The global crisis has bequeathed several countries a legacy of high unemployment, unsustainable public finances and lower potential output. It is therefore time to look ahead and ponder the challenges we will be facing in the years to come. This is what this volume is about. It puts together the proceedings of a conference co-hosted by the OECD and the World Bank that took place in Paris on 24-25 March 2011. The conference provided an opportunity for policymakers, academics, practitioners and members of civil society to discuss complex policy issues and look for creative, forward-looking ways of addressing them. The policy issues highlighted in this volume - financial development, social policies, innovation, regulation and political economy issues - are relevant to all countries, albeit at varying degrees, depending of their level of development and specific conditions. The key question is: how to design appropriate policies to strengthen growth and make it inclusive and sustainable over time? This volume puts structural reform at the core of the debate. Structural reforms include a variety of policy initiatives - in product, labour and financial markets, and in tax and benefit systems, among others - to enhance the productive capacity of our economies. Structural reforms can do much to unleash opportunities for investment and to allow countries to tap new sources of growth. They can also address issues of inclusiveness and social cohesion, ensuring that the benefits of sustained growth are shared equitably. Exploiting synergies among policy domains is also essential in this context. For example, innovation goes beyond R&D and calls for investment in human resources and appropriate competition policies to encourage entrepreneurship, among others. Innovation is also a key pillar of green growth, which is about greening old activities by harnessing knowledge and new technologies that can also create jobs and promote welfare in an environmentally sustainable manner. Pro-growth policies that remove impediments to job creation would contribute at the same time to fiscal consolidation by creating revenue for the budget. Preference alignment is thereby understood as a similarity along relevant preference dimensions between prin- cipal and agent (see also below). We focus on two potential underlying mechanisms. First, preference alignment gives policy-motivated agents a direct stake in achieving the public output desired by the political principal (the political mission). This is equivalent to the assumptions on policy motivation by Besley and Ghatak (2005). Second, prefer- ence alignment works to streamline communication and facilitates cooperation between contracting partners, and thereby improves the productivity of a match. Det er satt i gang planarbeid for utbygging i Tittel området. Naturverdier i planområdet i Heggedal sentrum, Asker kommune Ved feltbefaring i april 2017 ble det avgrenset én naturtypelokalitet med C-verdi, naturtypen store gamle trær (lønn). Det ble i tillegg definert tre Forfatter lokaliteter med en viss naturverdi Madlaina Bichsel og Anders Thylén (men som ikke når opp til kravene i DN-håndbok 13). Det viktigste av disse er en østvendt skråning med rik edellauvskog, med en god del eldre Dato hasselkjerr og store lønnetrær. De 08.04.2017 øvrige to lokalitetene består også av store trær. Email: [email protected] Abstract A long-standing debate in political science relates to the optimal stringency of eligibility constraints imposed on public sector employees’ participation in politics. We contribute to this debate by arguing that public employees may have a strong motive as both consumers and producers of public services to run for political office and influence public policy. We analyse theoretically and empirically whether and how this ‘double motive’ leads to the political overrepresentation of public sector employees. Using population-wide individual-level register data covering Norwegian local elections between 2007 and 2019, we show that public sector employees are strongly overrepresented on election lists. As they also have a higher probability of election (conditional on running), they are even better represented in elected bodies. Looking at underlying mechanisms, we provide evidence consistent with public sector employees’ self- selection into standing for elected office (at higher-ranked ballot positions). This raises questions about the active representation of public employees’ policy self-interests and the optimal institutional arrangements regarding their eligibility for political office.
