The activities of the EU legislator do not, in fact, take into account all cases in which sexual abuse is directly consumed online, i.e. where child pornography is provided by the child following the establishment of a relationship of trust between predator and victim. Furthermore, uncontrolled use of the internet can facilitate access to content that is not suitable for children, such as websites that glorify practices relating to anorexia and bulimia, including websites that incite suicide and self-harm. On 6 December, the US administration launched a public consultation to assess which of the products already affected by duties should continue to be taxed, and whether any additional duties of 100 % should be imposed on a second product list, which unfortunately includes most European wines. In the case of Italian wines, exports to the US market are strategic. Given that Italy is not involved in the Airbus dispute, a new wave of duties could have a serious impact on an industry whose trade flow is worth EUR 1.5 billion and which, in the first 9 months of 2019, saw its exports grow by 5.9 %. 1. More particularly, in 2015 and 2019, the Commission outlaid EUR 73 3751 and EUR 87 436 respectively2 to the Institute under the Horizon 2020 Programme for promoting research funding. It would appear that the Institute is also receiving an additional EUR 88 433,753 for a virus epidemic monitoring project launched on 1 January 2020. Under the Horizon 2020 Programme, the Commission monitors project participants for up to two years after they receive funding4. This is designed to avert risk and prevent fraud. In view of this, can the Commission state: 1. whether this monitoring and verification mechanism has actually been activated, and what the results were; 2. whether, in the light of the funding contributed to the Institute and the lack of transparency on its part, it considers it necessary to put in place more effective controls in the post-funding phase; 3.

In order to avoid problems of social, as well as financial, unrest, and to revive consumption and investment, leading figures and political forces have argued that indirect taxation could be frozen for a certain period of time and that this could be done also by introducing the so-called zero VAT rate. This approach seems to be in line with the recent speech by President von der Leyen on the suspension of the Stability Pact and state aid rules, later summarised by the press with the motto ‘whatever it takes’. In its press release of 13 March, the Commission subsequently explained the President's thinking in more detail and confirmed the concept of ‘suspension’, without, however, openly declaring its non-opposition to a possible national cancellation or reduction of VAT. Will the Commission accept the proposal for individual Member States to reduce VAT to zero or, in any case, reduce it very substantially, or does it regard that as being contrary to the acquis communautaire — first and foremost the VAT Directive (Directive 2006/112/EC) and subsequent amendments?
