firearm homicide, suicide, and firearm trafficking. We know background checks work and stop sales to prohibited purchasers every day. Since 1994, background checks have blocked over 3.5 million sales to violent criminals and other prohibited people. However, current federal law only requires a background check when a gun seller is a licensed dealer, leaving all other sales, like those negotiated online or at gun shows between perfect strangers, unregulated and unchecked.
