Priority question for written answer P-002652/2021 to the Commission Rule 138 Alessandro Panza (ID), Marco Zanni (ID), Marco Campomenosi (ID), Paolo Borchia (ID), Danilo Oscar Lancini (ID), Simona Baldassarre (ID), Mara Bizzotto (ID), Isabella Tovaglieri (ID), Antonio Maria Rinaldi (ID), Alessandra Basso (ID), Annalisa Tardino (ID), Luisa Regimenti (ID) Subject: ‘Anni 20’ programme on RAI 2 On 14 May 2021, a letter was addressed to the acting director of the RAI 2 TV channel, Ludovico di Meo, referring to a report in the programme called ‘Anni 20’ criticising certain choices made by the European institutions. The letter was signed by Carlo Corazza and Antonio Parenti, respectively head of the European Parliament office and head of the Commission representation in Italy. Given that in Italy the communications watchdog AGCOM is responsible for ascertaining whether all broadcasters conduct themselves properly, the EU officials in question branded the reports broadcast as false and accused the Italian public information service of 'suffering from euro-illiteracy'. The letter ends by expressing the hope that director Di Meo would intervene and take action against those responsible for the TV programme, thereby literally undermining the freedom of expression and impartiality to which all journalists are supposed to adhere. In view of this, can the Commission answer the following questions: 1. Was this an independent initiative on the part of the Commission Representation and the European Parliament Liaison Office, or was it requested by the Commission itself? 2. In the Commission’s view, is intervening in respect of broadcasting decisions made by a TV station of a Member State – in this case an Italian news channel – among the duties of the two representatives involved? 3. In its view, is such action compatible with the principle of freedom of the press, which has, quite rightly, been repeatedly celebrated by the EU? Question for written answer E-006514/2020 to the Commission Rule 138 Simona Baldassarre (ID), Francesca Donato (ID), Lucia Vuolo (ID), Silvia Sardone (ID), Isabella Tovaglieri (ID), Massimo Casanova (ID), Annalisa Tardino (ID), Paolo Borchia (ID), Vincenzo Sofo (ID), Alessandra Basso (ID), Rosanna Conte (ID), Matteo Adinolfi (ID) Subject: Declassification of the content of the agreement signed with the pharmaceutical company AstraZeneca On 27 August 2020, the Commission concluded an agreement with AstraZeneca for the supply of 300 million doses to Member States, plus an option for a further 100 million doses. The content of the agreement is currently classified, owing to the commercially sensitive information within it. However, this protection of AstraZeneca’s legitimate interests should also be balanced by the need for transparency in relation to citizens and their representatives. It is unusual for even MEPs not to have access to the vital information set out in the trade agreement signed by the Commission, especially considering that on 22 September 2020 the ENVI and ITRE committees had invited the pharmaceutical companies involved in the search for a vaccine to attend a hearing, but AstraZeneca had declined the invitation. In the light of the above, can the Commission answer the following questions: 1. Does it not consider it appropriate to share the content of the agreement with Parliament, while taking due precautions? 2. In its view, could such a situation not set a significant precedent when it comes to balancing the interests of the commercial protection of a company with the need for transparency and citizens’ right to health? (English version) Question for written answer E-001911/20 to the Commission Marco Dreosto (ID), Massimo Casanova (ID), Rosanna Conte (ID), Danilo Oscar Lancini (ID), Antonio Maria Rinaldi (ID), Stefania Zambelli (ID), Anna Bonfrisco (ID), Andrea Caroppo (ID), Alessandra Basso (ID), Matteo Adinolfi (ID) (27 March 2020) Subject: European commitment to economic recovery in the Member States following the Covid-19 emergency The Covid-19 emergency will shortly and certainly create tensions regarding manufacturing, employment and logistics in every Member State, to the extent that countries are now discussing, nationally, how to deal with future macroeconomic scenarios. In order to avoid problems of social, as well as financial, unrest, and to revive consumption and investment, leading figures and political forces have argued that indirect taxation could be frozen for a certain period of time and that this could be done also by introducing the so-called zero VAT rate. This approach seems to be in line with the recent speech by President von der Leyen on the suspension of the Stability Pact and state aid rules, later summarised by the press with the motto ‘whatever it takes’. In its press release of 13 March, the Commission subsequently explained the President's thinking in more detail and confirmed the concept of ‘suspension’, without, however, openly declaring its non-opposition to a possible national cancellation or reduction of VAT. Will the Commission accept the proposal for individual Member States to reduce VAT to zero or, in any case, reduce it very substantially, or does it regard that as being contrary to the acquis communautaire — first and foremost the VAT Directive (Directive 2006/112/EC) and subsequent amendments?
